A few days ago, we learned from the National Development and Reform Commission that in order to implement the relevant requirements of the Law of the people's Republic of China on the Promotion of Circular economy, the measures of the people's Republic of China on the recovery of scrapped Motor vehicles, and the detailed rules for the implementation of the measures for the recovery of scrapped Motor vehicles, standardize the remanufacturing behavior and market order of auto parts, ensure the quality of remanufactured products, and promote the standardized development of the remanufacturing industry. The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecological Environment, the Ministry of Transport, the Ministry of Commerce, the General Administration of Customs, the General Administration of Market Supervision, and the Banking and Insurance Regulatory Commission have jointly formulated the interim measures for the standardized Administration of remanufacturing of Auto parts (hereinafter referred to as the interim measures).
The "interim measures" point out that remanufacturing refers to the process of specialized repair or upgrading of old auto parts that are no longer used for reasons such as functional damage or technical elimination, so that their quality characteristics and safety and environmental protection performance are not lower than those of the new prototype.
The interim measures point out that remanufacturing enterprises shall recycle used auto parts (hereinafter referred to as used parts) for remanufacturing from qualified scrapped motor vehicle recycling and disassembly enterprises (hereinafter referred to as recycling and disassembly enterprises) and other legal and compliant channels. Automobile manufacturers are encouraged to recycle old parts for remanufacturing through the after-sales service system.
The interim measures point out that automobile manufacturers are encouraged to support the sale of remanufactured products into their own after-sales system. Remanufactured products are prohibited from entering the whole vehicle production process.
The interim measures point out that insurance companies are encouraged to incorporate the products of remanufacturing enterprises certified by the remanufacturing quality management system into the maintenance spare parts system. Automobile maintenance enterprises are encouraged to adopt remanufactured products certified by remanufacturing quality management system.
The interim measures point out that the state encourages consumers to use remanufactured products. Government agencies, troops and other public institutions are encouraged to give priority to the use of remanufactured products in vehicle maintenance.
