II. Relevant subjects and division of powers and responsibilities

(3) Provincial power grid enterprises

(3) to be responsible for taking timely measures to increase the consumption of renewable energy in the province when it is judged that the overall implementation of the consumption responsibility of the whole province can not meet the requirements of the task target issued by the state in Jiangxi Province;

(4) submit the relevant process documents, information and data of the consumer responsibility in a timely manner as required, and make a commitment to the authenticity and accuracy of the data.

(4) Provincial Power Trading Center

Jiangxi Electric Power Trading Center manages the information related to the performance of consumption responsibilities of various market entities in the province in accordance with the authorization of the provincial energy department. The specific powers and responsibilities include:

(1) to be responsible for the management of account registration and cancellation of the market subjects of the whole province;

(2) to be responsible for formulating the detailed rules for the transaction or transfer of renewable energy consumption in the province, organizing the transaction of renewable energy electricity in the province, and the over-completed transaction or transfer of renewable energy consumption (hereinafter referred to as "consumption");

(3) to be responsible for guiding the market subjects participating in the electricity transaction to give priority to completing the electric power transaction with the corresponding responsibility weight, and to remind the market subject in the links such as the examination of the medium-and long-term electric power trading contract and the publication of the electric power trading information;

(4) submit the relevant process documents, information and data of the consumer responsibility in a timely manner as required, and make a commitment to the authenticity and accuracy of the data.

(5) the main body of the market that assumes the responsibility of consumption

The market entities who bear the consumption responsibility can be divided into two categories: power sales enterprises and power users (see the third part of this plan for the specific categories and the calculation of the weight of consumption responsibility). The specific rights and responsibilities include:

(1) register the account in Jiangxi Electric Power Trading Center according to this scheme;

(2) to take the initiative to complete the weight of consumption responsibility assigned by the provincial energy department;

(3) submit the relevant process documents, information and data of the consumer responsibility in a timely manner as required, and make a commitment to the authenticity and accuracy of the data.

Third, the weight of responsibility and the mode of distribution

(1) according to the minimum consumption responsibility weight of Jiangxi Province issued by the state in 2020, the minimum total consumption responsibility weight of Jiangxi Province in 2020 is 22%, and that of non-hydropower consumption is the lowest 9%. The minimum weight of total consumption responsibility of the market entities in the province in 2020 is x%, and the lowest weight of non-hydropower consumption responsibility is x% (if the state orders Jiangxi Province to adjust the consumption responsibility, it will be adjusted accordingly). (3) Power users who purchase electricity directly through the electricity market (excluding those who purchase electricity through sales companies) bear the weight of consumption responsibility corresponding to their annual electricity consumption.

(4) the enterprise with its own power plant shall bear the weight of consumption responsibility corresponding to its annual electricity consumption.

(3) among the electricity sales and consumption of various market entities, agricultural electricity consumption and specially measured heating electricity shall be exempted from the assessment of consumption responsibility weight. All market entities jointly bear the consumption corresponding to the provincial network loss and plant electricity consumption.

IV. Ways of performing responsibilities and methods of calculation

(1) the main mode of implementation

Purchase or self-use renewable energy. Each market main body actually consumes the electricity of renewable energy and completes the responsibility weight of consumption.

(2) the mode of supplementary performance

1. For the purchase of excess consumption by other market entities, both parties shall independently determine the transaction or transfer price, and the funds shall be raised by the purchaser.

3. In the case that the annual consumption responsibility of the province cannot be fulfilled, the transaction or transfer of renewable energy electricity, consumption and green card across provincial administrative regions shall be carried out.

(3) calculation of consumption

1. Renewable energy purchased through the market

(1) the renewable energy purchased by Jiangxi Company of the State Grid is first used to complete the responsibility weight of residents in the operating area, important public utilities and public welfare services, and non-market-oriented electricity consumption. If there is any surplus, the State Grid Jiangxi Company shall, in accordance with the proportion of total electricity consumption of renewable energy and the proportion of electricity consumption of non-water renewable energy in the operating area, be included in the consumption of various market entities in equal proportion, and will be distributed according to the principle of free compensation at the initial stage, and will be adjusted in due course according to the progress of power market reform.

(2) the amount of renewable energy in the market-oriented transaction of electricity in the province shall be included in the consumption of the main body of the electricity purchase market according to the settlement of the transaction. The proportion of renewable energy in the amount of electricity traded across provincial administrative regions shall be confirmed in accordance with the relevant power purchase agreement.

two。 Electricity of renewable energy for self-use

According to the electricity consumption of renewable energy for spontaneous self-use measured by the State Grid Jiangxi Company, all the electricity consumption of renewable energy is included in the main body of the spontaneous self-use market. In the case that the main body of the spontaneous self-use market overfulfills the consumption amount, the over-completion part can be used for transaction or transfer.

3. Completion of consumption by supplementary (alternative) mode

The consumption amount purchased from other market entities who have overfulfilled the responsibility weight or the consumption amount converted from the purchase of green cards (for the State Grid Jiangxi Company, including the relevant consumption amount through inter-provincial power transactions) shall be included in the consumption amount of the buyer. The amount of consumption sold or transferred by the main body of the market, as well as the corresponding amount of consumption corresponding to the sale of green certificates, will no longer be included in their own consumption. In accordance with the principle of equality of rights and responsibilities, the corresponding consumption of agricultural electricity or specially measured heating electricity exempted from the assessment of the weight of consumption responsibility can not be used or transferred in transactions.

