A reporter from the Financial Associated Press combed and found that the scale of infrastructure construction in Hunan, including transportation during the 14th five-year Plan, is even greater, and 38 major transportation projects have been included in the construction agenda, with a total planned investment of 450.3 billion yuan.

Railways, especially high-speed railways, will play an important leading role in Hunan's "14th five-year Plan" transportation construction. The first nine of the 38 projects are railway projects, with an investment of 228.7 billion yuan, accounting for about half of the total planned investment.

This is also Hunan's response to the impact of the epidemic, to stabilize investment and expand domestic demand in a more important position, a clear demand to speed up the action to make up for the shortcomings of infrastructure.

Hunan, which runs from east to west to the north and south, obviously intends to seize the opportunity and promote the speed-up and upgrading of comprehensive traffic. The province regards the implementation of major transportation projects and the construction of a comprehensive transportation hub system as the basic work for local high-quality development, and plans to pass the construction of the "five vertical and five horizontal" high-speed railway network and the "seven vertical and seven horizontal" highway network, we will strive to achieve access to high-speed rail in all cities and states during the 14th five-year Plan period.

Speed up the construction of high-speed railway again

Hunan high-speed railway started early and was the first to open Wuhan-Guangzhou high-speed railway in 2009. The opening of the Hunan section of the Shanghai-Kunming high-speed railway in 2014 and the construction of a "golden cross" with the Beijing-Guangzhou high-speed railway in Changsha have greatly improved Hunan's location advantage in docking Guangdong-Hong Kong-Macau Greater Bay Area and the Yangtze River Delta, and many cities along the high-speed railway in Hunan, represented by Changsha, have also made remarkable development.

Overall, Hunan's high-speed rail construction is in the forefront of the country, with a total mileage of 1986 km (including 200km of bullet trains) at the end of last year, ranking third in the country, covering 12 of Hunan's 14 cities (prefectures).

After Jingguang and Shanghai-Kunming, the construction speed of Hunan high-speed rail trunk line project has relatively slowed down, and the pure high-speed railway with a speed of 350 kilometers per hour in Yiyang, Changde, Zhangjiajie and Xiangxi Autonomous Prefecture in northwest Hunan has been waiting for the wind to come.

The impact of the deficiency of high-speed rail on the development of northwest Hunan is obvious. As the main road, Changchang high-speed traffic jam has become the norm, and the journey of less than 200 kilometers during the Spring Festival travel peak takes more than 10 hours.

Mr. Peng, who lives in Changsha and works in Yiyang, is deeply aware of the inconvenience of traffic between the two places. He complains that he commutes less than 80 kilometers and has previously "spent too much time in traffic jams."

Therefore, the double line of Changyi Expressway, which is opened to traffic today, is good news for him. In fact, after January this year, Mr. Peng basically chose to travel by train. This stems from the completion and opening of the link line between the Changsha-Zhuzhou-Xiangtan intercity railway and the Shichang railway designed in January this year at a speed of 250 kilometers per hour.

This 9.16 km long connection line realizes the direct connection between the Changsha-Zhuzhou-Xiangtan intercity railway and the Shichang railway. Yiyang, Changde and Zhangjiajie can transfer the Changsha-Zhuzhou-Xiangtan intercity railway to the Changsha-Zhuzhou-Xiangtan intercity railway through the Qianzhangchang and Shichang railway.

This summer, many Changsha-Zhuzhou-Xiangtan residents chose to travel to Zhangjiajie through this bullet train line. However, the speed of 200 kilometers per hour and the lower density of trains still make it difficult for passengers who are accustomed to 350 kilometers of high-speed rail to adapt.

This situation is expected to change with the acceleration of traffic construction in the "14th five-year Plan". As an integral part of the two important national "eight vertical and eight horizontal" channels of the Yu-Changxia and Hunan high-speed railway, Hunan will complete and start a series of projects such as Zhang Jihuai, Changyi-Changchang, Changgan and Shaoyong Railway during the 14th five-year Plan period.

Among them, the Zhangjiahuai high-speed railway starts from Zhangjiajie West Railway Station and is introduced into Huaihua South Railway Station through Jishou City, Fenghuang County and Mayang County. With a design speed of 350km / h and a length of 247km, the total investment is estimated to be 38.2 billion yuan. Construction will start in December 2016 and is scheduled to be completed in 2021, which will solve the problem of high-speed railway in Jishou City.

