Recently, in order to implement the decision of the State Council and support the stable development of processing trade, the Ministry of Commerce and the General Administration of Customs adjusted the catalogue of prohibited commodities in processing trade.

SHANGHAI, Nov 19 (SMM) — Recently, in order to implement the decision of the State Council and support the stable development of processing trade, the Ministry of Commerce and the General Administration of Customs adjusted the catalogue of prohibited commodities in processing trade, and excluded the products that do not do not belong to high energy consumption and high pollution, and products with high technical content from the catalogue of prohibited commodities in processing trade in Announcement No.90 of the General Administration of Customs of the Ministry of Commerce in 2014, with a total of 199 ten-digit commodity codes removed. At the same time, the prohibition methods of some commodities have been adjust. The adjusted catalogue of prohibited commodities in processing trade is still implemented according to the relevant provisions of Announcement No.90 of the General Administration of Customs of the Ministry of Commerce in 2014, which will be implemented from December 1, 2020.

Among them, copper ore and its concentrate are mentioned in the catalogue of "commodities with adjusted prohibition mode". The original prohibition mode is "import prohibition", and the adjusted prohibition mode is:

According to an SMM survey, the adjustment of copper ore and its concentrate this time is only a normative statement, and there is no difference between the actual implementation and the previous one: according to the Notice of the General Administration of Customs of the Ministry of Commerce on Issues Related to Developing Copper Concentrate Processing Trade, smelting enterprises with copper feed processing manuals can import copper concentrate in the way of processing trade, and the export of refined copper produced in this part is exempt from customs duties. In this adjustment, the Ministry of Commerce added this notice to the notes of the prohibited catalogue, which is intended to standardize the expression of copper concentrate processing trade, but it will not have any relevant impact on the actual implementation.
