SMM News: in accordance with the "Jiangsu Province to implement the central third Environmental Protection Supervision Group Inspector feedback rectification Plan" listed in the iron and steel production capacity rectification requirements, our committee took the lead in seriously carrying out rectification and reform, achieved the rectification and reform goal, and has the sales number conditions. The relevant information is published as follows:
Feedback: some iron and steel enterprises in Jiangsu Province increased production capacity between 2013 and 2016.
Responsible units: provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Natural Resources, Provincial Department of Ecological Environment, Provincial Department of Housing and Urban-Rural Construction, Provincial Department of Emergency Management, Provincial Market Supervision Administration, Provincial Electric Power Company, each has a municipal party committee and a municipal government.
Rectification target: by 2020, the province will reduce crude steel production capacity by 17.5 million tons.
Rectification measures: 1. Organize production capacity verification. According to the arrangements of the provincial government, various districts and cities were organized to carry out a production capacity survey of the iron and steel industry, and in December 2016, the province's iron and steel smelting enterprises and their production capacity equipment were publicized.
2. Carry out special rectification. In accordance with the unified arrangements and requirements of the state, relevant departments are organized to carry out in-depth three major special actions, namely, the clean-up of illegal steel construction projects, the elimination of backward production capacity in the iron and steel industry, and joint law enforcement, to comprehensively investigate and clean up the illegal new steel production capacity projects, thoroughly check the backward production capacity and equipment of the iron and steel industry, and strictly prevent the resurgence of "strip steel" and the resumption of production of eliminated excess capacity.
3. Establish a long-term mechanism. On December 27, 2016, the provincial government issued the implementation opinions on the Iron and Steel Industry to eliminate excess capacity and achieve Development (Su Zhengfa (2016) 170). In accordance with the deployment requirements of the provincial government, our province focuses on promoting the supply-side structural reform of the iron and steel industry, giving full play to the decisive role of the market in allocating resources, and making full use of the market mechanism, economic means, and the rule of law.
4. Promote the replacement of production capacity. Strictly implement the "measures for the implementation of capacity replacement in the Iron and Steel Industry" issued by the Ministry of Industry and Information Technology. Since 2017, after the application of enterprises and the examination of districts and cities, the Provincial Department of Industry and Information Technology has announced the capacity replacement plan of relevant smelting projects through the official website according to the regulations on capacity replacement of the iron and steel industry of the Ministry of Industry and Information Technology.
According to the relevant provisions of the work measures for rectification and Reform sales numbers assigned by the Central Environmental Protection inspectors of Jiangsu Province (for trial implementation), the rectification and reform situation is now publicized. If there is any objection, please report it in writing to the Provincial Development and Reform Commission. For direct service, the date of service shall prevail.
