In recent years, the new type of consumption characterized by new business type's new models such as online shopping, mobile payment, and online and offline integration has developed rapidly, especially since the outbreak of the COVID-19 epidemic this year, the traditional contact offline consumption has been affected. the new type of consumption has played an important role, effectively ensuring the needs of residents' daily life, promoting the recovery of domestic consumption, and promoting the stabilization and recovery of the economy. However, it should also be noted that there are still outstanding shortcomings and problems in the development of the new consumption field, such as inadequate infrastructure, weak service capacity, lagging regulatory norms and so on. Under the condition of regular epidemic prevention and control, in order to make up for the shortcomings of the new type of consumption and speed up the development of the new type of consumption under the guidance of new business type's new model, with the consent of the State Council, we now put forward the following suggestions.

I. overall requirements

(1) guiding ideology.

We will give better play to the role of the government and provide all-round institutional and policy support for the development of new consumption.

(3) main objectives.

After 3-5 years of efforts, the institutional mechanism and policy system for promoting the development of new consumption have been further improved. By further optimizing the environment in which new business type's new model leads the development of new consumption, further improving the supply quality of new consumer products, and further strengthening the support of new consumption for expanding domestic demand and stable employment, by 2025, we will cultivate and form a number of new consumer demonstration cities and leading enterprises. Vigorously develop intelligent sports, cultivate online fitness and other sports consumption new business type. We will speed up the construction of an intelligent radio and television ecosystem, cultivate and create a higher technology format under 5G conditions, update the application scene, and improve the audio-visual experience of high-tech video new business type, so as to form a diversified business model. We will innovate contactless consumption patterns and explore the development of new retail formats such as smart supermarkets, smart stores, smart restaurants and so on. We will guide physical enterprises to develop more digital products and services, and encourage physical businesses to open up new models such as "cloud shopping" through live e-commerce and social marketing. We will speed up the promotion of new service models for agricultural products, such as "fresh e-commerce + cold chain distribution" and "central kitchen + cold chain distribution of ingredients". Fully rely on new consumption to promote the expansion of foreign trade in traditional commodity markets and promote regional industrial agglomeration. We will continue to improve the level of customs clearance facilitation and optimize the declaration process. Encourage enterprises to realize overseas localization operation in various forms, reduce logistics costs and build marketing channels. We will make up for the shortcomings of cold chain logistics facilities for agricultural products and speed up the construction of centralized distribution equipment such as distribution, packaging and pre-cooling of agricultural products and warehousing facilities such as allocating warehouses and pre-warehouses. We will promote the construction and resource sharing of intelligent terminal facilities such as express service stations, intelligent express boxes (letter boxes), unmanned vending machines and intelligent garbage collection machines. Actively develop artificial intelligence applications in consumer services, enrich 5G technology application scenarios, speed up the research and development of wearable devices, mobile intelligent terminals, smart home, ultra-high-definition and high-tech video terminals, intelligent teaching assistants, intelligent student partners, medical electronics, medical robots and other intelligent products, enhance the support of new consumer technologies. Comply with the new law of consumption development, speed up the introduction of relevant rules and regulations in e-commerce, sharing economy and other fields, study and formulate management methods for sub-industries and sub-fields, and link up with other relevant policies and regulations in an orderly manner. We will promote timely adjustment of laws, regulations and policies that do not adapt to the development of new consumption. We will step up efforts to crack down on the sale of fake and shoddy commodities, infringement of intellectual property rights, false propaganda, price fraud, and disclosure of privacy, and strive to create a safe and honest consumption environment to promote the healthy development of new consumption. Optimize the payment environment related to the new type of consumption, encourage banks and other types of payment clearing services to reduce formalities fees, reduce the payment costs of businesses and consumers, and promote the wide application of bank cards and mobile payments in the field of convenient consumption. We will improve the regulatory system for cross-border payments, steadily promote the application of cross-border mobile payments, and raise the level of standardization and facilitation of domestic payments for overseas personnel. We will support qualified enterprises to raise funds through the issuance of new shares, corporate bonds and the listing of the "new third board". We will develop equity investment funds and promote the transfer and agglomeration of factors of production to new areas of consumption that are more promising and dynamic. We will encourage employees of new business type's new model to participate in social insurance and increase the participation rate. We will continue to give priority to the unemployment insurance fund, and speed up the construction of a long-term mechanism for the urban and rural unemployed through the payment of unemployment insurance benefits and one-time living subsidies. VI. Strengthening organizational guarantee

We will improve the evaluation system for policy implementation, comprehensively use a variety of methods, such as third-party evaluation and social supervision and evaluation, and scientifically evaluate the effectiveness of implementation to ensure that various measures are implemented.
