Annex: action plan for comprehensive control of air pollution in autumn and winter of 2020-2021 in Beijing, Tianjin, Hebei and its surrounding areas and Fen-Wei Plain (draft for soliciting opinions)
With the continuous improvement of ambient air quality across the country, people's sense of blue sky and happiness have increased significantly. Especially since 2017, in view of the frequent and frequent occurrence of heavy pollution in autumn and winter in key areas, comprehensive air pollution control actions have been carried out for three consecutive years with remarkable results. In autumn and winter in 2019, the average concentration of fine particulate matter (PM2.5) in Beijing, Tianjin, Hebei and surrounding areas decreased by 33% compared with the same period in 2016. The number of days of heavy pollution decreased by 52%. Although positive results have been achieved in autumn and winter, Beijing-Tianjin-Hebei and its surrounding areas and Fen-Wei Plain are still the regions with the highest PM2.5 concentration in the country. the average concentration of PM2.5 in autumn and winter is about twice that of other seasons, and the number of days of heavy pollution accounts for more than 95% of the whole year. During the prevention and control of the epidemic in early 2020, there were two heavy pollution processes in Beijing and surrounding areas, and the public reacted strongly. As the situation of epidemic prevention and control continues to improve, and enterprises speed up the resumption of work and production, many production capacity and output suppressed by the epidemic increase rapidly in a short period of time, and pollutant emissions may rebound in autumn and winter. the pressure for the continuous improvement of atmospheric environmental quality increases, and there is a risk that some areas will not be able to meet the air quality improvement targets of the 13th five-year Plan. The autumn and winter of 2020-2021 is the fourth tough season, which is related to the building of a moderately prosperous society in all respects and the successful conclusion of the 13th five-year Plan and winning the Blue Sky Defense War. All localities should, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, raise their political positions, continue to carry out comprehensive control of air pollution in autumn and winter, and ensure that the set goals and tasks of winning the blue sky defense war are completed on schedule.
I. overall requirements
(1) basic ideas. Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era and Xi Jinping's thought of ecological civilization, we should thoroughly implement the spirit of the 19th CPC National Congress, the second, third, and fourth Plenary sessions of the 19th CPC Central Committee, and on the basis of inheriting the effective work in the past, continue to maintain the same direction and efforts, highlight accurate pollution control, scientific pollution control, and pollution control according to law, and make overall efforts to promote the comprehensive control of air pollution in autumn and winter. Serve the overall situation of "six stability" and "six guarantees". Take positive and prudent measures to further consolidate and enhance the achievements of the past autumn and winter efforts to achieve the accuracy of time, region, target, problems, and measures, based on the implementation of policies and measures that have been introduced, and prevent layers of increase. Focus on the heavily polluted weather reflected by the people, implement classified management and control of enterprise performance, strengthen joint prevention and control, continue to promote the control of clean heating and scattered coal, strictly prevent the rebound of "scattered pollution" enterprises, and strengthen the management and control of straw burning. we will promote the transformation of ultra-low emissions in the iron and steel industry, the "transit iron" for bulk cargo transportation, the pollution control of diesel trucks, and the treatment of industrial furnaces and coal-fired boilers in an orderly manner. Adhere to the problem-oriented, consolidate departmental and local responsibilities, increase assistance, strictly prevent the rebound of heavily polluted weather, and achieve a successful conclusion in winning the battle to defend the blue sky.
(2) main objectives. We will fully complete the 2020 air quality improvement targets set in the three-year Action Plan for winning the Blue Sky Defense War (hereinafter referred to as the "three-year Action Plan"), and coordinate the control of greenhouse gas emissions. In accordance with the principle of consolidating achievements and seeking progress in stability, and fully considering the impact of the epidemic on air quality in the first quarter of 2020, the autumn and winter targets for the year 2020-2021 are set into two stages. According to the pollution levels in the first and fourth quarters of 2019, the control targets of PM2.5 concentration and days of heavy pollution in each city are classified into six grades according to the degree of pollution, with a difference of 1 percentage point in PM2.5 and 2 days in each file. We will further raise the requirements for cities that are lagging behind in the completion of the 13th five-year Plan.
From October to December 2020, the average concentration of PM2.5 in Beijing, Tianjin, Hebei and its surrounding areas was controlled within 63 micrograms / cubic meter, and the average days of severe pollution in each city was controlled within 5 days. The average concentration of PM2.5 in Fen-Wei Plain was controlled within 62 micrograms / cubic meter, and the days of severe pollution in each city was controlled within 5 days. From January to March in 2021, the average concentration of PM2.5 in Beijing, Tianjin, Hebei and its surrounding areas was controlled within 86 micrograms / cubic meter, and the average days of severe pollution in each city was controlled within 12 days. The average concentration of PM2.5 in Fen-Wei Plain was controlled within 90 micrograms / cubic meter, and the average days of severe pollution in each city was controlled within 13 days.
