During the 14th five-year Plan period, Baotou rare Earth High-tech Zone will thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions on Inner Mongolia's important speech, as well as the arrangements, decisions and arrangements of the party committee and government of Inner Mongolia Autonomous region, build an innovation chain around the industrial chain, and strive to build a rare earth industry development system with distinctive features, reasonable structure, intensive and efficient, and industrial symbiosis and coupling. The rare earth high-tech zone actively implements the industrial plan "2cm 2N", "2" means giving priority to the development of two major industries of rare earth permanent magnets and hydrogen storage materials; "2" means relying on the advantage of the surplus lanthanum and cerium resources in Baotou, by increasing the stock and introducing increments, focus on the development of two major industries of rare earth polishing and rare earth luminous materials; "N" refers to the active development of N "rare earth +" industries such as rare earth catalytic materials, rare earth alloys, rare earth ceramics and rare earth pigments. We will implement "2x 2n", form a complete rare earth industry system, expand the scale of rare earth industry, and promote the development of rare earths in the direction of wide range, long chain and high quality.

It is understood that there are one rare earth sulphide and rare earth light source academician workstation, state-level rare earth high-tech enterprises, and various research and development institutions in the rare earth high-tech zone. The state-level key laboratory for the research and comprehensive utilization of Bayan Obo soil resources and the national engineering research center for rare earth metallurgy and functional materials have been set up, and a number of R & D achievements with international advanced level have been formed in the fields of mining, smelting and separation. Seven pilot test bases for rare earth permanent magnet materials, rare earth magnesium alloys, PVC stabilizers, rare earth green colorants and surface treatment of permanent magnet materials have been established. Among them, achievements such as rare earth green environmental protection colorants, PVC stabilizers, and servo motors for robots have gradually begun to industrialize. High-end rare earth polishing fluids have been successfully applied to computer hard disk glass substrates, sapphires, and semiconductor polishing, providing high-quality samarium cobalt permanent magnet devices for the "manned Space Project", "Chang'e Lunar Exploration Project" and "Tiangong-1" laboratories, and successfully developed magnetically cooled prototypes. Magnetic resonance imager, Ni-MH power battery, special permanent magnet motor and other terminal products, basically formed a rare earth industry innovation system which integrates rare earth technology research and development, pilot conversion, performance testing, information service, application evaluation, personnel training, electronic trading platform and so on.

In addition, the rare earth high-tech zone also focuses on key industries and key areas, aims at key groups such as college graduates and skilled and practical talents, and strictly implements 16 specific measures under the five major plans of safe housing, entrepreneurship, recruitment, cultivation, and preferential service. attract a steady stream of high-tech young people to settle down, obtain employment, and develop. At the same time, to build an integrated industrial service system, with 12 consecutive sessions of domestic and foreign rare earth industry science and trade exchange platform-China Baotou rare Earth Industry Development Forum; the only spot electronic trading platform for rare earth commodities in China-Baotou rare Earth products Exchange; The national rare earth new materials testing and evaluation industry center, with a total investment of 180 million yuan and state support of 54 million yuan, is the only national new material inspection and testing platform and large database under construction.
