







Recently, the 14th five-year Plan of various provinces has been issued one after another, photovoltaic, light + energy storage, water scenery, light and heat and other new energy have been included in the 14th five-year Plan by many provinces. Among them, Jiangsu, Tibet, Sichuan, Jiuquan, Gansu, Shaanxi and other six provinces have clearly defined the cumulative 120GW new energy installation plan, Hebei expects the new scale of photovoltaic will exceed 22GW. Only Sichuan, Shanxi and Guangdong plan the total income of new energy industry has reached 923 billion yuan, Gansu Jiuquan plans to build a 100 billion-scale clean energy industry chain, and Shaanxi strives to build trillion-level energy and chemical industry clusters.
According to the 14th five-year Plan of each province, it can be found that Tibet, Shaanxi, Jiuquan and other northwest provinces focus on the distribution of new energy such as scenery storage; Jilin, Liaoning, Hebei, Guangdong put forward the development of hydrogen energy, photovoltaic and other energy; Shanxi and Qinghai put forward requirements and plans for photovoltaic manufacturing and development; Jiangsu and Sichuan develop water-solar complementary bases; Fujian and Henan improve the energy production, supply, storage and marketing system.
Tibet
The Tibet Autonomous region has issued proposals for the 14th five-year Plan and the long-term goals for the year 2035. The document points out that we should speed up the large-scale development of clean energy, form a comprehensive energy system dominated by clean energy and complementary to oil, gas and other new energy sources, and build a national clean and renewable energy utilization demonstration zone in 2025. We will speed up the construction of clean energy delivery channels in the upper reaches of the Jinsha River (Zangchuan section). Photovoltaic solar energy, installed capacity exceeded 10 million kilowatts. We will improve the backbone network framework of the Tibetan Electroweb and strengthen the interconnection with the southwest Electroweb. We will scientifically develop photovoltaic, geothermal, wind power, photothermal and other new energy sources, accelerate the research and pilot projects of "photovoltaic plus energy storage", vigorously promote "complementary water and wind", and promote the development, utilization and electrification of clean energy in the forefront of the country.
Gansu Jiuquan
The proposal of the Jiuquan Municipal CPC Committee on the formulation of the 14th five-year Plan for National Economic and Social Development and the long-term goals for the year 2035 pointed out that we should speed up the construction of a green energy system with complementary wind, water, fire and nuclear energy, and hydrogen storage in the source network. it mainly focuses on eight types of projects, such as 10 million kilowatts of wind power, photovoltaic, Electroweb upgrading, peak shaving power supply, and energy storage devices, focusing on expanding the industrial scale and improving the quality of development. We will increase the development of affordable wind photovoltaics and strive to increase the installed capacity of more than 20 million kilowatts. We will promote the access rate of wind and solar power to the national advanced level and build a clean energy industry chain with a scale of 100 billion.
Shaanxi Province
The 14th five-year Plan of Shaanxi and the long-term goal of 2035 are put forward to promote the clean and high-end development of the energy and chemical industry. We will adjust and optimize the distribution of coal power, actively develop wind power, optoelectronic and biomass power generation, and speed up the construction of a demonstration base for the integration of wind and solar hydrogen storage in northern Shaanxi. We will strive to build a trillion-class energy and chemical industry cluster and build a world-class high-end energy and chemical industry base.
Shanxi Province
The "three-year Action Plan for the Development of Photovoltaic Manufacturing Industry in Shanxi Province (2020-2022)" points out that focusing on Jinzhong, Luliang and Changzhi, strengthening the cultivation of major projects and attracting investment in the industrial chain, and integrating and upgrading the photovoltaic manufacturing industry chain such as wafers, battery wafers and modules, improve the supporting systems such as special equipment, photovoltaic glass, diamond line and silver paste, and create the ecosystem of the whole industry chain of photovoltaic manufacturing. Give full play to the role of photovoltaic industry alliance in Shanxi Province, promote cooperative innovation in the upper and lower reaches of the industrial chain, coordinate internal and external innovation resources, cultivate industry innovation platform, and promote continuous breakthroughs in cutting-edge technology. We will strengthen the application and demonstration of innovative products, cultivate a number of brand products with independent intellectual property rights and strong competitiveness, form a high-quality growth trend of the industry, and build a national photovoltaic industrial base. By 2022, the operating income of photovoltaic manufacturing industry will reach 13 billion yuan.