(3) the scope of implementation. Beijing, Tianjin, Hebei and its surrounding areas include Beijing, Tianjin, Shijiazhuang, Tangshan, Handan, Xingtai, Baoding, Cangzhou, Langfang, Hengshui and Xiongan New area in Hebei Province, Taiyuan, Yangquan, Changzhi and Jincheng in Shanxi Province, Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, Heze in Shandong Province, Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo and Puyang (including Dingzhou and Xinji City in Hebei Province). Jiyuan City, Henan Province). The Fen-Wei Plain includes Jinzhong, Yuncheng, Linfen and Luliang City in Shanxi Province, Luoyang and Sanmenxia City in Henan Province, Xi'an (including Xixian New area), Tongchuan, Baoji, Xianyang, Weinan City (including Hancheng City) and Yangling demonstration area.
Second, effectively deal with heavily polluted weather
(4) comprehensively implement performance classification, differentiation and emission reduction. In strict accordance with the relevant requirements of the Technical Guide on Emergency Emission reduction measures for key Industries in heavily polluted Weather (hereinafter referred to as the "Technical Guide"), various localities should comprehensively promote the management and control of performance classification and differentiation, encourage "advanced" enterprises with a high level of environmental performance, and encourage "backward" enterprises with a low level of environmental performance to promote "backwardness" with "advanced" and improve the overall level of basic environmental protection work. All localities should attach great importance to it, make sure that the relevant requirements of performance grading are communicated to each relevant enterprise, and organize the rating work. For 39 key industries, the performance classification is strictly implemented according to the relevant indicators of the Technical Guide. in principle, enterprises rated as Grade An and leading can independently take emission reduction measures during the emergency response to heavy pollution weather; enterprises rated as Grade B and below and non-leading should strictly implement the emission reduction measures corresponding to different early warning levels and performance levels in the Technical Guide. For industries for which the country has not clearly implemented performance classification, the ecological and environmental departments of each province (municipality) may formulate unified performance classification standards on their own according to the local environmental air quality improvement demand, industrial pollution characteristics, industry pollution control level and other specific conditions, and implement differential emission reduction measures during the emergency response period of heavy pollution weather. Enterprises that fail to meet the discharge standards of all kinds of pollutants or fail to meet the requirements of pollution discharge permits shall not be included in the category of performance grading management (but shall be included in the list of emergency emission reduction). During the emergency response to heavy pollution weather, production suspension or the strictest level of production restriction measures shall be taken as production lines.
(5) to complete the list of emergency emission reduction with high standards. All localities should complete the performance grading of enterprises in relevant industries in the administrative area on time, further improve the emergency emission reduction list, and achieve full coverage of gas-related enterprises. According to the requirements, sort out and determine the list of security industrial enterprises related to ensuring people's livelihood, ensuring the normal operation of cities or involving national strategic industries, and include the list of emergency emission reduction in heavily polluted weather. Small and micro gas-related enterprises with low pollutant emissions should reduce emergency management and control measures according to the situation, and put them on the list of residential heating boilers and domestic service industries with little impact on local air quality, but should not take measures to stop and limit production. Emergency emission reduction measures should be detailed and implemented in specific production lines, production links and production facilities to ensure that they are operable, monitored and verifiable. The ecological and environmental departments of all provinces (cities) shall strictly check the emergency emission reduction list, organize forces to examine the list, and submit the list of all cities in their administrative areas to the Ministry of Ecology and Environment.
(6) actively carry out emergency response in heavily polluted weather. All localities will strengthen the prediction and forecast of air quality, launch early warning of heavy pollution weather in accordance with the plan, and take emergency measures to reduce emissions. When it is expected that heavy pollution weather processes may occur for many times in a long period of time in the future, and orange and above warnings will be triggered frequently, various localities can guide in advance the industries in the administrative area where the production process is uninterruptible or it is difficult to completely stop production within a short period of time, and adjust the production plan in advance to ensure that emergency emission reduction measures can be effectively implemented during the early warning period.
