Notice on soliciting key technologies, products and equipment in the energy field in 2020

Municipal departments in charge of energy, relevant provincial units, relevant trade associations (societies):

In order to actively promote technological innovation in the energy field, we are hereby notified as follows on matters related to the recruitment of key new technologies, new products and new equipment in the energy field in 2020.

I. scope of solicitation

1. In the field of traditional energy. Coal mine deep exploration and development, mining machine transportation, filling mining, coal washing and processing, clean and efficient utilization of coal, utilization of geothermal energy in mining area, comprehensive utilization of coal gangue, mine water, gas and other resources; fine exploration, oil field extra-high water cut stage to improve oil recovery, application of gasoline and diesel clean and efficient technology, etc. Intelligent energy control, comprehensive treatment of power quality, cascade utilization of waste heat recovery, flexible transformation of units, optimization of combustion system, comprehensive utilization of fly ash, etc.

two。 In the field of new and renewable energy. Deep development and utilization of solar energy, biomass energy, geothermal energy (dry and hot rock, etc.), air energy, ocean energy, wind energy, high proportion of renewable energy connected to the grid and transmission, energy storage, "Internet + smart energy" and microgrid.

3. Strategic energy field. Nuclear fuel, construction, operation and life extension, high clean, high energy density special oil, hydrogen energy and fuel cells, superconducting power transmission, natural gas hydrate (combustible ice, etc.), deep-sea and unconventional oil and gas.

4. The field of energy basic materials. High temperature materials, battery materials (proton exchange membrane, catalyst, diffusion layer, bipolar plate), new power electronic devices, etc.

5. Other areas. It is suitable for new technologies, products and equipment with remarkable energy saving effect, high level of comprehensive utilization of resources, advanced technology, economy and feasibility in the energy industry.

II. Declaration conditions

1. The subject of declaration shall be an independent legal entity.

two。 The declared technology, products and equipment shall have independent intellectual property rights, above the domestic advanced level, and the technology is mature, advanced and applicable or can reflect the needs of the energy field.

3. It has remarkable economic, ecological and social benefits, wide range of application and great potential for popularization.

4. Projects that have been declared in 2019 will no longer be accepted.

III. Application of results

It should be accelerated in accordance with the general idea of "popularizing and applying one batch, demonstrating one batch, and concentrating on tackling key problems."

1. Popularize the application class. The technology is advanced, mature and applicable, there is demand, there is a market, and there are typical successful cases, which can be popularized and applied on a large scale. Select a number of key technologies, products and equipment promotion catalogue in the energy field of the province, make key recommendations, and actively recommend them to the relevant state departments.

two。 Demonstration test class. There is a certain accumulation of technology, which can digest and absorb re-innovative technology, products and equipment, but the process route, economy and market acceptability need to be tested in practice. We will select a number of demonstration projects of key technologies, products and equipment in the energy field of the province, give them support according to their merits, improve the conversion rate of achievements, and speed up the pace of industrialization.

3. Focus on tackling key problems. It is a technical problem that enterprises urgently need to solve, especially in the aspects of high-quality development, such as the conversion of new and old kinetic energy, green cycle and low carbon. Select a number of key scientific and technological innovation plans in the energy field of the province, give support based on merit, and focus on breakthroughs.

IV. Relevant requirements

1. All reporting units are requested to conscientiously write the introduction of key technologies, products and equipment in the energy field of Shandong Province (Annex 1), and fill in the Application form of key Technologies, products and equipment in the Energy Field of Shandong Province (annexes 2, 3, 4). And provide relevant supporting materials.

two。 The competent energy departments of all cities, relevant provincial units and relevant trade associations (societies) are invited to carefully check the gatekeeper, make recommendations after the primary election, control the number of cities within 10, provincial units and trade associations (institutes) within 5, and fill in the Summary form of key Technologies, products and equipment in the Energy Field of Shandong Province (Appendix 5). The same project shall not be declared by more than one person.

3. Enterprises recommended by municipal energy administrative departments, relevant provincial units and relevant industry associations (societies) are invited to declare in Shandong Government Affairs Service Network-Branch of Provincial Energy Bureau-Service items-Public Service "New products, New Technologies and New equipment in Energy Industry". At the same time, the written materials (application documents, annexes 1-5) in duplicate and electronic version (to be engraved on CD-ROM) should be uniformly reported to the Energy Saving and Science and Technology equipment Department of the Provincial Energy Bureau before September 22. Those not declared in Shandong Government Affairs Service Network will not be accepted.
