Under the condition of regular epidemic prevention and control, in order to make up for the shortcomings of the new type of consumption and speed up the development of the new type of consumption under the guidance of new business type's new model, with the consent of the State Council, we now put forward the following suggestions.

I. overall requirements

(1) guiding ideology.

After 3-5 years of efforts, the institutional mechanism and policy system for promoting the development of new consumption have been further improved.
