SMM: on September 5, Song Qiuling, a first-class inspector of the Economic Construction Department of the Ministry of Finance, said in her speech at the 2020 Teda Forum that the subsidy policy for fuel cell vehicles would be adjusted from vehicle purchase subsidies to supporting demonstration applications of urban agglomerations and supporting core technological breakthroughs.
Song Qiuling said that as of July this year, China had promoted more than 7200 fuel cell vehicles and built about 80 hydrogenation stations. However, the industry still faces many breakthrough problems, at the same time, some unqualified areas start to follow the trend of projects, and the risk of low-level repetitive construction begins to appear.
On April 23 this year, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission jointly issued the Circular on improving the Financial subsidy Policy for the Promotion and Application of New Energy vehicles. It is pointed out in the circular that subsidies for the purchase of fuel cell vehicles will be adjusted to select cities or regions with foundation, enthusiasm and characteristics, focusing on technological research and industrial application of key components, and the central government will reward model cities in the form of "awards instead of subsidies". She said that against this background, various ministries and commissions have extensively listened to the views of enterprises and localities, and considered adjusting the current subsidies for the purchase of fuel cell vehicles to support the demonstration application of urban agglomeration, promote the construction of a complete industrial chain of fuel cell vehicles, and form an industrial development pattern with reasonable layout, different emphasis and coordinated promotion. The relevant ideas are as follows:
First, focus on promoting breakthroughs in key core technologies. The core goal of the demonstration policy after the transformation is to support enterprises to speed up the breakthrough of key core technologies and build an independent and controllable industrial chain. during the demonstration period, the central finance will give priority to the industrial application of key parts with independent intellectual property rights.
Second, focus on supporting urban agglomerations to carry out demonstration applications. Break the restrictions of the administrative region, take the excellent enterprises in the industrial chain as the link, make a joint declaration with the relevant cities where the enterprises are located, and there is a clear division of tasks among the cities. form the situation that all links of the industrial chain are interlinked and strong.
The third is to focus on the application and demonstration of new technologies and new models. Fuel cell vehicles have unique technical characteristics, which can be used as a powerful supplement to pure electric vehicles in appropriate scenarios. This demonstration focuses on promoting the industrial application of fuel cell vehicles in the field of medium and heavy commercial vehicles, and tilting to heavy trucks. The demonstration urban agglomeration should find and rely on the application scenario, constantly reduce the cost of fuel cell vehicle purchase and operation, and explore an effective business operation model.
