Not only that, the document also said that it is necessary to persist in the diversification of energy storage technologies, promote the continuous decline in the cost of relatively mature new energy storage technologies such as lithium-ion batteries and their commercial application on a commercial scale, realize that long-term energy storage technologies such as compressed air and liquid flow batteries enter the initial stage of commercial development, and speed up the large-scale test and demonstration of flywheel energy storage and sodium ion batteries, which are demand-oriented. To explore the research and demonstration application of hydrogen storage, heat storage and other innovative energy storage technologies.

In addition, the document also pointed out that it is necessary to improve the incentive mechanism for "new energy + energy storage" projects. For new energy power generation projects with supporting construction or sharing mode to implement new energy storage, the system value and technical level can be dynamically evaluated, it can be given appropriate preference in the aspects of competitive configuration, project approval (filing), grid-connected timing, system dispatching and operation arrangement, guaranteed utilization hours, power auxiliary service compensation assessment and so on.

Guidance of the National Development and Reform Commission and the National Energy Administration on accelerating the Development of New Energy Storage

Development and Reform of Energy regulations (2021) No. 1051

All provinces, autonomous regions, municipalities directly under the Central Government, the Development and Reform Commission of the Xinjiang production and Construction Corps, the Energy Bureau, and the dispatched offices of the State Energy Administration:

To achieve carbon peak carbon neutralization and strive to build a clean, low-carbon, safe and efficient energy system is a major decision made by the CPC Central Committee and the State Council. Pumped storage and new energy storage are important technologies and basic equipment to support the new power system. It is of great significance to promote energy green transformation, deal with extreme events, ensure energy security, promote high-quality energy development, and support the realization of climate change goals. In order to promote the rapid development of new energy storage, the following suggestions are put forward.

I. overall requirements

(1) guiding ideology.

Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, we will fully implement the spirit of the 19th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the 19th CPC Central Committee, and implement the new strategy of "four revolutions and one cooperation" for energy security. with the goal of achieving carbon neutralization, the development of a new type of energy storage will be used to enhance the regulation capacity, comprehensive efficiency and security capability of the energy and power system. The important measures to support the construction of the new power system, with the policy environment as the strong guarantee, the market mechanism as the fundamental support, and technological innovation as the endogenous driving force, speed up the construction of a good situation of multi-wheel drive and promote the development of high-quality energy storage.

(2) basic principles.

Overall planning and diversified development. Strengthen the top-level design, co-ordinate the work of energy storage and development, and strengthen the scientific leading role of planning. It is encouraged to explore the diversified development model of energy storage by combining the different needs of source, grid and load.

Innovation leads and scale drives. We will strengthen the research and development of key technologies and equipment by the way of "uncovering the list", and promote the progress of energy storage technology and the reduction of costs. We will build technological innovation platforms such as the integration of industry and education, speed up the transformation of achievements, effectively promote large-scale application, and strengthen the industrial system.

Policy-driven and market-led. We will speed up the improvement of the policy mechanism, increase policy support, and encourage investment in energy storage. Make clear the dominant position of the energy storage market and play a guiding role in the market.

Standardize management and ensure safety. Improve and optimize energy storage project management procedures, improve technical standards and testing and certification system, and improve the level of construction and operation of the industry. Promote the establishment of safety technical standards and management system, strengthen fire safety management, and strictly abide by the bottom line of safety.

(3) main objectives.

By 2025, the new type of energy storage will be transformed from the initial stage of commercialization to large-scale development. The innovation capability of new energy storage technology has been significantly improved, the self-controllable level of core technology and equipment has been greatly improved, considerable progress has been made in high safety, low cost, high reliability and long life, the standard system has been basically improved, and the industrial system has become increasingly complete. the market environment and business model are basically mature, and the installed scale is more than 30 million kilowatts. The new type of energy storage plays a significant role in promoting carbon peak carbon neutralization in the energy field. By 2030, the comprehensive market-oriented development of the new type of energy storage will be realized. The new energy storage core technology and equipment is independent and controllable, the technological innovation and industrial level are in the forefront of the world, the standard system, market mechanism and business model are mature and sound, and are deeply integrated with all aspects of the power system. The installed scale basically meets the corresponding needs of the new power system. The new type of energy storage has become one of the key supports for carbon peak carbon neutralization in the energy field.

Second, strengthen planning guidance and encourage diversified development of energy storage.

(1) to carry out a special plan for energy storage as a whole. To study and formulate a new type of energy storage plan, and further clarify the development goals and key tasks of the "14th five-year Plan" and medium-and long-term new energy storage. The provincial energy department should carry out a study on the special planning of new energy storage, put forward the scale of each region and the layout of the project, and link up with the relevant planning. The relevant planning results shall be submitted to the National Development and Reform Commission and the National Energy Administration in a timely manner.

