The measures specify the scope of application of priority power generation:

(3) back pressure cogeneration unit and gas cogeneration unit generate electricity during heating period. According to the measures, coal-fired units approved and put into production after the promulgation and implementation of Zhongfa document (2015) 9 will no longer be given priority to generate electricity and government pricing will no longer be implemented.

Measures for the Administration of the Provincial Power supply and demand balance Plan

Chapter I General principles

Article 1 in order to deepen the reform of the electric power system, standardize the preparation of the provincial electricity balance plan, and strengthen the management of priority power generation and priority power purchase plans, these measures are formulated in accordance with the spirit of "division of labor among key tasks of electric power system reform in Shanxi Province" and corresponding supporting documents.

Article 2 these measures shall apply to the relevant Electroweb enterprises, power generation enterprises, enterprises purchasing electricity from Electroweb in Shanxi Province, and other enterprises involved in the distribution of the province's power balance plan and priority power generation and power purchase plans. Article 3 the Shanxi Energy Bureau (hereinafter referred to as the Provincial Energy Bureau) is responsible for the preparation of Shanxi's electricity balance plan and the management of giving priority to power generation and power purchase, and is responsible for supervising the implementation of these measures.

Chapter II principles of compilation

Article 4 adhere to the market allocation of resources. We will fully liberalize the power generation and consumption plans of operational power users, improve the operation mechanism of the electricity market, give full play to the decisive role of the market in the allocation of resources, and further reduce the cost of electricity consumption.

Article 5 adhere to the green security guarantee. Follow the development concept of environmental protection, energy conservation and high efficiency, promote the healthy development of the power industry, ensure the dynamic balance of the generation, transmission, distribution and use of electric energy, effectively ensure the use of electricity for people's livelihood, ensure the supply of basic public services, and ensure the orderly supply of power. Electroweb operates safely and stably.

Article 6 it is insisted that renewable energy should be given priority in power generation. Chapter III priority in electricity purchase

Article 8 the scope of application of preferential power purchase

1. Electricity consumption in the primary industry;

Electricity is used by important public utilities and public welfare services, including party, government and military organs, schools, hospitals, public transport, finance, communications, postal services, water supply and gas supply, which are related to the basic needs of social life, or departments and units that provide public goods and services.

Article 9 Electroweb enterprises at the provincial level shall be responsible for formulating the list of priority power buyers and making dynamic adjustments according to the needs of security. Before January 15 of each year, the list of priority users other than residential users shall be reported to the Provincial Energy Bureau for the record.

Article 10 for power users who meet the scope of application of priority power purchase, their production, provision of services and electricity consumption during the working period shall be included in the priority power purchase plan.

Chapter IV priority Power Generation

Article 11 the scope of application of giving priority to power generation

(1) priority for power generation:

(1) generating electricity from renewable energy sources such as wind energy, solar energy and biomass energy that are included in the plan;

(2) generating electricity to meet the needs of peak regulation, frequency regulation and Electroweb safety;

(3) back pressure cogeneration unit and gas cogeneration unit generate electricity during heating period. Article 12 priority generation capacity shall, in principle, consist of two parts: "quantity insurance" and "quantity bidding". The priority generation capacity with "quantity insurance" shall be purchased by Electroweb enterprises in accordance with government pricing; the price of priority generation capacity with "quantity bidding" shall be formed by market-oriented means, and power generation enterprises shall participate in transactions in accordance with market rules.

Article 13 Wind and solar power generating units included in the planning shall be given priority in generating electricity in accordance with the Renewable Energy Law and the relevant policies of the state and our province on the purchase of new energy power generation. For power generation from other renewable energy sources, such as biomass energy, which are included in the plan, priority shall be given to power generation according to the corresponding generation capacity of resource conditions.

Article 14 the generating capacity of hydropower units, coalbed methane, gas gas, waste heat, residual pressure and other comprehensive utilization units shall be given priority in accordance with the corresponding generating capacity.

Article 15 Gas-fired units shall give priority to generating electricity in accordance with the relevant documents of the Provincial Development and Reform Commission.

Article 16 during the heating period, cogeneration units shall, in accordance with the principle of "fixing electricity by heat", arrange priority power generation according to the heat supply and the predicted power generation ratio.

Article 17 priority shall be given to generating electricity in poverty-stricken areas, such as units in poverty-stricken areas, deep peak-shaving units, Electroweb meeting the peak and spending summer (winter), and shutting down and phasing out units for compensating electricity generation in accordance with the requirements of relevant policies.

Article 18 for coal-fired units approved and put into operation after the promulgation and implementation of Zhongfa document (2015) 9, in principle, priority will no longer be given to electricity generation and government pricing shall no longer be carried out.

Chapter V dynamic balance of supply and demand

Article 19 electricity demand forecast. Based on the macro-economic operation of the whole country and our province in the previous year, and combined with the research and judgment of the macro-economic operation of the whole country and our province in the next year, the total electricity demand of power users in the province in the next year is predicted. It includes two parts: market trading electricity and priority electricity purchase.

