Brazil has made the first anti-dumping sunset review final judgment on pre-coated photosensitive plates made of aluminum related to China.

On May 7, 2021, (GECEX), the Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economic Affairs, issued Resolution No. 199 of 2021 on the first anti-dumping sunset review of aluminum pre-coated photosensitive plates (Portuguese: chapas PR é-sensibilizadasde Al í nio para impress ã o off-set) originating in China, the United States, the European Union, the United Kingdom and Taiwan. Decided to impose anti-dumping duties on the products involved in the above-mentioned countries and regions for a period of five years, The specific taxes are as follows: Chinese manufacturer / exporter Lucky Huaguang Printing Technology Co., Ltd. (Lucky Huaguang Graphics Co., Ltd.), Agfa (Wuxi) Printing Plate Co., Ltd. (Agfa Wuxi Printing Plate Co.,Ltd), Chengdu Xintu New Materials Co., Ltd. (Chengdu Xingraphics Co., Ltd.), Chongqing Huafeng Printing Materials Co., Ltd. (Chongqing Huafeng Printing Material Co., Ltd.), (Ipagsa Printing Equipment (Jiaxing)) of Zhejiang Guanchuan Technology Co., Ltd., (Shanghai Strong State Printing Equipment Ltd.) of Shanghai Qiangbang Printing equipment Co., Ltd., (Shanghai Upg International Trading Co., Ltd. of Shanghai Zhonghe International Trading Co., Ltd.), (Smart Equipments Limited) of Shandong Intelligent equipment Co., Ltd., (Zhejiang Konita New Materials Co., Ltd. of Zhejiang Kangerda New Materials Co., Ltd.) Other Chinese producers / exporters are US $2.35 / kg; Us $1.58 / kg for all producers / exporters in the United States, US $2.38 / kg for all EU producers / exporters, US $2.38 / kg for all producers / exporters in the United Kingdom (after Brexit on December 31, 2020, continuing the original anti-dumping measures on March 5, 2015), US $2.38 / kg for all producers / exporters in Taiwan, Top High Image Corporate for producers / exporters in Taiwan, Angel Star (T.P.) Co., Ltd. And Graphic International Printing Material Co.,Ltd. are both US $0.19 / kg, Maxma Printing Co.,Ltd is US $2.36 / kg, and other producers / exporters in Taiwan are US $2.36 / kg. The tax codes of the products involved are 3701.30.21 and 3701.30.31. This announcement shall enter into force as of the date of promulgation.

On February 25, 2014, Brazil launched an anti-dumping investigation against aluminum pre-coated photosensitive plates originating in China, the United States, the European Union (including the United Kingdom), Hong Kong Special Administrative region of China and Taiwan of China. On March 5, 2015, Brazil made a final anti-dumping ruling on the case, imposing anti-dumping duties on the products involved in the above-mentioned countries and regions for a period of five years. The specific taxes are as follows: us $2.09 per kilogram in China, US $1.58 per kilogram in the United States, US $4.80 per kilogram in the European Union, US $5.86 per kilogram in the Hong Kong Special Administrative region of China, and US $0.19 per kilogram in Taiwan. On March 5, 2020, the Brazilian Foreign Trade Secretary issued announcement No. 13 of 2020 in the Federal Government Gazette, saying that the Brazilian enterprise IBF Ind ú stria Brasileira de Filmes S.A. And Agfa Gevaert do Brasil Ltda. The application was submitted to launch the first anti-dumping sunset review investigation on aluminum pre-coated photosensitive plates originating in China, the United States, the European Union (including the United Kingdom) and Taiwan. The dumping investigation period of this case is from July 2018 to June 2019, and the injury investigation period is from July 2014 to June 2019.