(7) to strengthen the emergency response in heavily polluted weather areas. When it is predicted that a large range of heavily polluted weather will occur in the region, the Ministry of Ecology and Environment or the Regional Air quality Forecast Center will issue early warning messages, each province (city) will issue the corresponding level of early warning in a timely manner, organize relevant cities to carry out regional emergency linkage, launch emergency plans for heavy pollution weather, and take various emergency emission reduction measures. We will constantly improve the emergency linkage mechanism in key areas, establish a fast and effective operation mode, and ensure that the relevant cities respond timely and effectively when starting the regional emergency linkage. Cities in the border area of Jiangsu, Anhui, Shandong and Henan should carry out regional emergency linkage through Synchronize in accordance with the requirements of key areas.
3. Complete the key tasks of winning the Blue Sky Defense War in an all-round way
(8) to promote the project of replacing bulk coal for cleaning and heating. Adhere to the principle of "fixing reform by gas, determining demand by supply, setting up first and then breaking", and concentrate resources to vigorously promote the treatment of bulk coal. Before the heating season in 2020, under the premise of ensuring energy supply, Beijing-Tianjin-Hebei and its surrounding areas, Fen-Wei Plain have basically completed life in the plain and replaced bulk coal for heating in winter, and basically built a non-bulk coal area. Mountain areas that do not have alternative conditions for clean energy are allowed to use "clean coal + energy-saving and environment-friendly stoves" for heating. In the areas where the reconstruction project lags behind due to epidemic prevention and control, we should pay close attention to planning, scientifically co-ordinate the construction plan, implement the responsibility of territorial management and the responsibility of the main body of the enterprise, and strive to achieve the set tasks and objectives. If the new renovation in 2020 has not been tested by the operation of a heating season, the original coal-fired heating facilities shall not be dismantled. Hebei, Henan, Shandong and other places should strengthen the work of replacing bulk coal with clean energy in agricultural greenhouses, flue-cured tobacco, drying of Chinese herbal medicines, livestock and poultry breeding and other areas. According to local reports, a total of 7.09 million households of bulk coal were replaced by Beijing, Tianjin, Hebei and its surrounding areas and Fen-Wei Plain by the end of October 2020. Among them, there are 3.37 million households in Hebei Province, 960000 households in Shanxi Province, 1.63 million households in Shandong Province, 400000 households in Henan Province and 730000 households in Shaanxi Province.
Make every effort to ensure the supply of gas source power. We will speed up the construction of a natural gas production, supply, storage and marketing system, the interconnection of natural gas infrastructure and gas storage facilities and other key projects to ensure that they are completed and put into production as planned. To optimize the direction of natural gas use, the new natural gas during the heating period will be tilted to Beijing, Tianjin, Hebei and its surrounding areas and the Fen-Wei Plain, giving priority to ensuring clean heating and warmth through the winter. All localities should further improve the list of peak-shaving users and consolidate the emergency plan to "suppress non-protection of the people." Local governments should support the Electroweb project supporting the "coal to electricity" project and the construction of natural gas interconnection pipe network, and coordinate the construction land of the project as a whole. State-owned enterprises such as oil and gas, Electroweb, power generation and railways should earnestly shoulder their social responsibilities and increase investment in infrastructure to ensure a stable supply of gas power.
Strictly prevent the re-burning of loose coal. For the areas that have completed the transformation of clean heating as a whole and are in stable operation, the local people's governments shall designate them as no-burning zones for highly polluting fuels in accordance with the law, and formulate and implement relevant supporting policies and measures. Strengthen supervision and inspection to prevent users who have completed clean heating transformation from burning loose coal again. In areas where clean heating has not been implemented for the time being, we should severely crack down on the sale of inferior coal and conduct comprehensive supervision and inspection of bulk coal distribution points to ensure that the quality of bulk coal used in administrative areas meets the requirements of national or local standards.
(9) strengthen the control and control of forbidden burning of straw. Adhere to the combination of thinning and blocking, and vigorously promote the comprehensive utilization of straw according to local conditions. Strengthen the main responsibility of local governments at all levels to ban straw burning, establish a full coverage grid supervision system, strengthen the management and control of "fixed point, timing, personnel and responsibility", and comprehensively use drones, satellite remote sensing, high-definition video surveillance and other means to strengthen the supervision of open burning in various places. Since September 2020, a special inspection on the prohibition of straw burning in the autumn harvest phase has been carried out, focusing on the four periods when it is extremely easy to burn straw at the end of work, in the middle of the night, before rain and before sowing, and strengthen field patrol inspection. Strictly implement the target responsibility assessment and reward and punishment system of local incineration supervision. The relevant departments guide the northeast region to do a good job in banning straw burning and reduce the environmental impact of the transmission process on the region.
