It is understood that at about 6 o'clock that night, a truck with a license plate of about 10 tons parked in front of the Lujia electric car store on the west section of Shuoxun Avenue, Qingfu Town, Gao County, and several personnel were carrying waste lead storage batteries from the store to the truck. The scene was filmed. Subsequently, the public security and environmental protection departments of Gaoxian County, which received the report, blocked the license plate of the suspected illegal transfer of hazardous waste as Yun A3S9 × × truck, and then was sent to the Gaoxian Ecological Environment Bureau for investigation.

According to reports, the Law of the people's Republic of China on the Prevention and Control of Environmental pollution by solid waste (revised in 2020) has been formally implemented on September 1, and the newly revised solid waste Law has made clear provisions in terms of policy standards, supervision and management, subject of responsibility and punishment mechanism. Article 80 Units engaged in the collection, storage, utilization and disposal of hazardous waste shall apply for a license in accordance with the relevant provisions of the State. The specific measures for the administration of licenses shall be formulated by the State Council. It is prohibited to engage in the collection, storage, utilization and disposal of hazardous waste without a license or without a license. It is forbidden to provide or entrust hazardous wastes to unlicensed units or other producers and operators to engage in collection, storage, utilization and disposal activities. Article 82 where hazardous waste is transferred, the electronic or paper transfer form of hazardous waste shall be filled in and run in accordance with the relevant provisions of the State. The transfer of hazardous waste across provinces, autonomous regions and municipalities directly under the Central Government shall apply to the competent department of ecological environment of the people's government of the province, autonomous region or municipality directly under the Central Government where the hazardous waste is removed. Chuanhuan letter [2020] No. 381pointed out: from June to October 2020, we will jointly carry out special actions for environmental crimes related to waste lead batteries throughout the province. We will focus on cracking down on illegal acts such as illegal collection, storage, transportation, utilization and disposal.
According to environmental protection professionals, under the high pressure of the relevant national and provincial departments, once the case is confirmed, the offender may face a fine of not less than 1 million yuan and not more than 5 million yuan. It is understood that at present, the case is under further investigation by the relevant local departments.