(3) organizational rules for the implementation of the responsibility weight of renewable energy power consumption: it shall be prepared by the State Grid Jiangxi Company in accordance with this plan and submitted to the provincial energy department for approval before implementation.

(4) the detailed rules for the transaction (transfer) of electricity consumption of renewable energy in the province: it shall be formulated by Jiangxi Electric Power Trading Center in accordance with the requirements of relevant national documents and combined with the actual situation of the province, and shall be submitted to the competent energy department at the provincial level for approval before implementation.

(5) Renewable energy power consumption plan: the market entities shall formulate according to the current year's consumption responsibility weight list, put forward the requirements and preliminary arrangements for the completion of the consumption task, and submit it to the districts and cities where they are located, the national network Jiangxi Company and Jiangxi Electric Power Trading Center. Enterprises with self-owned power plants that are not connected to the public power grid shall formulate annual renewable energy power consumption plans, which shall be summarized and submitted to the provincial energy authorities and Jiangxi Electric Power Trading Center through their respective districts and cities.

(6) the commitment to fulfill the responsibility of consumption: it shall be issued by all market entities and submitted to Jiangxi Electric Power Trading Center together with the renewable energy power consumption plan, promising to complete the responsibility weight of renewable energy power consumption assigned by the provincial energy department, report the completion and relevant data as required, and be responsible for the authenticity and accuracy of the data.

(2) requirements for information submission

(1) the monthly report on the completion of the responsibility weight of the market subject: it shall be compiled by each market subject and submit the completion of the responsibility weight of the unit last month to the district, city and Jiangxi Electric Power Trading Center within the first 3 working days of each month.

(2) the analysis and evaluation report on the completion of the consumption responsibility weight of the whole province: compiled by Jiangxi Electric Power Trading Center and regularly submitted to the regulatory agency dispatched by the State Energy Administration, the national renewable energy information management agency and the provincial energy department. Among them, the quarterly report should be submitted within 10 working days before the next quarter, and the annual report should be submitted in January of the following year.

(3) Annual report on the completion of the organization of consumer responsibility weight: compiled by Jiangxi National Network, in January each year, the State Energy Administration dispatched regulatory agencies, the national renewable energy information management agency and the provincial energy department in charge of energy to report the completion of the work of the responsibility weight organization in the previous year in the business area.

(4) Renewable energy electricity-related trading process: submitted by Jiangxi Electric Power Trading Center in accordance with the requirements of the regulatory agency dispatched by the State Energy Administration, the national renewable energy information management agency and the provincial energy department.

(5) data related to the consumption of market entities: provided by various market entities in accordance with the requirements of the regulatory agencies dispatched by the State Energy Administration, the national renewable energy information management agencies and the provincial energy authorities, it is collected and submitted through the districts and cities where the market subjects are located.

VI. Job requirements and safeguard measures

(1) to raise awareness and promote the orderly development of renewable energy projects. All localities and units should firmly establish the concept of high-quality development, from the height of implementing the "six stability and six guarantees" and promoting the revolution in energy production and consumption, regard the orderly development of renewable energy projects as an important measure to achieve the security of energy supply in the province and promote the transformation of energy structure. All districts and cities should improve relevant policies on land, transportation and finance, reduce the non-technical cost of building renewable energy projects, and promote the development of renewable energy projects such as wind power, photovoltaic power generation and biomass power generation in an orderly manner. Power grid enterprises at all levels should strengthen the connection and consumption services of renewable energy projects to ensure the dispatching and safe operation of renewable energy projects in the province according to the base load. It is necessary to do a good job in measuring the new consumption capacity of renewable energy power generation and provide early warning information in a timely manner. It is necessary to speed up the construction of supporting power grid projects for renewable energy projects in the province, optimize the grid structure, and create conditions for renewable energy projects to be connected to the power grid. Jiangxi Electric Power Trading Center should provide service guarantee for renewable energy power trading, and if it is necessary to carry out inter-provincial administrative regional power transactions, it should give priority to the purchase of renewable energy electricity.

It is necessary to regularly organize and carry out analysis and evaluation of renewable energy consumption in various localities and various market entities, and study and formulate safeguard measures when there is a deviation in the achievement of annual targets, so as to make up for the shortcomings in consumption in a timely manner.

(4) compaction responsibility and improve the guarantee mechanism for the consumption of renewable energy. Qualified market entities are encouraged to voluntarily complete the minimum consumption responsibility weight higher than the assigned minimum consumption responsibility weight, and the energy consumption that exceeds the minimum consumption responsibility weight shall not be included in the energy consumption assessment. Market entities that have unfulfilled weight targets, refuse to fulfill their consumption obligations or provide fraudulent consumption data shall be dealt with by the regulatory agencies dispatched by the State Energy Administration and provincial energy authorities in accordance with the rules and regulations.

VII. Supplementary provisions

(1) this plan shall be implemented as of the date when it is issued by the people's Government of Jiangxi Province.