(10) strictly guard against the rebound of "scattered and dirty" enterprises. All cities will improve the dynamic management mechanism to achieve dynamic zero clearance of "scattered pollution" enterprises. The enterprises that have completed rectification and reform will be included in the "whitelist", and the newly discovered "scattered pollution" enterprises will be filed and included in the management account in a timely manner. Further consolidate grid management, implement the responsibility of township and street territorial management, carry out regular investigation and renovation work, and find and renovate together. Enterprises with "scattered pollution" are not allowed to enjoy the relevant preferential policies of "six stability" and "six guarantees", and resolutely prevent "scattered pollution" enterprises that have been closed and banned from taking advantage of the opportunity to resurrect and move to other places, and resolutely curb the phenomenon of rebound. Innovative supervision methods, the full use of Electroweb company special transformer electricity data, satellite remote sensing, drones and other technologies to carry out "scattered pollution" enterprise investigation and supervision work.
(11) to implement the transformation of ultra-low emissions in the iron and steel industry in an orderly manner. All localities should, in accordance with the "opinions on promoting the implementation of Ultra-low Emission in the Iron and Steel Industry" jointly issued by the Ministry of Ecology and Environment and other five departments, enhance service awareness, coordinate and organize relevant resources, help iron and steel enterprises choose mature and suitable technological routes for environmental protection transformation according to plant conditions, and provide favorable conditions for ultra-low emission transformation, especially clean transportation. By the end of December 2020, we will strive to complete the ultra-low emission transformation of 200 million tons of iron and steel production capacity, of which, Hebei Province has completed 110 million tons, Tianjin 12 million tons, Shandong Province 40 million tons, Henan Province 13 million tons, Shanxi Province 20 million tons, and Shaanxi Province 6 million tons. All provinces (cities) have set up at least 1-2 demonstration enterprises for ultra-low emission transformation of iron and steel to play a leading role in the region. Large iron and steel enterprise groups such as Shougang, Hegang, TISCO, Delong, Jianlong and Shangang should play an exemplary role. The iron and steel enterprises located in the region strive to complete the ultra-low emission transformation by the end of March 2021.
All localities should guide iron and steel enterprises that have completed ultra-low emission transformation to carry out evaluation and monitoring work in accordance with the Technical Guide for Ultra-low Emission Assessment and Monitoring of Iron and Steel Enterprises. If the enterprise fully meets the ultra-low emission requirements after evaluation, it shall be incorporated into dynamic inventory management after being announced by the Iron and Steel Association in accordance with the procedures, and differential emergency emission reduction measures will be implemented during the heavy pollution weather warning period; for iron and steel enterprises and evaluation and monitoring institutions that practice fraud in the evaluation and monitoring work, once it is found that the relevant preferential policies will be cancelled, the enterprise emergency performance level will be downgraded to level D.
(12) to promote the key projects of the "Public transfer Railway". To implement the Circular of the General Office of the State Council on promoting the three-year Action Plan for Transport structural Adjustment (2018-2020) and the guiding opinions of five departments, including the Development and Reform Commission, on speeding up the construction of special railway lines, Speed up the construction of special railway lines for enterprises with large transport volume, such as sand and gravel, thermal power, iron and steel, coking, aluminum smelting, ferrous metal mining and non-metallic mining, in accordance with the list of key projects in the document and the requirements of time nodes. All localities should study the policies and measures for the adjustment of the transport structure of the sand and gravel aggregate industry and promote the clean transportation of the sand and gravel industry. We will increase the volume of railway freight transport, large industrial and mining enterprises with special railway lines and new logistics parks, and the proportion of railway transport of bulk goods such as coal, coke and iron ore will reach more than 80% in principle. Huaneng, Datang, Huadian, SPIC, the State Energy Group located in Beijing-Tianjin-Hebei and its surrounding areas, Fen-Wei Plain thermal power enterprises should reach more than 80% of the proportion of clean coal transportation.
