The notice calls for strengthening the regulation and control of the land market, increasing the supply of residential land, optimizing the supply structure, and continuing to promote the sale of residential land by "limiting housing prices and competing for land prices". At the same time, the land transfer plan and the construction of the land that has been sold should be made public on a regular basis, so as to be subject to social supervision.
The "Circular" calls for strengthening the prudent management of housing loans: first, strictly implement the differential housing credit policy and strengthen the examination of borrowers' qualifications; second, strictly implement income identification standards and monthly income ratio requirements, and accurately verify the true income of borrowers; third, strictly examine the sources of funds for down payment for house purchase, and strictly prevent illegal misappropriation of consumer loans, personal operating loans, and so on.
The notice clearly further unifies the tax policy, and the deed tax can only be paid when purchasing newly built commercial housing within the scope of this city.
The notice improves the policy of housing purchase restrictions, and it is clear that if parents settle in this city by relying on adult children, they can only purchase newly built commercial housing and second-hand housing within the scope of purchase restrictions in this city for three years as independent house-buying families.
The notice adjusts the identification standard of homeless families and makes it clear that house buyers who are unmarried and single over the age of 30 and have no record of self-owned housing within the scope of purchase restrictions in this city, and those who have been divorced and single for more than 3 years and have no record of self-owned housing within the scope of purchase restrictions in this city for more than 3 years, can be identified as homeless families.
The notice also strengthens the sales management of hot commodity housing projects. For hot commercial housing projects, real estate development enterprises should formulate sales plans in accordance with the principle of giving priority to meeting the housing purchase needs of households without houses, increase the proportion of housing supply tilt of households without houses, and the proportion of commercial housing projects with a tilt ratio of 80%. Houses acquired by homeless families in the form of priority purchase shall not be listed for trading within 5 years from the date of filing with the online signature of the sale and purchase contract.
The Circular shall enter into force as of the date of promulgation.