(2) vigorously promote the construction of energy storage projects on the power side. Combined with the actual needs of the system, a number of system-friendly new energy power plant projects with energy storage are arranged to ensure the efficient consumption and utilization of new energy through energy storage collaborative optimization operation, so as to provide capacity support and certain peak regulation capacity for the power system. We will give full play to the role of large-scale new energy storage, promote the complementary development of multi-energy, plan and build large-scale clean energy bases for trans-regional transmission, and improve the utilization rate of outbound channels and the proportion of renewable energy in the channels. Explore the use of existing power plant sites and power transmission and transformation facilities of decommissioned thermal power units to build energy storage or landscape storage facilities.

(3) actively promote the rational layout of energy storage on the side of Electroweb. Through the layout of key nodes, the Electroweb side energy storage can enhance the flexible adjustment capacity and security and stability level of the system after large-scale high-proportion new energy and large-capacity DC access. At the end of Electroweb and in remote areas, build Electroweb side energy storage or wind storage power stations to improve the power supply capacity of Electroweb. Centering on the needs of important load users, a number of mobile or fixed energy storage should be built to enhance the emergency power supply guarantee capacity or delay the upgrading and transformation of power transmission and transformation.

(4) actively support the diversified development of energy storage on the user side. We are encouraged to explore new scenarios for the development of energy storage integration around other end users, such as distributed new energy, microgrid, big data Center, 5G base stations, charging facilities, industrial parks, and so on. Encourage the aggregate use of distributed energy storage facilities such as uninterruptible power supplies, electric vehicles, and user-side energy storage, relying on big data, cloud computing, artificial intelligence, block chain and other technologies, combined with comprehensive innovation of institutions and mechanisms, explore smart energy, virtual power plants and other business models.

Third, promote technological progress and strengthen the energy storage industry system

(5) to enhance the ability of scientific and technological innovation. To carry out forward-looking, systematic and strategic research and development of key technologies for energy storage, and to mobilize the forces of enterprises, universities and scientific research institutes in the way of "uncovering the list". To promote energy storage theory and key materials, units, modules, system medium and short board technology research, speed up the realization of core technology autonomy, and strengthen the research of electrochemical energy storage safety technology. Persist in the diversification of energy storage technologies, promote the continuous decline in the cost of relatively mature new energy storage technologies such as lithium-ion batteries and their commercial application on a commercial scale, and achieve the initial stage of commercial development of long-term energy storage technologies such as compressed air and liquid flow batteries. Speed up the large-scale test and demonstration of flywheel energy storage, sodium ion battery and other innovative energy storage technologies, and explore the research and demonstration application of hydrogen storage, heat storage and other innovative energy storage technologies.

(6) to strengthen the integration of industry, university, research and application. We will improve the professional construction of energy storage technology, deepen the cross-training of multi-disciplinary talents, and create a number of innovative platforms for the integration of energy storage technology, industry and education. Support the construction of national key energy storage laboratories and engineering R & D centers. Local governments, enterprises, financial institutions and technical institutions are encouraged to jointly set up new energy storage development funds and innovation alliances to optimize the allocation of innovation resources and promote business model innovation.

(7) to speed up the transformation of innovative achievements. We will encourage the demonstration of the application of energy storage technology and the demonstration of the first (set) of major technology and equipment. Strengthen the analysis and evaluation of major demonstration projects of new energy storage, provide scientific data support for the practical application effects of new technologies, new products and new schemes, and provide a scientific basis for the formulation of industrial policies and technical standards.

(8) to enhance the competitiveness of the energy storage industry. Through the construction of major projects, we will guide and enhance the independent and controllable level of energy storage core technology and equipment, attach importance to the coordination between upstream and downstream, and rely on backbone enterprises with independent intellectual property rights and core competitiveness. we will actively promote the development of the whole industry chain from production, construction, operation to recovery. Support China's new energy storage technology and standards to "go global". Support the combination of resource endowment, technological advantages, industrial base, human resources and other conditions to promote the construction of a number of national energy storage high-tech industrialization bases.

Fourth, improve the policy mechanism and create a healthy market environment

(9) to clarify the dominant position of the new type of energy storage in the independent market. We will study and establish access conditions, trading mechanisms and technical standards for energy storage to participate in medium-and long-term transactions, spot and auxiliary services and other electricity markets, so as to accelerate the entry of energy storage and allow simultaneous participation in all kinds of power markets. According to local conditions, we should establish and improve the compensation mechanism of power auxiliary services, deepen the market mechanism of power auxiliary services, and encourage energy storage to participate in the auxiliary service market as an independent market subject. Encourage exploration and construction of shared energy storage.

