Driven by the goal of carbon peak and carbon neutralization, hydrogen energy industry has become an important component of China's energy distribution strategy. Since mid-August, the upsurge of lithium electricity plate has gradually died down, and the hydrogen energy plate, which has been silent for a long time, has been awakened again.
"on the one hand, the new energy sector takes turns to speculate, lithium electricity does not rise, and hydrogen energy begins to stir up; on the other hand, it also comes from the promotion of policy." Wang Rongjin, partner of Shanghai Jinbang Equity Investment Management Company, analyzed and said.
In September 2020, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission and the National Energy Administration jointly issued the Circular on the demonstration Application of fuel Cell vehicles (hereinafter referred to as the notice), but the final list has not yet been published.
"the list of model urban agglomerations is expected to be officially announced before the National Day holiday this year." Some people in the industry disclosed to the Financial Associated Press. This information has also been confirmed by a number of sources, including mainframe factories, parts head suppliers and industry organizations and institutions.
The final list is about to come out.
Since last year's draft, all kinds of gossip about the model urban agglomeration have never stopped. We've been waiting, too. " The relevant person in charge of a leading hydrogen energy enterprise told reporters.
"the official documents (list) should be available before National Day holiday, but there are certain variables." Insiders of a domestic main engine factory confirmed the above news.
According to an internal information obtained by the reporter, after the "notice" was issued, some authoritative research institutions of the automobile industry specially compiled the relevant policy interpretation of the "notice" in order to provide policy guidance to the urban agglomeration that intends to bid. The document specifically mentions that the application guidelines include four aspects: model urban agglomeration selection, basic conditions, demonstration objectives and programming, and that the implementation period for 2020 finalists for urban agglomeration shall be within four years from the date of confirmation of demonstration qualifications, and the implementation plan for the demonstration urban agglomeration shall be submitted before November 15, 2020.
After the start of the application work of the model urban agglomeration, there are rumors in the industry that a total of 18 urban agglomerations have participated in the declaration, and the five shortlisted urban agglomerations have been preliminarily identified. They are: Beijing-Tianjin-Hebei urban demonstration group, Guangdong urban demonstration group, Shanghai urban demonstration group, Hebei urban demonstration group, Henan urban demonstration group. However, the news has not been officially confirmed.
"at present, the declaration and evaluation of fuel cell vehicle demonstration urban agglomeration is being carried out as planned, and we will follow the principle of implementing one by one when the plan is mature. We will focus on supporting urban agglomerations with a good foundation, funds in place, clear planning objectives, clear application scenarios, and guaranteed policies and systems." On August 5, in the reply to recommendation No. 9670 of the fourth session of the 13th National people's Congress, the Ministry of Finance responded to the proposal put forward by some NPC deputies to include Shandong Province, Chengdu and Baotou City in Inner Mongolia into the fuel cell model city agglomeration. This is also the latest time that the Ministry of Finance has made a statement on the demonstration urban agglomeration.
It is worth noting that after the release of the draft for soliciting opinions on April 7 this year, Beijing officially released the "implementation Plan for the Development of Beijing hydrogen Energy Industry (2021-2025)" on August 16. The implementation plan is clear: by 2025, the industrial system and supporting infrastructure will be relatively perfect, 10 to 15 leading enterprises in the industrial chain with international influence will be cultivated, and 3 to 4 international first-class industrial R & D and innovation platforms will be built. The Beijing-Tianjin-Hebei region has achieved a cumulative industrial scale of more than 100 billion yuan of hydrogen energy chain and reduced carbon emissions by 2 million tons.
Compared with the draft for soliciting opinions, the official document of Beijing Municipality focuses on paying attention to green safety, the layout of demonstration zones for scientific and technological innovation and application of hydrogen energy industry in northern Beijing, the application scene of fuel cell vehicles, and the construction of demonstration projects for the integrated energy system of hydrogen and electricity. Some industry insiders believe that judging from the implementation plan for the development of the hydrogen energy industry announced by Beijing, it has made targeted plans for the declaration notice.
The "hydrogen" wind strikes again?
All kinds of news continue to stimulate the nerves of the capital market. Judging from the latest trend of the hydrogen energy sector on August 18, the shares of Science and Technology, Taihao Technology and Han Cable all rose by more than 10%. Dongfang Electric, Zhongtai, Hongda Xingye, Yangquan Chemical, and so on, also rose to varying degrees.
Among the stocks in the hydrogen energy sector, the share price of Seal Technology has risen 259.77% since the beginning of the year, while Zhejiang Xinneng and Houpu shares have risen 259.26% and 194.12% respectively. Even the share price of Haima Motors, which soon took off its hat, rose 134.54%. In addition, the leading stocks Weichai Power, Meijin Energy, Yihuatong, Quan Chai Power and so on have also attracted much attention in the secondary market.
"the capital markets are all in the 'gambling' policy." A practitioner in the brokerage industry, who spoke on condition of anonymity, told reporters.
Compared with the hot scenes of the hydrogen energy sector, the promotion of fuel cell vehicles in recent years is not optimistic. According to data from the China Automobile Association, from January to July this year, the production and sales of fuel cell vehicles in China completed 664 and 675 respectively, an increase of 48.5% and 47.5% respectively over the same period last year. In terms of a longer time period, the sales of fuel cell vehicles in China have continued to grow since 2016. In 2019, the sales of fuel cell vehicles reached 2737, but only 1204 in 2020.
Apart from the force majeure of the 2020 epidemic, it should be noted that in March 2019, the Ministry of Finance issued a notice on further improving the financial subsidy policy for the promotion and application of new energy vehicles. It is mentioned that there is a transitional period from March 26, 2019 to June 25, 2019, during which the sale of licensed fuel cell vehicles is subsidized by 0.8 times the corresponding standard in 2018. The subsidy policies for fuel cell vehicles and new energy buses will be announced separately.
So far, the subsidy policy for fuel cell vehicles has not landed again.
"different from the previous pure electric vehicle subsidy promotion method, the notice issued last year indicated that during the demonstration period, the five departments will adopt the method of 'replacing compensation with awards' to reward the shortlisted urban agglomerations according to the achievement of their goals." The above-mentioned industry insiders said that this may be one of the reasons why the fuel cell vehicle subsidy policy has not been implemented for a long time.
In fact, before Beijing officially released the implementation plan for the development of hydrogen energy industry, the fuel cell vehicle demonstration project of Shanghai urban agglomeration was officially launched on June 9 this year. Shanghai has clearly defined the goal of "100 stations, 100 billion, tens of thousands of vehicles", and will take the lead and cooperate with Suzhou, Nantong, Jiaxing, Zibo, Ordos, Ningdong Energy and Chemical Industry Base to set up urban agglomerations and give full play to Shanghai's leading role in promoting industrial development.
According to the plan, the fuel cell vehicle demonstration urban agglomeration led by Shanghai will promote 5000 fuel cell vehicles through four years of demonstration application. In order to cooperate with the promotion of these vehicles, 73 hydrogenation stations will be built, and at the same time, the coordination among urban agglomerations will be strengthened to promote the technological development of eight major components such as stack, bipolar plate, membrane electrode and catalyst year by year.
