Today, at the opening meeting of the 17th China Automobile Industry Development (Teda) International Forum, Xin Guobin, Vice Minister of Industry and Information Technology, said that this year is the opening year of the 14th five-year Plan, and it is of great significance to do a good job in the follow-up development of the automobile industry. We will give full play to the ministerial joint meeting system, coordinate a series of policies and measures to speed up the development of new energy vehicles, and maintain a continuous, stable and effective convergence of relevant supporting policies.

We will further improve the guarantee system for lithium, cobalt and nickel. We will study and improve the safety technical standards of new energy vehicles, promote enterprises to improve the safety operation monitoring system, and strengthen product consistency inspection. Organize enterprises to carry out self-inspection of automobile data security, network security, software upgrade and so on. We will strengthen the filing management of software upgrades and study the access standards of intelligent network couplings.

Xin Guobin also said that according to preliminary statistics, automobile production and sales are expected to exceed 16 million from January to August this year, an increase of about 10 per cent over the same period last year. From January to July, the export of complete vehicles was 1 million, an increase of 124% over the same period last year. New energy and intelligent network connected vehicles have maintained rapid development. From January to August this year, the production and sales of new energy vehicles are expected to exceed 1.7 million, tripling that of the same period last year, and the market penetration rate is more than 10%. The market share of intelligent network-connected passenger cars at L2 level has reached 20%.

First of all, on behalf of the Ministry of Industry and Information Technology, I would like to extend warm congratulations on the convening of the Forum and express my heartfelt thanks to friends from all walks of life who have long cared about and supported the development of China's

Automobile is an important pillar industry of the national economy, with a long industrial chain, wide coverage, and deep influence. The CPC Central Committee and the State Council attach great importance to the development of the automobile industry, and General Secretary Xi Jinping has made important instructions and instructions many times. During the inspection of FAW in July 2020, it was emphasized that if we want to become a manufacturing power, we must be an automobile power. In October last year, the General Office of the State Council issued a development plan for the new energy vehicle industry. In July this year, the political Bureau of the CPC Central Committee clearly proposed to tap the potential of the domestic market and support the accelerated development of the new energy vehicle industry.

A series of decisions and arrangements of the CPC Central Committee and the State Council have pointed out the direction and provided guidance for us to take advantage of the situation and create a new situation in industrial development. We must conscientiously implement it. Centering on the theme of "integration, innovation and green", this forum invites domestic and foreign experts and scholars to gather together to draw on collective wisdom, which is timely and of far-reaching significance.

I would like to take this opportunity to exchange three points with you.

First, all parties make concerted efforts to promote steady progress in industrial development, and positive results have been achieved in transformation and upgrading.

First, since the beginning of this year, in the face of complex and grim situations at home and abroad, such as the evolution of the global epidemic, under the strong leadership of the CPC Central Committee and the State Council, the Ministry of Industry and Information Technology, together with relevant departments, has taken the initiative to promote the high-quality We will spare no effort to ensure the stable operation of the industry, implement the State Council's package of policies to promote automobile consumption, organize and carry out a special campaign for the upward development of Chinese automobile brands, and strive to promote the upgrading of both industry and consumption. Issue and implement fuel consumption limits for passenger vehicles and power exchange standards for electric vehicles to promote the application of new technologies and models. We will actively deal with the global shortage of automotive chips, set up a working group on the promotion and application of automotive semiconductors, promote key projects on the alternative layout of shortage products, enhance supply capacity, play a diplomatic driving role, and promote relevant enterprises to speed up the resumption of work and production. Multiple measures should be taken at the same time to maintain a stable increase in the number of cars.

The second is to maintain the development of new energy vehicles and intelligent networks. As for new energy vehicles, we will continue to carry out activities for new energy vehicles to the countryside, launch pilot projects for the application of power exchange mode, optimize and adjust the double points policy, start the demonstration application of hydrogen fuel cell vehicles, and promote the level of electrification of vehicles in the public domain. With regard to intelligent network-connected vehicles, we will set up a promotion working group, formulate and issue management standards for road testing and demonstration applications of intelligent network-connected electric vehicles, and carry out pilot projects for the coordinated development of smart cities, infrastructure and intelligent network-connected automobiles. We will speed up the formulation of vehicle information security, software upgrades, data records, systems and other standards. Optimize the policy environment and speed up the development process of industrialization.

