SMM: recently, 11 departments, including Fujian Industry and Information Bureau and the National Development and Reform Commission, jointly issued a notice on "further accelerating the promotion and application of new energy vehicles and the high-quality development of the industry to promote the three-year action plan for the construction of" Electric Fujian "(2020-2022). Support enterprise R & D and innovation

Support the construction of R & D centers. We will support the construction of R & D platforms such as Ningde Energy Devices Innovation Laboratory, Xiamen Tungsten Industry High-end Energy Storage Materials National Local Joint Engineering Research Center, and Provincial Automobile Group Automotive Research Institute. New energy automobile enterprises in our province are encouraged to increase investment in R & D. the provincial finance gives 5 million yuan to the newly recognized national enterprise technology center, and the maximum subsidy to the newly recognized national engineering research center and state key laboratory is 10 million yuan. the relevant funds shall be implemented by the department directly recommended by the province in the budget of the department.

Speed up the development of new models. For new energy vehicle models (including expanded models) newly developed by new energy vehicle manufacturing enterprises in the province, passenger cars with sales volume of 500 or more, passenger vehicles or logistics special vehicles with a sales volume of 2000 or more within one year since obtaining the national "announcement" and "recommended catalogue", each model will be given an one-time new product development reward of 1 million yuan and 5 million yuan respectively. The newly developed intelligent vehicles have been certified by domestic authoritative testing institutions to reach the L4 level of self-driving new energy vehicles (including extended models). Each model that achieves mass production within one year from the date of identification will be given an one-time new product development reward of 1 million yuan.

Support enterprises to increase investment in research and development. We will strengthen the tackling and demonstration of key common technologies such as new generation power batteries, energy storage batteries, lightweight new materials and new charging piles, and the echelon and recycling of waste batteries. We will speed up the development of integrated applications of new energy vehicles and artificial intelligence, 5G, and the Internet of things, and support the construction of projects such as the test sections of Pingtan and Putian self-driving vehicles, and the cooperation of 5G intelligent network-connected vehicles and roads in Fuzhou Internet of things Industrial Base. We will promote the large-scale application of intelligent equipment in new energy vehicles. Enterprises that invest more than 10 million yuan in annual R & D funds shall adopt the method of "one matter, one discussion" and apply for sectional subsidies for R & D funds at any time. Enterprises with R & D investment of more than 100 million yuan (including) in the previous year shall be subsidized in advance according to the approved subsidy amount in the previous year, which shall be fully advanced by the provincial finance and allocated to the enterprise in a timely manner. After the approval (liquidation) documents are issued, the finance at the provincial, municipal and county levels shall be borne in accordance with the prescribed proportion, and the supporting financial subsidy funds for the city and county shall be allocated within a time limit.

Increase support for the use of new energy vehicles

Parking is convenient. New energy vehicles (except operating vehicles) are parked for the first time within 24 hours in public parking lots (sites) invested by the government, etc., free of charge for 2 hours (including) parking fees. Vehicles at the end of new energy mail (express) items that have been filed with the postal administration department shall be allowed to park temporarily in the designated area for no more than 30 minutes without affecting road traffic. In the planning, construction and renovation of new and old residential areas, temporary parking spaces for postal and express new energy vehicles will be increased.

No purchase restrictions, no traffic restrictions. Restrictions are imposed on the purchase of new energy vehicles, and there are no restrictions on trucks (except heavy trucks and dangerous goods transport vehicles) flying new energy vehicle license plates on urban roads.

High-speed discount. The provincial highway company shall give away the electronic label for the electronic toll collection of the new energy vehicles in the province, and enjoy the preferential passage fee in accordance with the relevant provisions.

I. General thinking

II. Main objectives

By 2022, a leading industrial innovation system and a sound policy guarantee system will be formed in the fields of new energy vehicles, power batteries, energy storage batteries, electric ships, new energy construction machinery and related supporting facilities.