(13) to speed up the control of diesel trucks. To speed up the phase-out of old diesel trucks, all provinces (municipalities) should conscientiously implement the "Circular on speeding up the Phase-out of Diesel trucks operating under the Emission Standards of Beijing, Tianjin, Hebei and its surrounding areas and Fen-Wei Plain," jointly issued by the Ministry of Transport and other four departments, and implement local financial subsidy funds in accordance with the local diesel truck phase-out work plan. We will take comprehensive measures such as economic compensation, use restrictions, and strict supervision of excessive emissions to actively and steadily promote it to ensure the completion of the target of phasing out 1 million operating diesel trucks of grade 3 and below. All cities should implement the task requirements of promoting the use of new energy and clean energy vehicles in the fields of public transportation, sanitation, postal service, rental, commuting, light logistics and distribution. To carry out law enforcement inspection of diesel trucks, in accordance with the requirements of the Circular on the Establishment and implementation of vehicle Emission Inspection and maintenance system jointly issued by the Ministry of Ecology and Environment and other three departments, the vehicle emission inspection and maintenance system will be effective on the ground, and by the end of March 2021, we will strive to reach more than 90% of the qualified rate of diesel truck inspection, and basically eliminate the phenomenon of black smoke emitting from vehicles. The law enforcement inspection of non-road mobile machinery will be carried out, and the construction units with outstanding excessive emissions will be included in the list of untrustworthy enterprises. We will actively promote the coding and registration of non-road mobile machinery, strictly implement the requirements for the convenience of the people and benefit the people, and prohibit arbitrary charges in the process of coding and registration. We will continue to focus on cracking down on black refueling stations and mobile refueling vehicles, trace the source of substandard oil products, and investigate and deal with inferior oil storage, sales, distribution centers and production and processing enterprises.
(14) to implement the requirements for industrial structure adjustment. All localities should, in accordance with the requirements of the industrial structure adjustment and high-quality development of iron and steel, building materials, coking, chemical and other industries, comprehensively complete the established tasks and targets of reducing excess capacity and eliminating backward production capacity, and set up project accounts. By the end of December 2020, the iron and steel production capacity of Tianjin will be controlled at about 15 million tons, and that of Hebei Province at less than 200 million tons, of which Tangshan will be controlled within 100 million tons. Speed up the elimination of coke ovens with a height of 4.3 meters in the carbonization chamber with long furnace life and poor furnace condition. Shijiazhuang, Cangzhou, Xingtai, Handan, Binzhou and Anyang strictly implement the policy of "fixed coke with steel", and independent coking enterprises gradually withdraw.
(15) to carry out in-depth comprehensive regulation of boilers and furnaces. Step up the elimination and renovation of coal-fired boilers (including tea stoves, operating stoves, grain storage and drying equipment and other coal-fired facilities) in accordance with the law. By the end of December 2020, coal-fired boilers of less than 35 steam tons per hour will be basically eliminated, coal-fired boilers of 65 tons per hour and above will be retrofitted with energy saving and ultra-low emissions; gas-fired boilers will basically complete the transformation of low nitrogen; under the premise of ensuring heat source supply, coal-fired boilers and backward coal-fired small thermal power within 15 kilometers of heating radius of cogeneration units of 300000 kilowatts and above will be shut down and integrated.
Implement the requirements of the "Comprehensive Control Plan for Air pollution in Industrial furnaces" and implement comprehensive control of air pollution in industrial furnaces. We will speed up the elimination of backward production capacity and substandard industrial furnaces, and implement clean and low-carbon fuel replacement. Ban coal-fired hot air stoves in accordance with the law; basically eliminate coal-fired heating and drying furnaces (kilns) within the coverage of cogeneration heating network; accelerate the conversion of cupolas in foundry (10 tons / hour and below) and rock wool industries into electric furnaces; completely eliminate backward production capacity such as brick and tile wheel kilns in accordance with the law; phase out a number of fixed-bed intermittent gas generators in the chemical fertilizer industry; phase out fuel gas generators with a furnace diameter of less than 3 meters. We will comprehensively strengthen the control of unorganized emissions in key industries such as iron and steel, building materials, non-ferrous materials, coking and foundry, and take measures such as sealing, sealing or setting up gas collecting covers at dust production sites (devices) of the production process. Powdery materials are stored and transported by airtight and closed means. By the end of December 2020, all provinces (cities) will complete a round of unorganized discharge inspection and regulation.
(16) continue to push forward the (VOCs) treatment of volatile organic compounds. We will implement the 2020 Plan for the treatment of volatile Organic compounds, continue to promote various tasks and measures for the treatment of VOCs, complete the construction of key treatment projects, and achieve "treatment of summer diseases and winter diseases". By the end of December 2020, all localities will strengthen supervision and assistance to enterprises with outstanding problems in the prevention and control of ozone pollution in summer, guide enterprises to formulate rectification and reform plans, cultivate and set up a number of benchmark enterprises for VOCs source control, and strengthen publicity to form a driving effect. To organize and complete bypass inspection of exhaust gas emission systems in petrochemical, chemical, industrial painting, packaging and printing enterprises, investigation of torch emissions in petrochemical and chemical industries, and inspection of volatile organic liquid storage tanks such as crude oil, refined oil and organic chemicals, construction and use of oil and gas recovery facilities in port terminals, and establish a management list.
