Electronic components are not only the cornerstone of supporting the development of the information technology industry, but also the key to ensuring the security and stability of the industrial chain supply chain. In order to speed up the high-quality development of the electronic components industry, promote the upgrading of the industrial foundation and the modernization of the industrial chain, and promote the development of China's information technology industry, the Ministry of Industry and Information Technology recently issued the basic Electronic components Industry Development Action Plan (2021-2023).
The Action Plan takes promoting high-quality development as the theme, deepening supply-side reform as the main line, reform and innovation as the fundamental driving force, and strengthening the electronic components industry and tamping the foundation of the information technology industry as the goal. It is clearly proposed that we should face key markets such as smart terminals, 5G, industrial Internet, data centers, and new energy vehicles to promote breakthroughs in the basic electronic components industry. (2021-2023)
The information technology industry is a strategic, basic and leading industry related to the security and development of the national economy, and it is also a competitive highland that the major countries in the world attach great importance to and make every effort to layout. Electronic components are not only the cornerstone of supporting the development of information technology industry, but also the key to ensure the security and stability of the industrial chain supply chain. At present, there are some problems in China's electronic components industry, such as large but not strong as a whole, lack of leading enterprises, lack of innovation ability and so on, which restrict the development of information technology industry. In the face of great changes not seen in a century, industrial upgrading and industrial integration, speeding up the development of basic electronic industries such as electronic components and supporting materials, equipment and instruments is of great significance to promote the advanced foundation of the information technology industry and the modernization of the industrial chain, and even to achieve high-quality development of the national economy. In order to thoroughly implement the decision-making and deployment of the CPC Central Committee and the State Council, continuously improve the support capability and industrialization level, and support the tackling of key short board products and technologies in the field of electronic components, this action plan is specially formulated.
I. overall requirements
(1) guiding ideology
Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, we will fully implement the spirit of the 19th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the 19th CPC Central Committee, with promoting high-quality development as the theme, deepening supply-side structural reform as the main line, reform and innovation as the fundamental driving force, strengthening the electronic components industry and tamping the foundation of the information technology industry as the goal, and key core technologies as the main direction. II. Key work
(1) to enhance the ability of industrial innovation
Conquer the key core technology. We will implement high-end promotion actions for key products, face key products such as circuit components, break through patents and technical barriers that restrict the development of the industry, make up for the shortcomings of the development of electronic components, and ensure the security and stability of the industrial chain supply chain.

Focus on the development of miniaturized, chip inductor components, high-frequency, high-precision frequency components, high-temperature, high-voltage, low-loss, high-reliability semiconductor discrete devices and modules, miniaturized, high-reliability, high-sensitivity electronic protection devices, high-performance, multi-function, high-density hybrid integrated circuits.
Connection type components. Focus on the development of high-frequency, high-speed, low-loss, miniaturized photoelectric connectors, ultra-high-speed, ultra-low-loss, low-cost optical fiber cables, high-voltage, high-temperature, high-tensile strength electrical equipment cables, high-frequency high-speed, high-level high-density printed circuit boards, integrated circuit packaging substrates, special printed circuit boards.
Mechanical and electrical components. Focus on the development of high voltage, high current, miniaturization, low power consumption control relay, miniaturization, high reliability switch button, miniaturization, integration, high precision, high efficiency and energy saving micro special motor.
Sensing components. Focus on the development of miniaturized, low-power, integrated, high-sensitive sensors, high-end sensors such as temperature, gas ti, displacement, speed, optoelectronic, biochemical and other categories, new MEMS sensors and smart sensors, miniaturized and intelligent electro-acoustic devices.
Functional material components. Focus on the development of high magnetic energy product, high coercivity permanent magnetic components, high permeability, low magnetic loss soft magnetic components, high thermal conductivity, electrical insulation, low loss, lead-free and environmentally friendly electronic ceramic components.
Optical communication devices. Focus on the development of high-speed optical communication chips, high-speed and high-precision photodetectors, high-speed direct modulation and externally modulated lasers, high-speed modulator chips, high-power lasers, digital signal processor chips for optical transmission, high-speed drivers and transimpedance amplifier chips.
Build a multi-level joint innovation system. We will support enterprises, institutions of higher learning and scientific research institutes to strengthen cooperation, explore the establishment of a manufacturing innovation center in the field of electronic components, strengthen the research and development of key common technologies, cutting-edge leading technologies, modern engineering technologies, and subversive technologies, and build a platform for collaborative innovation and achievement transformation with a close combination of industry, university, research and application. All localities are encouraged to carry out R & D and industrialization of key technologies around characteristics or subdivided areas, so as to form differentiated development.
Improve the layout of intellectual property rights. Enterprises, institutions of higher learning and scientific research institutes are encouraged to raise their awareness of intellectual property protection, improve the intellectual property management system and carry out the layout of intellectual property rights at home and abroad. Explore the establishment of patent pool and carry out patent analysis and early warning around electronic components. We will carry out the cultivation of pilot enterprises for intellectual property rights.