III. Key tasks and policy measures

(1) to cultivate and strengthen leading enterprises

1. The whole vehicle aspect: make big passenger car, do excellent bus, do fine special-purpose car. Support Ningde SAIC to expand production and marketing scale; Jinlong bus continue to maintain production and marketing advantages, expand negative pressure ambulances and other emergency equipment; Hercynian heavy truck R & D and production of new energy trucks. Promote Southeast, Yundu, New Longma and New Foda Motors to speed up transformation and upgrading, introduce strategic investors, and optimize the ownership structure. Support Ningde SAIC, Longhai Jinlong, Minhou Qingkou, Sanming Puling and other automotive industrial parks to speed up the construction, through leading investment, industrial chain investment and other models to promote the concentration of high-quality production factors and comprehensively enhance the development level of the park. We will support the production enterprises of new energy vehicles (including special vehicles) in the province to become bigger and stronger, expand their scale, and continue to arrange special funds to support them.

two。 In terms of "three electricity": support the leading power battery enterprises to expand the scale of production and marketing and continue to maintain the leading technology of their products. By 2022, the province's power battery production capacity will exceed 150GWhh, ranking first in the world, driving the development of battery positive and negative electrode materials, diaphragms, electrolytes and other supporting industry chains. Support R & D and production of high-performance drive motors and electronic control systems for vehicles. Support the construction of lithium power new energy town, permanent magnet motor industrial park, rare earth intensive processing park and so on. The leading enterprises of new energy vehicles, "three electricity" system and other parts and components leading investment in the industrial chain of the park will be given support in terms of special funds for technological renovation, funds for technological renovation, and standardization construction of industrial (industrial) parks.

3. Energy storage: support the leading battery production enterprises in the province to enhance the R & D and manufacturing capacity of energy storage batteries, and the cost will be greatly reduced by energy storage technology innovation. Wind power and photovoltaic power stations are encouraged to be equipped with energy storage equipment to improve power quality. We will speed up the improvement of the policy system of the spot electricity market and auxiliary service market, and improve the trading mechanism of the electricity market. We will promote the construction of a number of landscape storage integration, optical storage and charging integration and energy storage power station projects, and vigorously promote the commercial application of energy storage. Specific support policies shall be formulated separately by the Provincial Development and Reform Commission in conjunction with relevant departments.

4. New energy equipment: support ships, construction machinery, agricultural machinery and other leading enterprises in the research and production of electric ships, new energy construction machinery and agricultural machinery and other new energy equipment. New energy equipment manufacturing enterprises driven by power batteries (with a single energy density of not less than 140wh / kg) shall be rewarded according to 10% of the amount of power batteries in the new energy equipment popularized and applied in the province, and the annual reward of a single enterprise shall not exceed 10 million yuan.

5. Carry out battery leasing business. We will support the establishment of battery leasing enterprises, carry out battery leasing and installment payments in the purchase and use of new energy vehicles and new energy equipment, and support the promotion of battery replacement leasing business for electric bicycles to expand the consumer market. The subsidy shall be granted according to 3% of the battery amount purchased by the battery leasing enterprise from the battery production enterprise, and the total amount of the three-year subsidy shall not exceed 90 million yuan.

6. Construct the recycling system of power battery. Support enterprises to carry out power battery recycling, echelon utilization and recycling. Encourage vehicles, power batteries, echelon utilization and dismantling recycling enterprises to build common recycling channels to promote the development of the whole value chain of power batteries. The relevant departments directly under the provincial government will make overall arrangements for the existing special funds to give key support to the research on battery recycling technology, the formulation of standards and the industrialization of echelon utilization and the industrialization of battery recycling.

We will increase loan support for small and medium-sized enterprises in the new energy automobile industry chain, and reasonably determine the level of loan interest rates. Local industrial equity investment funds and enterprise technological transformation investment funds at all levels will increase investment support to dominant leading enterprises and small giant enterprises. We will increase the promotion and application of new energy vehicles in the public domain, and support the creation of demonstration zones for the promotion and application of new energy vehicles in key areas such as scenic spots, factories, ports, logistics parks, and islands such as Meizhou. Each district, city and Pingtan comprehensive experimental area should build 3-5 demonstration zones according to its own reality.

