Q: since the beginning of this year, the achievement of the double control target of energy consumption in Yunnan has been listed as a first-level early warning by the state for two consecutive quarters. What is the main reason for the grim situation? What measures has Yunnan taken?

A: for a long time, the overall level of Yunnan manufacturing industry is low, the proportion of raw material industry is high, the industrial chain is short, and the products are in the middle and low end of the value chain. In 2020, the province's industrial added value accounted for 22.3% of the region's gross domestic product, but industrial energy consumption accounted for about 65% of the province's total energy consumption. Among them, the energy consumption of six high energy-consuming industries, such as non-ferrous smelting, iron and steel, and building materials, accounts for more than 80% of the province's industrial energy consumption. In recent years, Yunnan Province has made great efforts to promote the optimization and upgrading of the industrial structure, making every effort to create world-class "three cards", giving full play to the advantages of green energy, based on cluster development and building a high-end manufacturing base, and introduced a number of major projects. As the upstream products of major projects have been completed and put into production one after another, energy consumption has shown a momentum of rapid growth, but the landing of downstream intensive processing projects and the extension of the industrial chain are still in the process of promotion, and it is difficult to significantly increase the added value of products in a short period of time, which is the main reason for the phased "double growth" of the total amount and intensity of energy consumption this year.

A: yellow phosphorus production is a typical "two high" industry. For every 1 ton of yellow phosphorus, about 10 tons of phosphate rock, 2 tons of coke and about 13000 kilowatt hours of electricity are needed. Yunnan yellow phosphorus has a large production capacity, but many enterprises have a design capacity of only 10,000 tons and only produce raw materials, and there are few enterprises that use yellow phosphorus as raw materials for deep processing and comprehensive utilization, complete industrial chain and high added value. Inadequate environmental protection facilities are also easy to cause high pollution. It can be said that the yellow phosphorus industry is the representative of Yunnan's short industrial chain and low added value of products, and it is the epitome of Yunnan's raw material industry. In recent years, the development of Yunnan yellow phosphorus industry is stagnant, the overall benefit of resource utilization is low, the scattered, small and weak problems are more prominent, and the overall technological transformation lags behind, which has a great impact on the environment, which has been the focus of national environmental protection.

A: the Yunnan provincial party committee and provincial government attach great importance to it and conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council. The main leaders and leaders in charge have held meetings many times to study and arrange resolutely to curb the blind development of the "two high" projects. The Provincial Development and Reform Commission organized various localities to comprehensively carry out a survey of the "two high" projects and sort out the key projects of the "two high schools." it has carried out on-the-spot verification and supervision of rectification and reform together with the departments of Gongxin, ecological and environmental protection, natural resources, housing, urban and rural areas, emergency, market supervision, energy, and statistics. First, we will resolutely clean up and rectify illegal and illegal projects. We will resolutely carry out rectification and reform of the stock "two high" projects that have been verified to fail to meet the requirements; for those "two high" projects under construction that do not have complete procedures for energy assessment and environmental assessment and fail to meet the energy consumption or emission requirements, we shall strictly investigate and deal with them in accordance with the law and seriously rectify and reform them, and only after the rectification and reform is in place can we resume work and production.

The second is to strictly implement the policies issued by the state. We will comprehensively clean up the preferential policies for projects in the "two high" industries, improve the ladder electricity price policy in the electrolytic aluminum industry, and the preferential electricity price policy that has been implemented will be cancelled immediately. Implement the normal off-peak production in the cement industry.

The third is to strictly manage the "two high" projects. Classified disposal and dynamic monitoring of projects under construction, proposed construction and stock. We will strengthen the demonstration of the proposed "two high" projects, raise the access standards for new projects, and strictly control project establishment, energy conservation review, and environmental assessment examination and approval.

The fourth is to strengthen the daily supervision of the "two high" projects. We will strengthen the energy-saving management of key energy-using units, strengthen energy-saving supervision, and continue to promote energy-saving transformation.

Q: under the situation of further improvement of the national double control system of energy consumption, how to better promote the work of dual control of energy consumption in Yunnan?

A: in the next step, Yunnan's dual energy consumption control will adhere to the combination of the long and short, cure both the symptoms and the root causes, and accurately implement policies, starting with energy conservation, pollution reduction and carbon reduction, strengthen the adjustment of the industrial structure, vigorously develop clean and renewable energy, and strive to extend the industrial chain. we will increase the added value of industries and promote the construction and transformation of a green and low-carbon circular economy system.

First, vigorously promote "vacating cages for birds." We will promote "changing cages for birds" with the greatest determination and efforts, promote the transformation and upgrading of key parks with high standards, improve the assessment and evaluation methods of the parks around the input-output rate, and encourage the focus on leading industries to carry out cluster investment. Efforts will be made to build a green and low-carbon industrial park.

Second, unswervingly speed up the elimination of backward production capacity. Comprehensive use of energy consumption, environmental protection, safety, quality, technology and other means, in accordance with the law to shut down and eliminate a number of backward production capacity, technological upgrading, transformation and development of a number of inefficient production capacity, to free up valuable land, energy and other elements and eco-environmental capacity for high-quality development.

The third is to encourage the extension chain to improve quality, increase efficiency and reduce consumption. Centering on creating a world-class "three cards", led by leading enterprises, we will strive to extend the industrial chain, promote the clustering and high-end development of superior industries, increase the added value of industries, improve the efficiency of the use of energy and resources, and improve the quality and efficiency of economic development.

Fourth, speed up the construction of clean energy bases. Yunnan Province is rich in energy resources and has a full range of energy resources. In 2020, clean energy accounts for 85% of the province's installed power generation capacity, clean energy accounts for 97% of electricity transactions, and non-fossil energy accounts for more than 44% of primary energy consumption.
