SMM: recently, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Finance jointly issued the guidance on expanding investment in strategic emerging industries and cultivating and strengthening new growth poles (hereinafter referred to as "opinions"). The "opinion" proposes to implement an action plan for the innovation and development of new materials to enhance the technical level of characteristic resources such as rare earths, vanadium and titanium, tungsten and molybdenum, lithium, rubidium and cesium, and graphite in mining, smelting, and deep processing, and speed up the development of graphene and nanomaterials in optoelectronics, aviation equipment, new energy, biomedicine and other fields.

Cesium is a rare mineral, which is rare in the world and irreplaceable in many industries. Cesium has been listed as a key mineral by the United States, Japan and other countries. Cesium products are widely used in medical and pharmaceutical, aerospace, 5G communications, time and frequency industries, oil and gas drilling, fine chemicals, fireproof materials and other fields. its safety, environmental protection, high efficiency and irreplaceable excellent performance have been highly recognized and used on a large scale by western developed countries and high-tech enterprises. With the progress of science and technology in our country and the improvement of high-quality demand in related fields, The application space of cesium and rubidium salt products will be further opened.

China Mineral Resources Group Co., Ltd. (hereinafter referred to as "the company") has the world's main high-quality cesium mineral resources, is the world's largest manufacturer and supplier of rubidium and cesium products, has the ability to mine cesium ore, process, produce fine chemical products and provide technical services, and is the most complete manufacturer of cesium industry chain in the world. The company has a wide variety of rubidium cesium salt products, with many high-quality customer resources, including Yirui Image in Shanghai, Binmatsu Photon in Beijing, Yao Ming Kangde, Kellein, USA, DuPont, Sigma, Topso in Denmark, BASF and Bangtai in Germany, Mitsubishi and Sumitomo in Japan, LG Chemical in Korea and so on.

The company is the main manufacturer and supplier of battery-grade LiF in China. Battery-grade LiF is an important raw material for the preparation of lithium-ion batteries. The company is the first batch of domestic enterprises to produce high-purity lithium carbonate and battery-grade LiF, and it is also the first batch of domestic enterprises to introduce battery-grade LiF products into the Japanese and Korean markets. The company relies on advanced processing technology and leading technology, the production of high-quality LiF products enjoy a high reputation in the market, occupy a high proportion of market share, and successfully entered the Tesla supply chain system. At present, the demand for lithium-ion batteries for new energy vehicles, 3C consumer batteries and energy storage batteries has entered a period of steady growth. The large-scale promotion of 5G construction is expected to create a new and powerful growth point for lithium-ion batteries.

The issuance of the "opinion" provides a broad space for the sustained and healthy development of the company's main business. The company will actively develop the rubidium cesium salt market, improve product quality and obtain more resources to meet the needs of the national new material market. At the same time, on the basis of the original capacity of 3000 tons of battery-grade LiF and 6000 tons of battery-grade lithium carbonate, we will increase the expansion of lithium production capacity and actively promote the commissioning of the high-end lithium salt production line project with an annual output of 25000 tons, so that the scale of the company's lithium salt business can grow by leaps and bounds.

SQM, Codelco Outline Expansion Plan to Lift Lithium Output to 470,000 mt/y
SQM and Codelco's lithium joint venture, Novandino, has outlined plans in an environmental impact assessment (EIA) filing to increase annual lithium production capacity from around 270,000 mt currently to as much as 470,000 mt. The expansion is aimed at meeting long-term demand from electric vehicles and grid-scale energy storage. According to the filing, production will first gradually rise to around 300,000 mt before transitioning over seven years to an integrated production system incorporating direct lithium extraction (DLE), with additional capacity expected to come online over several years.

Congo cobalt exporters fear losing quotas due to administrative glitch, sources say
According to an industry letter seen by Reuters, exporters have been unable to submit export declarations through the customs platform since July 1 because ARECOMS, the Democratic Republic of Congo's strategic minerals regulator, has not formally notified customs to continue processing export quotas. As a result, major producers including CMOC Group, Glencore, Eurasian Resources Group (ERG) and Huayou Cobalt have been unable to complete export procedures. Meanwhile, ARECOMS requires companies to utilize their first-half export quotas by July 5, after which any unused volumes will be withdrawn and reallocated. Industry sources estimate that around 60%–75% of companies are unlikely to meet the deadline due to administrative delays. If the issue is not resolved promptly, up to 20,000 tonnes of cobalt exports, worth approximately US$1.1 billion at current prices, could be affected. CMOC alone could lose almost all of its second-quarter export quota. SMM will continue to monitor developments.

Tinci Materials Terminates 243,000-tpy Lithium Battery Materials Project
Tinci Materials announced that its subsidiary Nantong Tinci has terminated its planned 243,000-tpy lithium battery and fluorochemical materials project. The company said the decision was driven by an oversupply in the electrolyte industry, intensified market competition, and changes in the fluorochemical market, which weakened the project's expected returns. Tinci has begun evaluating new product plans for its Nantong facility.
