China to materialise zero solid waste imports

The Ministry of Ecology and Environment of China will not deal with any approvals for copper scrap imports for 2021, in order to achieve the target of zero solid waste imports.

SHANGHAI, Sep 21 (SMM) — The Ministry of Ecology and Environment of China will not deal with any approvals for copper scrap imports for 2021, in order to achieve the target of zero solid waste imports.

 

The 12th batch of approved quotas for restrictive imports which was announced on September 17 included 136,335 mt of copper scrap, with accumulated approvals of 879,475 mt for copper scrap. Imports of copper scrap from January to July stood at 505,731 mt, and the remaining approved quotas from August till the end of the year stand at 237,409 mt. Over 200,000 mt of approved quotas have not been utilised.

 

 

Two to three batches with small volumes are likely to be announced as the 12th batch is believed to be the last batch for copper scrap whose volume exceeds 100,000 mt.

 

Most of the small and medium scale companies had utilised most of the approved quotas before September, even as several of the companies have adequate quotas.

 

 

Many domestic and overseas shipping companies have stopped copper scrap delivery due to the enforcement of the new solid waste law on September 1, which stipulated joint punishment for shipping companies of illegally imported cargoes. This combined with the absence of secondary copper policy details caused difficulties for scrap delivery from Europe and the US to China in September, preventing overseas vendors from shipping cargoes. This tightened high-quality bare bright copper wire. The secondary copper policy has been the market focus, and many market participants are preparing for secondary copper import business.