Qinghai
The 14th five-year Plan of Qinghai and the long-term goal of 2035 are put forward to promote green and low-carbon development. We will improve the economic system for green and low-carbon circular development, improve circular economic standards and certification systems, promote green transformation in key industries and key areas, and support the establishment of comprehensive utilization and harmless disposal systems for power batteries and photovoltaic modules. Build a recycling system of waste resources.
Jiangsu Province
The Jiangsu Energy Bureau issued the Special Plan for the Development of Renewable Energy in Jiangsu Province during the 14th five-year Plan (draft for soliciting opinions), which clearly gives full play to solar energy resources. by the end of 2025, photovoltaic power generation in the province will reach 26 million kilowatts. Among them, the installation of distributed and centralized photovoltaic power generation reaches 12GW and 14GW respectively. According to local conditions, we will promote Yancheng, Nantong, Lianyungang, Suqian, Zhenjiang, Huaian, Yangzhou, Xuzhou and other places to build a number of "photovoltaic +" demonstration bases for comprehensive utilization of "photovoltaic plus" and land-based wind power in different ways and forms, such as complementary scenery, complementary fishing and agricultural facilities. Promote the Suzhou Industrial Park, Zhenglu Industrial Park in Changzhou Tianning District, Yancheng Modern High-end Textile Industrial Park, Yantong Haimen City Yudong Town, Qinzhou Jiangyan District, Wuxi Jiangyin City and Taizhou Xinghua City, a total of seven distributed power generation market trading pilot construction.
Sichuan
Sichuan's 14th five-year Plan and the long-term goal of 2035 point out the overall planning of energy and water conservancy infrastructure construction. We will build China's "gas Daqing", UHV exchange Electroweb, and integrated clean energy base with complementary water and scenery, improve the energy production, supply, storage and marketing system, and build a clean energy demonstration province. According to the official news of Sichuan Development and Reform Commission, the planning review meeting of "three states and one city" photovoltaic bases in Ganzi, Aba, Liangshan Prefecture and Panzhihua City in Sichuan Province was held. After the plan is revised and improved, it will be submitted for approval in accordance with the procedures, creating conditions for the construction of photovoltaic bases in Sichuan Province during the 14th five-year Plan and beyond. The total installed capacity of Sichuan "three states and one city" photovoltaic base in the 14th five-year Plan is estimated to be 20GW.
According to the notice of Sichuan Energy Bureau on the preparation of photovoltaic base planning (2020-2025), it is proposed to start the planning of photovoltaic bases in Ganzi, Aba, Liangshan Prefecture and Panzhihua City. According to the requirements of base, scale and intensification, each city (state) in principle plans only 1-2 photovoltaic power generation bases, no more than 3 at most, and the scale of each photovoltaic base is not less than 1GW.
Jilin Province
The 14th five-year Plan of Jilin and the long-term goal of 2035 point out that we should innovate and develop new energy sources such as hydrogen energy, wind energy, solar energy, and biomass energy, integrate pumped storage energy in the east and new energy resources in the west, and build the "three Gorges" project on land in Jilin. We will expand the "transmission of electricity to the south" and promote the development of the new energy equipment manufacturing industry.
Liaoning
Liaoning's 14th five-year Plan and the long-term goal of 2035 point out that we will foster and strengthen hydrogen, wind power, photovoltaic and other new energy industries, promote clean, low-carbon, safe and efficient use of energy, and promote the adjustment of energy consumption structure. We will strengthen and improve the construction of an energy production, supply, storage and marketing system, and speed up the formation of an energy supply system for the coordinated development of mei, oil, gas, nuclear and new energy.
