Your "request for approval of Hainan 10 million kilowatt new energy base (one district and two parks) 1600 MW photovoltaic project infrastructure 330kV gathering station project" (Nanfa Reform Energy (2020) No. 13) and related materials have been received. After the study, the approval of Hainan 10 million kilowatt new energy base (one district and two parks) for 1600 MW photovoltaic project infrastructure 330kV gathering station project approval is as follows:

First, 1600 MW photovoltaic bidding in Gonghe District, Hainan Province, will be completed by the end of 2020, and the Electroweb grid structure in this region can no longer meet the collection and delivery needs of competitive photovoltaic. Hainan state 10 million kilowatt new energy base (one district two parks) 1600 MW photovoltaic project infrastructure construction of 330kV gathering station project, can meet the needs of regional power collection and delivery, and provide power support for Qinghai-Henan UHVDC transmission project. In accordance with the Administrative license Law and the regulations on approval and filing of Enterprise Investment projects, it is agreed to build a 1600 MW photovoltaic project infrastructure 330kV gathering station project (online examination and approval supervision platform code: 2020-630000-44-02-333894).

Project unit: Hainan Yellow River Green Energy Development Co., Ltd.

Third, the project construction site: Gonghe County, Hainan Prefecture.

Fourth, the main construction content: a new 330kV gathering station with a capacity of 5 × 300000 KVA.

Fifth, the total investment of the project is 450 million yuan, of which the capital is 90 million yuan, accounting for 20% of the total investment, which is funded by Hainan Yellow River Green Energy Development Co., Ltd., and the rest is solved by enterprise loans.

VI. The design, construction and operation of the project shall meet the national environmental protection standards and take effective measures to reduce energy consumption, improve efficiency and ensure the quality and safety of the project.

Please invite public bidding for the design, construction, supervision and procurement of important equipment and materials in accordance with the Law of the people's Republic of China on tendering and bidding and relevant laws and regulations.

8. The project has obtained the pre-examination opinion of the Provincial Natural Resources Department on the 1600 MW photovoltaic project infrastructure 330kV gathering station project land for Hainan prefecture new energy base in Qinghai Province (one district and two parks) (Green Natural Capital pre-examination (2020) No. 17), the land is of the nature of transfer, and there is no need to apply for site selection submission.

Please urge the project owner to go through the relevant procedures such as urban and rural planning, land use, production safety and so on in accordance with the relevant laws.

If you need to adjust the relevant contents stipulated in the approval document of this project, please report to our committee in writing in time and handle it in accordance with the relevant regulations.

11. The validity period of this approval document shall be 2 years, calculated from the date of promulgation. If the project fails to start construction in the validity period of the approval documents, it shall apply to our committee for extension 30 days before the expiration of the approval documents. If the project does not start construction and does not apply for extension during the period of validity of the approval document, or if the application for extension is not approved, this approval document shall be invalid automatically.