(10) to improve the new price mechanism for energy storage. Establish the capacity electricity price mechanism of Electroweb-side independent energy storage power stations, gradually promote energy storage stations to participate in the electricity market; study and explore the cost and benefits of Electroweb alternative energy storage facilities into transmission and distribution price recovery. Improve the peak-valley electricity price policy to create more space for the development of energy storage on the user side.

(11) improve the incentive mechanism for the "new energy + energy storage" project. For new energy power generation projects with supporting construction or sharing mode to implement new energy storage, the system value and technical level can be dynamically evaluated, it can be given appropriate preference in the aspects of competitive configuration, project approval (filing), grid-connected timing, system dispatching and operation arrangement, guaranteed utilization hours, power auxiliary service compensation assessment and so on.

Standardize the management of the industry and improve the level of construction and operation

(12) to improve the operational requirements of energy storage construction. Guided by the demand of the power system, and with the goal of giving full play to the benefits and functions of energy storage operation, we should establish and improve the supporting energy storage policies for the installation of new electric power units in various places. Electroweb enterprises should actively optimize the dispatching operation mechanism, study and formulate dispatching operation procedures and transfer standards for various types of energy storage facilities, and make clear the ownership, functional orientation and operation mode of the dispatching relationship, so as to give full play to the function and benefits of energy storage as a flexible resource.

(13) to clarify the process of energy storage record and grid connection. Clarify the management functions of the new energy storage industry of the relevant local government departments, coordinate and optimize the energy storage record processing process, and issue management rules. Supervise and urge Electroweb enterprises to clarify the process of grid connection in accordance with the principle of "simplifying procedures and improving efficiency", issue opinions on grid connection in a timely manner, be responsible for the construction of grid connection projects, provide grid-connected debugging and acceptance services, and encourage "one-stop" services for user-side energy storage.

(14) to improve the technical standards and management system of energy storage. According to the requirements of energy storage development and safe operation, give full play to the role of energy storage standardized information platform, overall study and improve the top-level design of the construction of energy storage standard system, carry out the revision of energy storage standard system in different application scenarios, and establish and improve the technical standard system of the whole industry chain of energy storage. Strengthen the overall connection between the relevant standards of the current energy and power system and the application of energy storage. Promote and improve the new energy storage testing and certification system. Promote the establishment of safety standards and management systems for the manufacture, construction, installation and operation monitoring of energy storage equipment.

VI. Strengthen organizational leadership and strengthen supervision and guarantee work

(15) strengthen organizational leadership. The National Development and Reform Commission and the National Energy Administration are responsible for taking the lead in building a system and mechanism for the high-quality development of energy storage, coordinating relevant departments to solve major problems, summing up successful experiences and effective practices in a timely manner, and studying and improving the formation mechanism of a new type of energy storage price. in accordance with the requirements of "uncovering the list and taking the lead", we will promote the construction of an innovation platform for the integration of production and education of national energy storage technology, and gradually realize the transformation of industrial technology from following and leading. We will promote the establishment of an energy storage development fund, support the industrialization demonstration of mainstream new energy storage technologies, and make effective use of existing funds such as special funds in the central budget to actively support the industrialization and application projects of new energy storage key technologies and equipment. The relevant departments of all regions should, in the light of reality, formulate implementation plans and improve policies and measures, and advance various tasks in a scientific and orderly manner. The dispatched offices of the National Energy Administration should strengthen the supervision after the event, and improve the supervision mechanism for the new type of energy storage to participate in market transactions and safety management.

(16) to implement the responsibility for the development of the main body. The competent energy departments at the provincial level should decompose and implement the development goals of new energy storage, and formulate new energy storage development plans on an annual basis on the basis of fully grasping the actual situation, resource conditions and building capacity of the power system. We will strengthen fiscal, financial, tax, land and other policies to support the development of new types of energy storage.

(17) encourage localities to try first. Encourage all localities to study and introduce relevant reform measures, carry out reform pilot projects, and study and establish a reasonable energy storage cost sharing and dredging mechanism on the basis of in-depth exploration of energy storage technology routes and innovative business models. We will speed up the pilot demonstration of new energy storage technologies and key areas, and sum up replicable practices and successful experiences in a timely manner, so as to lay a solid foundation for the large-scale and high-quality development of energy storage.

(18) to establish a long-term mechanism for supervision. Gradually establish a closed-loop supervision mechanism suited to the development stage of the new type of energy storage, organize and carry out special supervision work in due course, and guide the healthy development of the industry. Promote the construction of a national energy storage big data platform, establish a regular project information reporting mechanism, explore key project information data access, and improve the level of industry management information.

(19) strengthen the prevention of security risks. Urge the relevant local government departments to clarify the main body of safety responsibility in each link of the new energy storage industry chain and strengthen fire safety management. Define the new energy storage grid-connected operation standards, strengthen the on-line monitoring of components and system operation status, and effectively improve the level of safe operation.