Changyichang Railway, like Zhang Jihuai, is an important part of the Yu-Chang-Xia passageway. From Changde Station in Changde City, through Hanshou, Taojiang, Yiyang, Ningxiang to Changsha City. The design speed is 350km / h and the length is 157km. It is estimated that the total investment is 27.73 billion yuan. Construction will begin in June 2019. The section from Changsha to Yiyang will be opened to traffic ahead of schedule in 2021, and the whole line will be completed and opened to traffic in 2022.

After the two high-speed rail links between Zhang Jihuai and Chang Yichang, all 14 cities and states in Hunan Province will have access to high-speed rail, and Hunan Province will form a complete high-speed rail link.

In addition, Hunan will also strive to start construction of the Changgan Railway and the Shaoyong Railway within this year. The long-Jiangxi Railway starts from Changsha West High-speed Railway Station and ends in Ganzhou City, Jiangxi Province. The design speed is 350km / h and the Hunan section is 118km long, with an estimated investment of 25.59 billion yuan.

Shaoyong Railway is an important part of Huannan Corridor, which starts in Shaoyang City and ends in Yongzhou City. It has a design speed of 350km / h and a length of 98km, with an estimated investment of 14.5 billion yuan.

Promote industrial and urban development

Professor Zhu Xiang, counsellor of the Hunan provincial government and regional economist, said in an interview with the Financial Associated Press on August 30 that increasing the construction of high-speed rail and other transport infrastructure in Hunan will help form the development of many urban plates with Changsha as the core, and is also conducive to Hunan's construction machinery, rail transit and other industries.

"the total mileage of the national high-speed railway is more than 35000 kilometers, and the scale of construction is about 3000 kilometers a year, and the pulling effect of investment is still very great," Zhu Xiang told the Financial Associated Press.

He believes that in response to the impact of the epidemic, the state has proposed to make up for the shortcomings of infrastructure, and high-speed rail can play an important role in stabilizing investment and expanding domestic demand. "Rail transit is also part of the new infrastructure, and high-speed rail is also part of rail transit, including intra-city traffic and inter-city traffic."

He said: through the new infrastructure, Hunan should, on the basis of the good work previously done, bring together construction machinery, rail transit, machinery manufacturing, and related supporting industries, and even the service industry, to form a huge industrial cluster. This industry also belongs to the new infrastructure category.

"Zhuzhou is mainly rail transit, and at present it is a hundred billion industry, which can reach 2000 billion; Xiangtan is mainly mechanical and electrical manufacturing and related supporting facilities; in Changsha, apart from the construction machinery of Sany and Zoomlion, and the shield machines of Railway Construction heavy Industry are all leading in the country." Zhu Xiang said that Hunan traffic construction speed up, the construction of a bridge pier basically needs to be equipped with a crane, which will help to promote these advantageous industries to the world.

Zhu Xiang explained that Hunan connects the east to the west and connects the north and south, and the strategic positioning of "one belt, one department" contains huge traffic location advantages. The Hunan high-speed railway and Chongqing Changsha are both national "eight vertical and eight horizontal" channels, and their functions are similar to those of the Beijing-Guangzhou and Shanghai-Kunming high-speed railways at that time.

"an urban agglomeration is formed through encrypted rail transit, with Changsha, Zhuzhou and Xiangtan as the core, connecting Yueyang to the north, Chenzhou and Hengyang to the south, Yongzhou to the southwest, Huaihua to the west, and Yiyang, Changde and Zhangjiajie to the northwest, forming a large pattern."

He said that the continued construction of high-speed rail lines in Hunan will enable its provincial cities to better connect with the national high-speed rail network, thus promoting the economic and industrial development of more cities.

"Hunan forms the core of high-speed rail with Changsha, and there are several sub-cores, with Huaihua in the west, Changde in the north, Yueyang in the northeast and Chenzhou in the south."

He believes that the increase in the speed of transportation infrastructure will promote the connection between the four plates of Changsha, Zhuzhou and Xiangtan, around Dongting Lake, western Hunan and southern Hunan. The 450 billion yuan investment in transportation construction has four meanings for Hunan, "the first is to expand employment, the second is to increase domestic demand, the third is to form an effective urban agglomeration, and the fourth is to promote the overall development of the region."
