On May 19, 2021, at 9: 00 a.m. eastern time in Indonesia, a grand commissioning ceremony and the launch ceremony of the first batch of nickel and cobalt hydroxide products was held at the site of the HPAL project on the island of OBI, Indonesia. So far, the Liqin HPAL project with a total investment of 1.05 billion US dollars has been officially announced to be put into production!

Then Lu Yeda, Technical Director of Enfei, spoke on behalf of the design unit, and General Manager Lu said that this project has created an industry record with the shortest construction and production time; according to the process and technical indicators and operating parameters that have been achieved, we have every reason to believe that this project will achieve the record of reaching production standards as soon as possible in the industry and create more miracles! Chen Zai, project director of Sadie, spoke on behalf of the supervision unit. Jiang Xinfang, general director of OBI project and president of Ningbo Liqin Resources Technology Development Co., Ltd., made a concluding speech. General Manager Jiang reviewed the difficult construction process of the HPAL project, thanked all shareholders, cooperation units, friendly partners and all Chinese and Indian employees for their care and support, looked forward to the market advantages and industry prospects of HPAL after it was put into production, introduced other projects that will be invested and built on OBI Island after the HPAL project, and drew a beautiful blueprint for building an OBI town with a high degree of integration of industry and community in the future.

Leaders of cooperation units and all Chinese and Indian builders of the OBI project, good morning, everyone!

We are gathered here today to witness the completion and commissioning of the PT.HPAL project! I remember that on December 20, 2019, we stood in the same position and witnessed the first autoclave in place. From that moment on, it has been predicted that PT HALMAHERA PERSADA LYGEND will be the first Indonesian company to use laterite nickel ore high-pressure acid leaching process to produce new energy vehicle power battery cathode materials. Today, we have made this blueprint a reality, and every participant in the project has made history with his own hands.

However, the process of project construction is not smooth. In the past 17 months, we have experienced the worst novel coronavirus epidemic in the world in a century, with the entry of personnel stagnant and the transportation of materials and machinery difficult; the fear of the epidemic disrupted the pace of construction, and the long rainy season aggravated the mud at the site; all these have seriously dragged down the progress of the project. However, we are extremely proud that while strictly preventing and controlling the epidemic and zero infection on the spot, we have mobilized all possible forces through project charter, video conference and other means, overcome many difficulties, and still take the lead in achieving successful production! Even if the epidemic delays construction for an additional 9 months, compared with similar projects in the industry, our construction speed has set a new industry record!

At present, our main equipment is in good condition, and the initial operation of each system has shown the ability to meet or exceed the design target. With the accelerated release of production capacity and rapid production, our first batch of nickel and cobalt hydroxide products will soon be shipped to China and gradually enter the global market. We will certainly have a place in the field of new energy automobile battery materials manufacturing. With the successful commissioning of this project as the forerunner, the high-pressure acid leaching project with the advantages of production scale, manufacturing cost and low carbon emissions will certainly accelerate the process of replacing traditional fuel vehicles with new energy electric vehicles, strengthen the leading advantage of ternary lithium battery in power battery application, and contribute to the early realization of the global goal of reducing carbon emissions.

The commissioning of the HPAL project will also be one of the successful examples of cooperation between China and Indonesia to build the "Belt and Road Initiative" project, and a successful practice of complementary advantages and win-win cooperation between China's advanced manufacturing technology and Indonesia's rich resources. On the basis of the success of the HPAL project, Khalida Group and Liqin Resources will further build other projects on OBI Island, such as the wet second phase of high-pressure acid leaching industry extension, nickel sulfate, precursor, cathode material project, RKEF pyrometallurgical project and supporting stainless steel project, smelting project for comprehensive utilization of surface low-grade ore and smelting tailings, and other supporting projects to give full play to the complementary advantages of energy and resources in the park. To realize the omni-directional recycling of laterite nickel ore resources in OBI Island.

While building industrial projects, we pay attention to the coordinated development of project development, living facilities and surrounding community construction. At present, our Wet method Chinese and Indian employees have basically stayed in a higher standard permanent camp. I believe everyone has experienced the happiness of moving to a new home.
