SMM: local time on Sept. 19, US Secretary of State Pompeo announced that the United States will resume all United Nations sanctions against Iran. Analysts believe that the United States unilaterally launched a "rapid resumption of sanctions" against Iran, which is intended to extend the arms embargo, and the comprehensive agreement on the Iranian nuclear issue is facing serious challenges. Pompeo said that on August 20, the United States informed the President of the Security Council of Iran's serious non-compliance with the Iranian nuclear agreement, which triggered the 30-day process of the "rapid resumption of sanctions" mechanism. The "rapid resumption of sanctions" came into effect at 8 p.m. Eastern time on September 19.

Late at night local time, the Saudi state news agency quoted Colonel Mohamed Gamidi, spokesman of the civil defense department of Gizan province in southern Saudi Arabia, as saying that shells fired by Yemeni Houthi forces from Yemen fell into a residential area in Gizan province that night, injuring five civilians and damaging three civilian vehicles.

Iran reached a comprehensive agreement on the Iranian nuclear issue with the United States, Britain, France, Russia, China and Germany in July 2015. According to the agreement, Iran promised to limit its nuclear program and the international community lifted sanctions against Iran. The Security Council then adopted Resolution 2231 endorsing the Iran nuclear agreement. According to the resolution, the United Nations arms embargo on Iraq is scheduled to end on October 18, 2020.

Pompeo informed the Security Council in August that the United States would "launch" the resumption of UN sanctions against Iraq. This move by the United States has been "isolated" by the vast majority of Security Council members. Resolution 2231 provides for the "rapid resumption of sanctions" mechanism, but only participants in the Iran nuclear agreement can activate the mechanism. The United States withdrew from the Iran nuclear agreement in May 2018, thus losing its status as a participant in the agreement.

The foreign ministers of Britain, France and Germany issued a joint statement on August 20, saying that "the United States is no longer a participant in the agreement" and expressed clear opposition to the US move. Russian Deputy Foreign Minister Riabkov also said that it is "absurd" for the United States to launch a "rapid resumption of sanctions" at the Security Council and lacks international law and political basis.

Analysts commented that the "rapid resumption of sanctions" launched by the United States is intended to extend the arms embargo against Iraq. After withdrawing from the agreement, the United States has lost its status as a participant in the agreement, and its logic of forcing the Security Council to initiate a "rapid resumption of sanctions" mechanism is grotesque. Whether it is an attempt to extend the arms embargo against Iraq or to activate the "rapid resumption of sanctions" mechanism, the United States is in vain to exercise long-arm jurisdiction and hegemonism in spite of international law and international norms.

Five civilians were injured when Houthi forces shelled southern Saudi Arabia.
