In order to support the high-quality development of the new energy vehicle industry and do a good job in the promotion and application of new energy vehicles, the relevant matters concerning the financial subsidy policy for the promotion and application of new energy vehicles are hereby notified as follows:

First, we should persist in smoothing the decline of subsidies and keep the threshold of technical indicators stable.

In order to create a stable policy environment, the framework and threshold requirements of the current technical index system for purchase subsidies will remain unchanged in 2021. According to the notice of the Development and Reform Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on improving the financial subsidy policy for the promotion and application of new energy vehicles (Caijian (2020) No. 86), in 2021, the subsidy standard for new energy vehicles will decline by 20% on the basis of 2020; In order to promote the electrification of vehicles in areas such as public transport, urban public transport, road passenger transport, rental (including ride-hailing), sanitation, urban logistics and distribution, postal express delivery, civil aviation airports and the official fields of party and government organs meet the requirements, the subsidy standard will be reduced by 10% on the basis of 2020. In order to accelerate the transformation and upgrading of the public transport industry, local governments can continue to subsidize the purchase of new energy buses.

Second, do a good job in the switching and connection of test conditions to achieve a smooth transition between new and old standards.

In 2021, the test method standard of new energy vehicles in China will be updated. Before the release and implementation of the new standards, products tested in accordance with the old standards can enjoy subsidies in accordance with the provisions as long as they meet the technical threshold requirements of the subsidy policy. According to the subsidy technical requirements of plug-in hybrid (including incremental) vehicles under the new test method standard, the conditional equivalent all-electric driving mileage should not be less than 43 km; The fuel consumption of the electricity retention mode test (excluding the fuel consumption of electric energy conversion) should be less than 65% compared with the fuel consumption limit of the corresponding vehicle in the "fuel consumption limit of passenger vehicles" (GB 19578), and the energy consumption of the power consumption mode test should be less than 125% of the target value of the target power consumption of pure electric passenger vehicles with the same equipment quality. The technical requirements of other new energy vehicles under the new test method standards shall be subject to the provisions of document Caijian (2020) 86.

Third, further strengthen supervision and management and improve the long-term market-oriented mechanism.

Implement the main responsibility of new energy vehicle manufacturing enterprises for product quality, and encourage enterprises to actively carry out defect investigation and active recall. If a major accident caused by a production enterprise's safety management system is not in place and is administratively punished by the competent department, if it does not take the initiative to recall or cause a major accident, knowing that there are quality problems in the product, or is ordered to recall by the competent department, measures such as suspending or canceling the recommended vehicle catalogue, suspending or canceling financial subsidies shall be taken according to the degree. We will promote the establishment of an inter-departmental information sharing and supervision mechanism, strengthen the supervision of the whole process of the production, sales, operation and scrapping of new energy vehicles, and carry out joint inter-departmental investigations into fires and major safety accidents. We will further strengthen the audit of purchase subsidies and increase the proportion of on-site audits that focus on enterprises. We will implement and improve the policy on points trading for new energy passenger vehicles, speed up the study of the points trading system for new energy commercial vehicles, undertake the orderly withdrawal of purchase subsidies, and promote the market-oriented development of the new energy vehicle industry.

IV. Effectively prevent repeated construction and promote the improvement of industrial concentration

We will strengthen the management of automobile investment projects and production access, strictly control increments, optimize stocks, and strictly implement the standard requirements of new enterprises and projects to expand production capacity. We will step up the withdrawal of zombie enterprises, encourage superior enterprises to merge and reorganize, become bigger and stronger, and resolutely curb such chaotic phenomena as blind investment and illegal construction of new energy vehicles. we will promote industries to gather in areas and enterprises where production capacity is fully utilized, with a solid industrial foundation, sound supporting systems, and obvious competitive advantages, and constantly improve capacity utilization and industrial concentration. New energy passenger vehicles and commercial vehicle enterprises shall apply for the purchase of subsidized liquidation vehicles at a single time, and the number of vehicles shall reach 10000 and 1000 respectively.

This circular shall enter into force as of January 1, 2021.
