In accordance with the requirements of the Circular of the Ministry of Industry and Information Technology on carrying out Industrial Energy Saving Supervision in 2021 (Ministry of Industry and Information Technology (2021) No. 80), our Ministry has determined the national special industrial energy saving supervision task in 2021. The relevant matters are hereby notified as follows:
I. Special energy conservation supervision task
After overall consideration of the characteristics of the industry, the scale of the enterprise, the region where it is located and the content of supervision, the total number of special energy-saving supervision tasks is determined to be 3535 in the first batch. Among them, there are 3080 special monitoring of energy consumption in key industries (including special supervision on the implementation of ladder electricity price policies in steel, cement and electrolytic aluminum industries), 270special monitoring on energy efficiency in data centers, and 3080 special monitoring on the implementation of rectification and reform of illegal enterprises in 2020 (see Annex 1 for the list). The special task of energy conservation supervision in Zhejiang Province will be issued separately.
II. Job requirements
(1) strengthen the implementation of responsibilities. The competent departments of industry and information technology in various localities should regard energy conservation supervision as an important means to implement the Energy Saving Law of the people's Republic of China and the measures for the Administration of Industrial Energy Saving, continuously promote the green and high-quality development of industry, and help achieve the goal of carbon neutralization. In contrast to the problems found in the comprehensive inspection and inspection of key industries in 2020 and the requirements for rectification and reform, we will further strengthen the main responsibility and improve the industrial energy conservation supervision system. Strict energy conservation supervision and law enforcement. According to the special supervision manual (Annex 2, which can be downloaded from the website of industrial and information departments), conscientiously organize and carry out on-site supervision.
(2) strengthen the building of the contingent. We will further strengthen the construction of the industrial energy conservation supervision system at the provincial, municipal and county levels, strengthen the guidance of industrial energy conservation supervision, and vigorously carry out professional training in industrial energy conservation supervision. Actively coordinate with relevant departments to ensure the implementation of industrial energy conservation supervision duties and efficient completion of industrial energy conservation supervision tasks.
(3) to speed up the progress of work. Strengthen the progress management of industrial energy conservation supervision, complete various special industrial energy saving supervision tasks on time in accordance with document No. 80 of the Ministry of Industry and Information Technology's letter (2021), and submit the supervision results and annual work summary report in a timely manner.