Official vehicles: new and updated official vehicles are added or updated by party and government organs, institutions, and state-owned enterprises throughout the province, except for special cases such as work vehicles for physical security posts, emergency vehicles for handling emergencies, special professional and technical vehicles for law enforcement, and vehicles for law enforcement, all new energy vehicles are adopted, and the proportion of new energy vehicles for law enforcement vehicles should be increased year by year. Encourage the use of new energy vehicles for official rental vehicles.

two。 Other public domain vehicles: buses: all the new and updated buses in the province adopt new energy vehicles; promote the operation mode of new energy microcirculation buses; and promote the adoption of new energy vehicles for rural passenger transport in the province. When the government buys sanitation services, it takes the proportion of new energy sanitation vehicles as an evaluation factor to guide the sanitation market to give priority to new energy vehicles.

3. Private cars: encourage vehicle companies to carry out "trade-in" and other models to promote private users to buy new energy vehicles; encourage local governments to introduce policies and measures to support private users to buy and use new energy vehicles.

We will strengthen planning guidance, give priority to the annual land use plan indicators, incorporate independent centralized charging stations into the public facilities business network, and allow the use of temporary land for the construction of charging facilities.

two。 Speed up the construction of charging facilities in old residential areas. Combined with the renovation of old residential areas and urban renewal, we will guide the construction of charging facilities and support cooperation modes such as multi-car piling in residential areas and sharing of adjacent parking spaces. Under the premise of ensuring safety, for old residential areas where owners have charging needs and conditions for the construction of charging facilities, the electric power department should provide support for increasing capacity and expanding capacity, and property or other managers should actively guide and coordinate, and shall not obstruct the legal construction of charging facilities.

3. Increase the construction of charging facilities. Qualified party and government organs, institutions and state-owned enterprises should, in principle, build or entrust not less than 20% of the charging facilities. To promote the full coverage of charging facilities in the highway service area, the power company shall bear the responsibility of the main investor, and the highway management unit and the service area contractor shall be responsible for ensuring the site land and jointly ensuring the long-term safety and reliability of the high-speed charging station.

4. Strengthen the construction and management of the platform. Speed up the online operation of the provincial real-time supervision platform for new energy vehicles and the provincial charging facilities platform, conduct real-time monitoring of new energy vehicles and public charging piles in the public areas of the province, and provide high-quality convenient charging services (the operating expenses of mobile APP); are included in the special funds for the development of the provincial new energy vehicle industry; the resources of the provincial e-government cloud platform are provided free of charge by the Provincial Development and Reform Commission.

5. Rewards and subsidies for the construction of charging facilities. The policy of rewards and subsidies for charging infrastructure construction will be extended to 2022, with the implementation of regional differences in rewards and subsidies, and increasing subsidies for non-urban core areas. IV. Safeguard measures

(1) strengthen organizational leadership. The provincial joint conference on the promotion and application of new energy vehicles and industrial development will coordinate and guide the construction of electric Fujian in the whole province, and the joint conference office (provincial department of industry and information technology) will specifically undertake the promotion and coordination of the construction of electric Fujian.

(2) strengthen the implementation of responsibilities. All provincial units should, according to their own functions, formulate specific implementation plans, refine policies and measures, and strengthen the coordination of departments to form a joint force. Each district, city and Pingtan comprehensive experimental area should implement the responsibility of the main body of the territory, and study and formulate specific implementation plans and policies and measures in the light of local conditions, so as to ensure that various tasks are implemented in place.

(3) to carry out target assessment. The promotion and application of new energy vehicles, new energy equipment and energy storage in Pingtan comprehensive experimental zone, the demonstration area for the promotion and application of new energy vehicles and the construction of charging infrastructure will be included in the scope of performance evaluation, energy conservation, emission reduction and ecological environmental protection assessment, scientifically formulate assessment indicators, and report progress on a regular basis.
