According to the announcement, a total of 2.8 million kilowatts of wind power and 300000 kilowatts of photovoltaic power have been built in the demonstration of "integration of source, network, charge and storage" in Wulanchabu City, while the Synchronize has built 880000 kilowatts of energy storage.
The declaring enterprise may, according to its own situation, the construction content and requirements of each sub-project, select one or more sub-projects to declare. And the reporting enterprise has signed a strategic cooperation agreement with the Inner Mongolia Autonomous region Government or Wulanchabu Municipal Government in the past three years (after October 9, 2017).

According to the reply letter of the Energy Bureau of Inner Mongolia Autonomous region on matters related to the demonstration of "Integration of Source and Network, load and Storage" (Inner Energy Power letter [2020] No. 559) and "Wulanchabu Source and Storage Integration Comprehensive Application demonstration Base Plan", in order to promote the construction of the demonstration project of "Integration of Source and Network, load and Storage" in an orderly manner, ensure the demonstration quality and efficiency, and ensure the start of the project this year, The Development and Reform Commission of Wulanchabu City intends to organize the solicitation and selection of the construction plan of the comprehensive application demonstration base project of "Integration of Source, Network, load and Storage". I. basic situation
1. Implementing unit: Wulanchabu Development and Reform Commission

Construction content: according to the reply of the Energy Bureau of Inner Mongolia Autonomous region on matters related to the demonstration of "Integration of Source, Network, charge and Storage" (Internal Energy letter [2020] No. 559), a total of 2.8 million kilowatts of wind power and 300000 kilowatts of photovoltaic have been built in Wulanchabu City, with the Synchronize supporting the construction of 880000 kilowatts of energy storage. The main construction contents of the project are as follows:
Sub-project 1: demonstration of a new generation of Electroweb-friendly power stations. 1.7 million kilowatts of wind power and 300000 kilowatts of photovoltaic power will be built in Wulanchabu, and 550000 kilowatts / 2-hour energy storage power stations will be built in Synchronize. The power station must not only ensure its own full consumption of new energy, but also provide Electroweb with a certain peak power supply capacity.
Sub-project 2: demonstration of green power supply industrial park with integration of source network, load and storage. 1 million kilowatts of wind power will be built in Wulanchabu, and 300000 kilowatts / 2-hour energy storage power stations will be built in Synchronize to supply power to large industrial loads through special lines to alleviate the pressure on the main network in the region.
Sub-project 3: demonstration of Yuanhe Interactive Green big data Center. 100000 kilowatts of distributed wind power will be built in Wulanchabu to meet the green power demand of big data Center. Synchronize will build a virtual power plant platform to tap the benefits of demand-side regulation.
Sub-project 4: demonstration of energy storage power station on the side of Electroweb, a key node. In Wulanchabu, several suitable substations are selected to build Electroweb side energy storage power stations with a total scale of 30, 000 kilowatts / 2 hours, so as to improve regional power supply capacity, optimize power flow distribution and promote new energy consumption.
II. Declaration requirements
1. The declaring enterprise may, according to its own situation, the construction content and requirements of each sub-project, select one or more sub-projects to declare.
two。 In the past three years (after October 9, 2017), the reporting enterprise has signed a strategic cooperation agreement with the government of Inner Mongolia Autonomous region or the Wulanchabu municipal government.
3. The reporting enterprises of each sub-project shall meet the following requirements:
1) the enterprise applying for sub-project 1 must have the performance of new energy storage integration projects under construction or operation in China, and the installed scale of new energy in Wulanchabu City will reach 200000 kilowatts or more;
2) the enterprises applying for sub-projects 2 and 3 must have an installed scale of 200000 kilowatts or more of new energy in Wulanchabu, and the enterprises with experience in domestic customer-side power management services and integrated energy services and project performance are preferred;
3) the enterprise applying for sub-project 4 must have domestic operation and maintenance experience in the construction of 110kV and above voltage substation facilities and project performance.
4. For the same demonstration sub-project, a group company (that is, as far as the investor is concerned, its actual controller needs to be traced back to the group company that is finally controlled) can only have one investor (the group company or the subsidiary authorized by the group) to participate in the declaration. If the subsidiary declares, the absolute controlling party of the subsidiary shall be the group company.
5. The consortium declaration is not accepted for this selection.
6. The reporting enterprise shall not be included in the "list of enterprises that break the law seriously (those that have not been lifted during the selection period)" in the State Enterprise Credit Information publicity system (website: www.gsxt.gov.cn) by the administrative department for industry and commerce, and the reporting enterprise shall not be included in the "list of executors who break promises (those that have not been lifted during the selection period)" on the website of "Credit China" (URL: www.creditchina.gov.cn).
III. Application and submission of documents
1. Date of application for selection documents and submission of application documents: from the date of announcement to 17:00 on October 15, 2020.
two。 Selection documents and application documents should be submitted at the 410 Office of the Development and Reform Commission of Wulanchabu.
3. Selection document application and application document submission requirements: the applicant should bring along his or her identity zheng, the power of attorney of the enterprise (see Annex 1, affixed with the official seal), the certificate of payment of social insurance for nearly 6 months (with the official seal), and the enterprise information form (see Annex 2, affixed with the official seal). After on-site examination and confirmation by Wulanchabu Development and Reform Commission, the selection documents will be distributed to the reporting enterprises. The declaring enterprise shall prepare the declaration documents according to the requirements of the selection documents and submit them on time.
IV. Selection methods
For the scheme collected this time, a third-party organization will be hired to evaluate and select the implementation enterprise and plan according to the enterprise capability and the feasibility of the plan.