The third is to continuously improve the industry management system. Formulate and issue opinions on strengthening intelligent network connection automobile production enterprises and product access management, and continuously increase the inspection of enterprise access conditions and the supervision and inspection of production consistency. We will organize and carry out illegal modifications and special rectification of large tons and small bids, deal with and punish 127 enterprises that violate the rules, and curb the blind construction of new energy enterprises.

There are many bright spots in China's automobile industry. First, production and sales have increased steadily. According to preliminary statistics, from January to August this year, automobile production and sales are expected to exceed 16 million units, an increase of about 10% over the same period last year. From January to July, the export of complete vehicles was 1 million, an increase of 124% over the same period last year. Second, new energy and intelligent network connection vehicles maintain rapid development. From January to August this year, the production and sales of new energy vehicles are expected to exceed 1.7 million, a year-on-year increase of three times, with a market penetration rate of more than 10%. The market share of intelligent network connection at L2 level has reached 20%. Third, new progress has been made in technological innovation: the fast charging technology has achieved charging for 5 minutes, the service life has been increased by 200 kilometers, the sodium ion battery has exceeded 160 watt-hours per kilogram, and industrial breakthroughs have been made to provide momentum for the sustainable development of the industry.

Second, the challenges facing the new situation.

On the whole, China's automobile industry maintained a good momentum of development in the first eight months of this year, but we should also be soberly aware that the situation at home and abroad is still complex, unstable and uncertain factors are increasing, and the development of the industry is facing many difficulties and challenges. there are old problems and new situations that need to be analyzed, studied and dealt with seriously.

First, some long-term problems still exist, and the problem of large and unexcellent Chinese brand cars is still prominent, with a large number of enterprises and scattered investment in resources, especially the large number of modified vehicles and the lack of management reform. the utilization rate of production capacity in some places and industries is low, there are still weaknesses in the industrial chain, such as basic devices and basic materials, and the cost of new energy vehicles is still on the high side. Safety, reliability, ease of use need to be further improved, power battery recycling channels are not smooth enough, and so on, all of which need to be solved continuously.

Second, the national carbon peak carbon neutralization goal puts forward new requirements for the development of the automobile industry, which will bring extensive and profound industrial systematic changes, which requires the joint efforts of the whole industry chain. to promote the coordinated development of low-carbon industry, low-carbon products, low-carbon transportation and low-carbon energy. The scale of the new energy vehicle industry continues to expand, and it is also facing upward pressure from lithium, cobalt and nickel mines. The epidemic situation of COVID-19 is still high in foreign countries, and it has been effectively controlled in China as a whole, but there is also the possibility of sporadic outbreaks. Recently, this has led to the problem of insufficient supply of automotive chips and spare parts, and the production and sales of some cars have declined for four consecutive months compared with the same period last year, and the pressure of stable operation in the later period is still great.

Third, the problem of network security and data security is prominent. With the development of automobile intelligence and networking, with the technological progress, data security problems such as unauthorized personal information and important data collection and utilization may arise. Network attacks, network intrusions and other network security problems, if the regulatory measures can not keep up with in time, may bring major security risks.

Third, seize the opportunity and strive to create a new situation in the development of the automobile industry.

This year marks the 100th anniversary of the founding of the Communist Party of China and the beginning of the 14th five-year Plan, so it is of great significance to do a good job in the follow-up development of the automobile industry. The Ministry of Industry and Information Technology will resolutely implement the decision-making and deployment of the CPC Central Committee and the State Council, go deep into the development plan of the new energy vehicle industry, and comprehensively implement policies with relevant departments, so as to achieve new results and achieve new results.

First, we should give full play to the ministerial joint meeting system, coordinate a series of policies and measures to speed up the development of new energy vehicles, and maintain a continuous, stable and effective convergence of relevant support policies. Fourth, stick to the bottom line of safety and optimize the development environment. We will study and improve the safety technical standards of new energy vehicles, promote enterprises to improve the safety operation monitoring system, and strengthen product consistency inspection. Organize enterprises to carry out self-inspection of automobile data security, network security, software upgrade and so on. We will strengthen the filing management of software upgrades and study the access standards of intelligent network couplings.

Fifth, we should further standardize cooperation and adhere to the consensus on global development. We will actively carry out practical cooperation in the fields of technological innovation, trade and investment, and technical standards, so as to promote high-quality development with a high level of opening up.
