The illegal problem of Ningyang Chemical Industrial Park in Tai'an City, Shandong Province is prominent and the environmental pollution is serious.

During the first round of central eco-environmental protection inspectors stationed in Shandong Province in 2017, people complained about the illegal discharge of waste water from enterprises in Ningyang Chemical Industrial Park and the stench of Haizi River in Ciyao Town due to the discharge of waste water from enterprises. In August 2021, the second round of central eco-environmental protection inspectors found that the rectification and reform of the park was weak, industrial sewage was discharged directly for a long time, and the problem of environmental pollution was still prominent.

I. basic situation

Ningyang Chemical Industry Park is located in Ciyao Town, Ningyang County, Taian City, belonging to Ningyang Economic Development Zone, with basic chemical industry, fine chemical industry, new chemical materials and biochemical industry as the leading industry. The park is the first batch of chemical parks recognized by Shandong Province in 2018. At present, there are 28 chemical enterprises in the park, of which 20 have been completed and put into production.

II. Main problems

(1) replacing the amount of coal with fraud and illegally building the "two high" projects

The park enterprise Shandong Hengxin High-tech Energy Co., Ltd. returned to the city to enter the park pressurized coal relocation technology upgrade project (1.2 million tons / year coking project) started construction in February 2016, completed and put into production in January 2020. Inspectors found that the alternative to coal consumption reduction of the project was fraudulent, falsifying the replacement coal capacity of 354000 tons of standard coal. The synthetic ammonia and urea project of Shandong Jinmei Mingshengda Chemical Co., Ltd. is small and large. The project started construction in February 2016 and was completed and put into operation in June 2020. The approval reply is an annual output of 400000 tons of synthetic ammonia and 600000 tons of urea, but the actual built capacity is 600000 tons of synthetic ammonia and 900000 tons of urea, which is 150% of the approval capacity.

(2) the promotion of infrastructure construction is weak, and the problem of theft and drainage remains the same.

Ningyang Chemical Industrial Park has neglected the construction of environmental infrastructure for a long time. In August 2018, the Shandong Provincial Chemical Industry Special Action Office issued the notice on further doing a good job in the rectification and reform of the first batch of chemical parks, clearly requiring it to complete the upgrading of sewage pipe networks and sewage treatment plants in June 2020, but the relevant projects have not yet started construction until the inspectors are stationed. The inspector found that due to pipe network damage and design defects, there are several overflow outlets in the main sewage pipe of the park along the Haizi River, especially the perennial overflow on the north side of Zhengzhuang Bridge, and the long-term direct discharge of high concentration chemical wastewater. It is estimated that 78% of the time from January to June in 2021, the overflow phenomenon exists, and about 4000 tons of chemical wastewater is discharged directly into Haizi River every day. According to the sampling and monitoring of the inspection group, it was found that the highest concentration of chemical oxygen demand of effluent was 1115.6 mg / L, and the highest concentration of ammonia nitrogen was 26.1mg / L, which exceeded the control standard (the control standard of the section of Haizi River into Dawen Estuary) by 36.2times and 16.4times respectively.

The sewage treatment plant in the park was originally a domestic sewage treatment plant in cities and towns, and its disposal process is simple, so it is difficult to dispose of chemical wastewater effectively. In particular, since June 2021, the biochemical system of the sewage treatment plant has been impacted by water from upstream enterprises, and a large number of biochemical activated sludge bacteria have died. Although the factory continues to add activated sludge, on-site inspection found that there is basically no activated sludge in the biochemical pond of the sewage treatment plant, and the sedimentation ratio is less than 5%, which is much lower than the normal value, and basically loses its decontamination capacity.

Fig. 1 the spillway on the north side of Zhengzhuang Bridge overflows all the year round, and the high concentration chemical wastewater is discharged directly for a long time.

Fig. 2 the stagnant water at the overflow outlet is red, the highest concentration of chemical oxygen demand is 1115.6 mg / L, and the highest concentration of ammonia nitrogen is 26.1mg / L, which exceeds the control standard by 36.2times and 16.4times respectively.

The inspectors also found that the first round of inspectors reported the problem of stolen discharge of industrial wastewater by enterprises in the park. The highest concentration of chemical oxygen demand is 102 mg / L, the highest concentration of ammonia nitrogen is 23.1 mg / L, and the highest concentration of total phosphorus is 4.14 mg / L, which exceeds the control standard by 2.4 times, 14.4 times and 12.8 times respectively. The problems of illegal discharge and over-standard discharge of sewage are serious.

Due to the direct discharge of a large amount of sewage, the water quality of Haizi River has been seriously polluted. The inspection team sampled and monitored the cross section of the Haizi River into Dawen River. The concentrations of chemical oxygen demand and total phosphorus in the river were 121.5 mg / L and 1.92mg / L, respectively, which exceeded the control standard of this section by 3.1times and 5.4times respectively.

The inspection team learned that the water of the Haizi River is reddish brown all the year round, and its water quality has been inferior to Class V for a long time, and residents on both sides of the strait reacted strongly. During the period of the central eco-environmental protection inspector in 2017, there were two complaints about the pollution problem of the Haizi River, but the local problem was not completely solved. It was reported that the rectification and reform was completed.

Third, cause analysis

The concept of green development in Ningyang County is not firmly established, the main responsibility of ecological environment protection is not effectively implemented, the environmental infrastructure construction of the park lags behind, and the work is not detailed and practical, so that the pollution problem of Haizi River can not be solved for a long time.

The inspection team will further investigate and verify the relevant situation and do a good job in the follow-up supervision work as required.