Support market applications in key industries. 5G, industrial Internet and data center market. Seizing the opportunity of global 5G and industrial Internet, focusing on the construction of 5G network, industrial Internet and data center, we will focus on promoting the application of electronic components that affect the high-speed transmission of communication equipment, such as radio frequency resistance and capacitance components, medium and high frequency components, special printed circuit boards, high-speed transmission cables and connection components, and optical communication devices.
New energy vehicles and intelligent network connected automobile market. Seize the market opportunity of the transformation of traditional vehicles to electric, intelligent and networked new energy vehicles and intelligent networked vehicles, focus on promoting the application of electronic components such as gauge-level sensors, capacitors (including supercapacitors), resistors, frequency components, connectors and cable assemblies, micro motors, control relays, new chemical and physical batteries, etc.
Industrial automation equipment market. Taking advantage of the opportunity of automation and intelligent upgrading in China's industrial field, facing the fields of industrial robots and intelligent control systems, we will focus on promoting the application of industrial-grade electronic components such as servo motors, control relays, sensors, optical fiber cables, optical communication devices, and so on.
High-end equipment manufacturing market. For China's booming high-speed trains, civil aerospace, marine engineering equipment, high-tech ships, energy equipment and other high-end equipment manufacturing fields, promote the application of highly reliable electronic components such as submarine optical cables, underwater connectors, power devices and high voltage DC relays.
We will strengthen deep-seated cooperation in the industrial chain. We will promote electronic components and their supporting materials, equipment and equipment enterprises and whole machine enterprises to strengthen linkage, jointly carry out product development, and speed up the industrial application of new electronic components. Guide upstream and downstream enterprises to form stable cooperative relations through strategic alliances, capital cooperation, technological linkages and other means.
Accelerate the application and promotion of innovative products. To meet the emerging needs of artificial intelligence, advanced computing, the Internet of things, new energy, and new infrastructure, we will develop miniaturized, high-performance, high-efficiency and highly reliable electronic components that are urgently needed in key application fields, and promote the active application of innovative products by whole machine enterprises. accelerate the iterative upgrading of component products.
(3) to consolidate the foundation of supporting industries
Break through the key material technology. Support the R & D and production of upstream electronic ceramic materials, magnetic materials, battery materials and other electronic functional materials, electronic paste and other process and auxiliary materials, high-end printed circuit board materials and other packaging and assembly materials. Enhance the supporting capacity and promote the R & D and industrialization of electronic special materials in key links.
Improve the supporting capacity of equipment and instruments. To support the R & D and industrialization of special electronic equipment and instruments with great technical difficulty, high application value and strong versatility, such as etching and development equipment, micro-CT and other detection and analysis instruments, so as to improve the quality and reliability of equipment and instruments.
Improve the industrial supporting system. Encourage and guide chemical, non-ferrous metals, light industrial machinery, equipment and other enterprises to enter the field of electronic components, carry out research and development and production of key materials and equipment, promote collaborative innovation in industry-university-research and application, and achieve coordinated development of the whole industry chain, enhance the ability of test verification, and enhance the supporting level of key links.

Encourage and support branch industries with a good industrial foundation, explore the construction model of industrial Internet, encourage leading enterprises to open and share business systems to the industry, and drive enterprises in the upper and lower reaches of the industrial chain to carry out collaborative design and collaborative supply chain management.
Promote green manufacturing. We will promote the transformation of energy-saving and water-saving technologies in the whole industry, speed up the application of clean and efficient production processes, carry out clean production, reduce energy consumption and pollutant discharge intensity, and realize green production. Optimize the product structure design of electronic components and develop products with high added value, low consumption and low emission. Formulate relevant standards for green manufacturing in the electronic components industry and improve the green manufacturing system.

Produce green products. We will strictly implement policies such as the measures for the Administration of restrictions on the use of Hazardous substances in Electrical and Electronic products, and encourage backbone enterprises to carry out green design in the whole life cycle of their products. we will speed up the application of new electronic components that are lightweight, modular, integrated, highly reliable, long-life and easy to recover.
Develop a green park. Strengthen the cooperation between enterprises in the industrial park related to electronic components and other enterprises, and promote the co-construction and sharing of infrastructure. We will develop circular economy and strengthen the recycling of waste heat and water resources.
Build a green supply chain. Support backbone enterprises to implement sustainable green supply chain management strategy, implement green partner supplier management, strengthen the environmental assessment of upstream suppliers, give priority to developing green factories into suppliers, and give priority to purchasing green products.
Cultivate high-quality enterprises. Leading enterprises are encouraged to integrate resources, expand production scale, enhance core competitiveness, and improve compliance and risk resistance by means of merger and reorganization and capital operation. Cultivate a group of specialized and special new "little giants" and manufacturing champion enterprises with independent intellectual property rights, high added value of products and core competitiveness.
(5) promoting the improvement of the quality of the industry
Strengthen the standardization work. We will strengthen the development of standards for key core technologies and basic common technologies, and continuously improve the supply quality and level of standards. Guide social groups to speed up the formulation and release of innovative and international group standards. Enterprises, institutions and experts are encouraged to actively participate in international standardization activities and carry out international standard-setting.
Improve the quality and brand efficiency. Optimize product design, transform technical equipment, improve inspection, and promote advanced quality culture and technology. Guide enterprises to establish a quality-based brand development strategy, enrich brand connotation, enhance brand image and influence. Carry out quality promotion, brand cultivation and other activities, and issue quality brand reports on a regular basis.
Optimize the market environment. Guide terminal enterprises to optimize the procurement mode of electronic components, advocate high quality and low prices, avoid irrational market behaviors such as vicious competition at low prices, bid up prices, and wanton hype, and promote the construction of a fair, just, open and orderly market competition environment.
(6) strengthening the construction of public platforms
Build a public platform for analysis and evaluation. Build an incubation platform for innovation and entrepreneurship. We should give full play to the role of industry organizations, colleges and universities, and encourage enterprises to cultivate and introduce scientific and technological leaders and teams who master key technologies, so as to provide intellectual support for industrial development.
Guide the rational flow of talents. Guide enterprises to recruit talents through compliance channels, ensure the normal flow of talents among enterprises, strengthen the publicity of professional ethics, reduce the loss of personnel mobility, encourage enterprises to create favorable growth space for talents, and enhance welfare benefits, improve the career promotion channels of talents, and enhance the sense of belonging of talents in the electronic components industry.
III. Safeguard measures