Article 20 Forecast of electricity supply. According to the forecast of the total electricity demand of the whole province, according to the principle of "fixed generation by use", considering the network loss and the power consumption of the plant, and the electricity quantity of the power transmission contract determined by the state, the generation capacity that should be arranged by the power generation enterprises in the province is determined backwards. It includes two parts: market trading electricity and priority power generation.

Article 21 there is a dynamic balance between supply and demand of electricity. The priority generating capacity of "guaranteed quantity and guaranteed price" is determined according to the priority purchasing capacity, so as to achieve the balance between the priority purchasing capacity and the "guaranteed price" priority generating capacity, and the priority generating capacity of "guaranteed bidding" is incorporated into the market trading capacity of the generation side. to achieve the dynamic balance between the market trading capacity on the user side and the market trading capacity on the generation side.

Chapter VI safeguard measures

Article 22 the compilation of the provincial electricity balance plan shall fully solicit the opinions of all relevant parties, revise and improve it according to the feedback of all relevant parties, pass the examination of legality and fairness, and issue and implement it after deliberation by the bureau meeting.

Article 23 in the course of the implementation of the provincial electricity balance plan, priority electricity generation and priority electricity purchase can be timely adjusted according to the actual situation, and market-oriented trading electricity can be timely adjusted according to the electricity demand inside and outside the province, so as to achieve the dynamic balance of supply and demand.

Article 24 the provincial power company shall be responsible for the monthly decomposition of the priority electricity generation and the monthly settlement, and the priority electricity shall be decomposed in accordance with the medium-and long-term and spot rules to ensure the implementation of the priority generation according to the government pricing. Electroweb enterprises are responsible for ensuring power supply to priority electricity purchasers in accordance with government pricing, and to ensure the electricity demand of priority electricity purchasers. In particular, priority should be given to ensuring the power demand of important departments, the livelihood of residents, the production and supply of medicine and epidemic prevention materials, and the safety of power supply to Beijing, Tianjin, Tang and the capital.

Article 25 Shanxi Electric Power Trading Center Co., Ltd. shall take the initiative to open up the electricity market outside the province, actively strive for more outgoing power transactions, and do a good job in the declaration, transaction and settlement of medium-and long-term electric power transactions in the province as required. According to the situation of transactions inside and outside the province, draw up the monthly power generation plan of power generation enterprises.

Article 26 the dispatching center of the provincial power company shall, according to the monthly power generation plan and power demand curve of the trading center, scientifically and rationally compile the power generation curve, implement the priority power generation plan, and ensure the effective power supply of the whole province. It is necessary to analyze and forecast the power supply and demand of the whole province in time, report to the Provincial Energy Bureau in time when there is a gap in power supply, timely call the emergency peak regulation reserve unit, and run at least 7 days after each start-up of the emergency peak regulation reserve unit. After the power supply and demand of the whole province tends to balance, the emergency peak regulation reserve unit will be released from the network and returned.

Article 27 the dispatching center of the provincial electric power company and Shanxi Electric Power Trading Center Co., Ltd. shall refine the security constraints of Electroweb, summarize and analyze the market trading situation and power supply and demand, and hold market trading information conferences on a quarterly basis. timely announce the relevant information to the market main body, inform the electricity market information, and accept the supervision of the market main body.

Article 28 at the beginning of each month, the Provincial Energy Bureau organizes relevant departments such as the dispatching of the Provincial Electric Power Company and the Shanxi Electric Power Trading Center to hold a monthly meeting of electric power operation to study and analyze the balance of electric power and the implementation of market transactions in the province last month, and to study and solve the problems arising in electric power operation and market transactions in a timely manner to ensure the stable supply of power heat in the province and the safe and stable operation of Electroweb.

Article 29 all power generation enterprises shall strengthen their market awareness, change their business concepts, actively study the power market, expand power users, and actively participate in electricity market transactions. It is necessary to ensure the reasonable reserve of power coal, do a good job in the operation and management of power generation equipment, strengthen the operation and maintenance of units, eliminate equipment defects in time, and improve the operation quality of equipment. It is necessary to strictly obey the dispatching command, consciously maintain the safety of Electroweb, ensure the stable supply of electric power and heat in the province, and contribute to the economic and social development of the province.

Article 30 the municipal energy bureaus shall actively work with the municipal power supply departments to do a good job in the operation and management of the local dispatching units. The utilization hours of coal-fired power generation units that meet the requirements of ultra-low emission standards shall not exceed the average utilization hours of power generation enterprises in the province. Local coal-fired power generation enterprises that do not implement ultra-low emission transformation or do not meet the ultra-low emission standards and power generation enterprises without power generation business license (except those exempted by state regulations) shall not arrange power generation, shall not start operation (including self-provided units and unconnected units). It is necessary to strengthen the operation and management of distributed photovoltaic power generation and distributed wind power, and conscientiously organize and implement the relevant national policies to encourage the development of new energy.

Article 31 with the promotion of power market reform and the continuous uninterrupted operation of the power spot market, power dispatching will be adjusted from the current planned dispatching to market dispatching. If there is any relevant national or provincial policy adjustment, it shall be carried out in accordance with the provisions of the new policy.

Chapter VII Supplementary provisions

Article 32 these measures shall enter into force on November 1, 2020 and shall expire on October 31, 2025.
