






SMM: with the two parties failing to agree on a new round of fiscal stimulus package, US President Trump issued an executive order on Saturday, announcing four anti-epidemic measures: extending unemployment benefits, delaying payroll tax, extending the ban on eviction, and extending the grace period for student loans.
However, apart from the fact that the market questioned the limited scale of the stimulus brought by the executive order, Democrats criticized Trump for issuing the executive order as suspected of being unconstitutional.
House Speaker Nancy Pelosi directly called Trump's executive order "absurdly unconstitutional" in an interview with the media on Sunday.
Commenting on the executive order, Pelosi said that although Trump will postpone payroll tax, "what he is doing is undermining Social Security and Medicare." In addition, instead of using money to improve welfare, Trump's executive order gives a complex formula that will take a while to put money in the pockets of the American people.
Senate Minority Leader Schumer declined to comment on the legality of Trump's executive order, saying the issue would be left to legal practitioners. But according to Schumer, the executive order doesn't work at all: if you use one word to describe Trump's executive order, it's "insignificant"; if you use three words to describe it, it's "unworkable, weak and too narrow."
Not only Democrats, but Republican Senator Ben Sasse said Trump's move was unconstitutional. Even when Obama was president, he did not have the power to unilaterally amend the moratorium on the repatriation of childhood arrivals (the DACA plan), so Trump did not have the power to unilaterally change the payroll tax law.
So far, the total number of novel coronavirus cases in the United States has exceeded 5 million, after a wave of work stoppages caused by a second outbreak in the southwestern United States is expected to exert great pressure on the US economy.
Initial data released last week showed that the number of first-time jobless claims in the United States in the week of August 1 was 1.186 million, which, although slightly lower than the previous figure, was more than 1 million for the 19th consecutive week. Analysts believe that the US economy has lost momentum in recent weeks after a strong rebound.
Just after the federal unemployment benefits expired at the end of July, negotiations between Democratic and Republican representatives on a new stimulus package broke down on Aug. 7.
Democrats cut the total value of a new stimulus package from $3 trillion to $2 trillion, but the White House still rejected the proposal. There are many differences between the two sides over school funding, financial assistance to state and local governments, and unemployment benefits.