Hebei province
The Hebei Provincial Party Committee's proposal on formulating the 14th five-year Plan for National Economic and Social Development and the long-term goals for 2035 mentions the construction of a national renewable energy demonstration zone and a national hydrogen industry demonstration city in Zhangjiakou, and a comprehensive energy system. We will speed up the construction of clean energy facilities and promote the construction of a strong, intelligent and secure Electroweb.
According to the "implementation Plan for promoting the Scientific and orderly Development of Wind Power and Photovoltaic Power (draft for soliciting opinions)" issued by Hebei Provincial Development and Reform Commission, the scale of photovoltaic projects under construction in Hebei and planning to be connected to the grid by the end of 2021 is as high as 12.943 million kW,. The reserve projects planned to be completed by the end of the 14th five-year Plan include three categories, among which the photovoltaic project 9.115 million kW, can be expected to exceed the scale of 22GW in Hebei Province during the 14th five-year Plan.
Guangdong
The Guangdong Provincial Development and Reform Commission and other six departments issued the Guangdong Provincial Action Plan for cultivating New Energy Strategic emerging Industrial clusters (2021-2025). It is pointed out that by 2025, the installed scale of new energy power generation will be about 102.5 million kilowatts (of which nuclear power is about 18.5 million kilowatts, gas power is about 42 million kilowatts, wind power, photovoltaic, biomass power generation is about 42 million kilowatts), the natural gas supply capacity is more than 70 billion cubic meters, and the scale of hydrogen production is about 80, 000 tons. The hydrogen fuel cell is about 5 million kilowatts and the energy storage scale is about 2 million kilowatts. The operating income of the province's new energy industry reached 730 billion yuan, and the added value of the new energy industry reached 180 billion yuan.
Fujian
Fujian's 14th five-year Plan and the long-term goal of 2035 point out that we should optimize the layout of energy infrastructure, improve the energy production, supply, storage and marketing system, build a smart energy system, and build a green, intelligent and safe modern Electroweb. Promote green and low-carbon development. We will formulate and implement an action plan to strive for carbon emissions to reach its peak in advance, promote the pilot construction of low-carbon cities and low-carbon parks, and explore the establishment of a carbon emissions trading market.
Henan
Henan Province issued the proposal on formulating the 14th five-year Plan for the National Economic and Social Development of Henan Province and the long-term goal of 2035, which mentioned building a low-carbon and efficient energy support system, promoting the energy revolution, planning and building a new channel for foreign power into Henan, speeding up the construction of national trunk oil and gas pipelines, actively developing new and renewable energy, building green energy corridors along the Yellow River, and improving the energy production, supply, storage and marketing system.
Beijing
The proposal of the Beijing Municipal Party Committee on the 14th five-year Plan and the long-term goal of 2035 to improve the development level of green and low-carbon cycle. We will comprehensively promote the green transformation of key industries and important areas such as industry, construction and transportation, and deepen the construction of a carbon emissions trading market. Great efforts will be made to develop new and renewable energy sources. We will support green technological innovation, expand green energy conservation, clean environmental protection and other industries, and establish a mechanism for realizing the value of ecological products. Create a pilot zone for green financial reform and innovation.
Inner Mongolia
The proposal of the Party Committee of Inner Mongolia Autonomous region on the formulation of the 14th five-year Plan for National Economic and Social Development and the long-term goal of 2035 pointed out that we should strengthen the protection of the ecosystem and regard the protection of grasslands and forests as the top priority. We will strictly implement the basic grassland protection system, implement the subsidy and reward policy for grassland ecological protection, and improve the balance between grass and livestock and the system of banning and resting grazing on grasslands. We will carry out the verification of grassland ecological carrying capacity and the assessment of grassland ecosystem health, and increase the intensity of returning grazing to grassland. Industrial projects such as indiscriminate mining and the development of new mineral resources on the grasslands are strictly prohibited, and mines, wind power, photovoltaic and other projects under construction and operation have been approved to withdraw when they expire.
