Recently, Shaoxing City has issued a number of policies to accelerate the development of the integrated circuit industry, providing policy support to the integrated circuit industry in the areas of talent introduction, project investment, platform construction, etc., with a maximum subsidy of 30 million yuan for investment projects and a maximum reward of 8 million yuan for the core team of the enterprise.

It is understood that the "policy" is divided into seven parts with a total of 13 articles, mainly related to fiscal and taxation policies, financial support, investment subsidies, talent support, and so on. Compared with previous policies, the new policy is more focused on the inclusive policy of integrated circuit small and medium-sized enterprises for the head enterprises, by increasing support and creating an atmosphere to attract more small and medium-sized enterprises to settle in the city and improve the integrated circuit industry chain.

The integrated circuit industry is a capital-intensive industry, and the "policy" will clearly expand the existing funds for the integrated circuit industry. According to the "Policy", Shaoxing will link industrial funds of various districts (cities and counties) to attract social capital and set up municipal integrated circuit industry investment funds with a scale of not less than 20 billion yuan. The fund will not only focus on the integrated circuit "ten thousand mu and hundreds of billions" industrial platform in Binhai New area, but also radiate the development of the city's integrated circuit industry. For key integrated circuit projects that make use of non-policy loans from financial institutions, 50% interest subsidy shall be given to the loan market for the same period, with a maximum subsidy of no more than 10 million yuan for a single project for a period of 3 years.

Shaoxing will continue to strengthen the concept of "project is king", increase the proportion of investment subsidies for integrated circuit enterprises, and increase the attraction of head projects. According to the Policy, the project investment of integrated circuit enterprises shall be subsidized according to the standard of 15% equipment and technology investment of design enterprises and 12% of non-design enterprises, and the subsidy for a single project shall not exceed 30 million yuan at most. For particularly important head enterprises, investment subsidies will also be defined separately by the territory.

The Policy encourages integrated circuit enterprises to become stronger and bigger by rewarding the core team of enterprises. According to the different links of the integrated circuit industry chain, it is divided into four categories, such as chip design and wafer manufacturing. if the annual revenue scale is upgraded, it is determined by professional institutions that the core team of the enterprise will be rewarded with an amount ranging from 500000 yuan to 8 million yuan respectively. "Innovation is the soul of industrial development, and talents are the core force of future competition." The relevant person in charge of the Shaoxing Economic and Information Bureau said that the policy has increased the incentives for the introduction of high talents, such as in individual income tax, for professionals with an annual income of more than 500000 yuan in integrated circuit enterprises, the actual amount of individual income tax (including the withholding and payment of employers) shall be rewarded and compensated in full. On the other hand, integrated circuit enterprises introduce qualified high-level talents directly into the scope of talent support in the city, and enjoy policies such as children's education and medical housing.

Shaoxing will increase the introduction and construction of integrated circuit industry development platform. The Policy makes it clear that the newly-built professional and technical or comprehensive technical service platform shall be granted a subsidy of 20% of the self-raised investment of the project equipment, up to a maximum of 10 million yuan, as determined by the competent departments at or above the municipal level. For public service platforms (institutions) that serve more than 50 small and medium-sized enterprises serving integrated circuits, they shall be granted a subsidy of no more than 3 million yuan per year according to the proportion of 10% of their service income.

As a strategic emerging industry focusing on the development of the city, the integrated circuit industry in Shaoxing has rapidly become a strong chain from scratch. In recent years, SMIC, Changdian Technology, Howie Technology and a large number of head enterprises have settled down one after another, and attracted upstream and downstream enterprises to settle in. The city has signed a total of 43 major integrated circuit industry projects, with a total investment of 53 billion yuan. In 2020, the output value of integrated circuits in the city exceeded 30 billion yuan, an increase of 25%. Exponential development has been achieved in just a few years.
