SMM News: recently, the fifth session of the academic Committee of the State key Laboratory for the Research and Comprehensive Utilization of rare Earth Resources in Bayan Obo was held in Beijing. Academician Yan Chunhua, Academician Shen Baogen, Deputy Director of the academic Committee of the key Laboratory, Academician Wan Lijun, Academician Li Wei, Academician Huang Xiaowei, and 11 other members attended the meeting. Li Xuyan, Deputy Director of the basic Department of the Ministry of Science and Technology (High-tech Development Center), Liu Yuming, Deputy Director of the Foundation Department of the Science and Technology Department of Inner Mongolia Autonomous region, and Li Jinling, Director of Baogang (Group) Company and General Manager of Northern rare Earths, Yang Zhanfeng, deputy chief engineer of Baotou Steel (Group) Co., Ltd., director of Northern rare Earth, chairman of Baotou rare Earth Research Institute, Cui Lingxiao, president of Baotou rare Earth Research Institute, and other leaders and experts attended the meeting. The meeting was presided over by Yan Chunhua.
Yang Zhanfeng reports on the work summary of the laboratory in 2020 and the work plan for 2021. Yang Zhanfeng made a work report from eight aspects, such as project development, open cooperation and exchange, personnel training and team building, laboratory equipment construction, fund raising and use, laboratory operation management, phased research results and 2021 work plan.
The members of the academic committee highly affirmed the work of the State key Laboratory for the Research and Comprehensive Utilization of rare Earth Resources in Bayan Obo in 2020, and put forward relevant suggestions according to the current operation situation. Wan Lijun, Shen Baogen, Li Wei, Huang Xiaowei and other academic committee members attending the meeting respectively put forward practical suggestions and opinions from the aspects of laboratory development planning, comprehensive utilization of rare earth resources in Bayan Obo, personnel training, and laboratory services for the country and regions. The leaders of the Ministry of Science and Technology and the Department of Science and Technology of Inner Mongolia Autonomous region made speeches on the achievements of the laboratory over the past five years, the role of scientific and technological innovation, service industries and regions, and follow-up support measures. Cui Lingxiao made a speech on behalf of Baotou rare Earth Research Institute.
Li Jinling pointed out in her speech that in accordance with the suggestions and opinions of academicians and experts, Baotou Iron and Steel (Group) Company and Northern rare earths will further collate and summarize, seriously study, and implement them. I hope that in the next report, we can make a great progress and put it into concrete actions with a higher position, higher understanding and higher attention, so that the laboratory can play a greater role in the enterprise, the industry and even the country.
Yan Chunhua pointed out that the laboratory has achieved remarkable results in terms of personnel construction, laboratory operation, and the construction of instruments and equipment. I would like to thank the Ministry of Science and Technology, the Government of Inner Mongolia Autonomous region, the Science and Technology Department of Inner Mongolia Autonomous region, and Baotou Steel (Group) Company for their multi-level and multi-mode support to the laboratory. Since the construction of the key laboratory, it has made a healthy progress in the aspects of rules and regulations, operation management and laboratory development, which reflects the original intention of the construction of the state key laboratory and lays a foundation for the future development. In combination with the opinions and suggestions of the academic committee, Yan Chunhua emphatically pointed out that the laboratory needs to be further condensed and sorted out in the research direction, increase the introduction and training of high-level talents, and break through the existing system and mechanism. take the construction of talent team as the focus of laboratory construction; In the research field, we should focus on resources and comprehensive utilization of these two key words, based on laboratory positioning, promote the support of light rare earth resources to China's rare earth resources strategy, and thoroughly find out the mineral veins and resources from the main east mine to the west mine of Bayan Obo; the management should be adjusted to the advanced management mode; the performance management should be different from the enterprise performance appraisal. It is particularly emphasized that there are only one or two state key laboratories for enterprises set up by the state in the rare earth industry, and the rare Earth Institute, the Northern rare Earth, Baotou Steel, and the Science and Technology Department of Inner Mongolia Autonomous region should pay close attention to them. In the future, with the support and efforts of all parties, key laboratories should ensure that a good result that fully reflects the efficient operation of the laboratory can be achieved in the process of evaluation and acceptance.
This meeting was held during the critical period of five years of efficient operation of the State key Laboratory for Research and Comprehensive Utilization of rare Earth Resources in Bayan Obo, which is about to carry out evaluation. it has important guiding significance for the follow-up evaluation of key laboratories and the formulation of long-term development plans.
