Decree No. 54 of Ministry of Industry and Information Technology of the people's Republic of China

The decision of the Ministry of Industry and Information Technology on revising the regulations on the Management of New Energy vehicle Manufacturing Enterprises and Product access has been examined and adopted at the 16th ministerial meeting of the Ministry of Industry and Information Technology on July 14, 2020, and is now promulgated and will enter into force as of September 1, 2020.

Decision of the Ministry of Industry and Information Technology on revising the regulations on the Management of New Energy vehicle production Enterprises and Product access

In order to better meet the needs of the development of China's new energy vehicle industry, the Ministry of Industry and Information Technology has decided to amend the regulations on the Management of New Energy vehicle production Enterprises and Product access (decree No. 39 of the Ministry of Industry and Information Technology) as follows:

1. Delete "design and development capability" in item (3) of Article 5.

2. the second paragraph of Article 22 shall be amended as "the competent departments of industry and information technology of provinces, autonomous regions and municipalities directly under the Central Government shall supervise and inspect the production and operation of the monitoring platform of new energy vehicle production enterprises within their respective administrative areas. If a new energy vehicle manufacturing enterprise is found to have major changes in the requirements listed in the requirements for access examination, major hidden dangers in production management, products that do not meet safety technical standards, or illegal acts, it shall be reported to the Ministry of Industry and Information Technology in a timely manner. "

Third, in the first paragraph of Article 23, the term "12 months" shall be amended to "24 months".

Article 28 shall be revised to read: "if a new energy vehicle manufacturing enterprise produces or sells new energy vehicle models that are not listed in the announcement of the Ministry of Industry and Information Technology without authorization, the Ministry of Industry and Information Technology shall punish them in accordance with the relevant provisions of the Road Traffic Safety Law of the people's Republic of China."

Articles 29, 30 and 31 shall be deleted.

6. amend the requirements for access examination of New Energy vehicle production Enterprises, access examination requirements of Enterprises affiliated to Enterprise groups, Application for access of New Energy vehicle production Enterprises, Table of main Technical parameters of New Energy vehicle products and Annual report of New Energy vehicles in the Annex to the regulations on the Administration of New Energy vehicle production and Product access (see Annex).

This decision shall enter into force as of September 1, 2020. The regulations on the Administration of New Energy vehicle production Enterprises and Product access shall be revised accordingly and re-promulgated in accordance with this decision.

Surcharges for 904L and 254 SMO fell 0.8% and 0.6% to $8,236.48/t and $8,914.62/t, respectively. These are alloy surcharges rather than full steel prices and reflect nickel, chromium and other alloy inputs as well as molybdenum.

Under the price-adjustment formula, 80% of the invoiced price is linked to the Argus 60% Mo ferromolybdenum ex-works India index. The tender also includes a quantity option of up to 25%. No award or transaction price has yet been disclosed.

USGS reported US molybdenum concentrate production of 3,390 tonnes of contained molybdenum in July 2026, down 2.6% MoM but up 6.3% YoY. Jan–Jul output totaled 24,330 tonnes, up about 4.2% based on monthly data. July shipments reached 3,730 tonnes, up 4.8% MoM and 17.7% YoY, while YTD shipments rose about 5.7% to 24,600 tonnes. Shipments exceeded monthly output by about 340 tonnes. USGS notes that shipments include domestic sales, exports and transfers to company plants, while some producer data are monthly estimates derived from quarterly or annual disclosures.
