There are further regulations on the object of new energy vehicle information management, the establishment of new energy vehicle information management certificate issuance system, and standardizing the application process of new energy vehicle indicators. The consultation period is from June 22, 2021 to July 2, 2021.

The notice makes it clear that the information management objects of new energy vehicles include domestic new energy vehicle production enterprises that carry out the promotion and application of new energy vehicles in Guangzhou, as well as sales companies established or authorized by imported new energy vehicle manufacturers (hereinafter collectively referred to as new energy vehicle manufacturers). If they meet the seven major conditions, they shall submit information according to the requirements.

At the same time, a certificate issuance system for information management of new energy vehicles will be established. New energy vehicle manufacturers selling new energy vehicles in Guangzhou shall submit relevant materials to the information management agency designated by the Guangzhou Development and Reform Commission. The information management agency shall verify the materials submitted by the new energy vehicle manufacturer, and if it conforms to the regulations, it shall issue "vouchers", and the "vouchers" shall be implemented with one vehicle and one certificate. Consumers have the right to ask sellers to issue "vouchers" when buying new energy vehicles.

In addition, the notice also standardizes the application process of new energy vehicle indicators. If consumers need to apply for new energy small and medium-sized bus indicators for new car registration, they should issue "vouchers" to the municipal minibus index management organization. On the basis of car purchase invoices, new energy vehicle indicators, relevant tax vouchers and other materials, consumers shall apply to the Municipal Public Security Bureau for vehicle registration procedures in accordance with the current motor vehicle registration procedures. The Municipal Transportation Bureau is responsible for issuing indicators for new energy vehicles in accordance with the regulations.

With regard to the background of the notice, a person from the Guangzhou municipal government said that for a long time, Guangzhou has been the most open to new energy vehicles among China's core cities: all pure electric and mixed-in vehicles can enjoy a free green card, and there is no total quantity limit. In other words, although the license plate of fuel vehicles has long been limited, the Guangzhou municipal government only promotes and does not restrict consumers to buy whatever they like for new energy vehicles. Since the beginning of this year, the explosive growth of the new energy vehicle market in Guangzhou means that the market has entered a stage of healthy growth, and the necessity of early policy support and tilt has been reduced. In addition, the pressure on urban road traffic in Guangzhou is increasing day by day. Therefore, it is necessary to carry out reasonable total quantity control.

The above-mentioned "new energy vehicle target application process" has also been interpreted by many media as Guangzhou will begin to restrict the green card.
