Notice on soliciting practical Technology of Technical Specification for pollution Control of Aluminum Ash and Secondary Aluminum Ash

The second consultation of the National Hazardous waste list (revised version) has been completed and is about to enter the release process. According to the National Hazardous waste list (revised version) (the second draft for soliciting opinions), the salt slag and aluminum ash produced in the process of aluminum recovery will be classified as hazardous waste. In order to prevent environmental risks and environmental violations, entrusted by the Ministry of Ecological Environment, together with the Chinese Academy of Environmental Sciences and the solid waste and Chemicals Management Center of the Ministry of Ecological Environment, I will carry out the compilation of technical specifications for pollution control of typical solid waste in the aluminum industry, and propose to exempt aluminum ash and secondary aluminum ash in the process of metal extraction and utilization in the shortest possible time and be adopted by the Ministry of Ecological Environment. In other words, the process of metal aluminum recovery for aluminum ash and secondary aluminum ash is not managed as hazardous waste, and enterprises do not need to apply for hazardous waste operation license.

Although the process of aluminum recovery from aluminum ash and secondary aluminum ash is not managed as hazardous waste, the residual ash (secondary aluminum ash) after aluminum extraction is still hazardous waste. The residue ash usually contains very valuable non-metallurgical grade alumina, which is the best material for refractories, cement building materials and ceramic products to replace the original mineral materials. As long as we choose the environment-friendly technology which is economically feasible and controllable to prevent and control pollutants, we can completely expand its legal direction of resource utilization.

At present, we are paying close attention to the compilation of technical specifications for pollution control of aluminum slag, and in order to cover the technological plan of resource utilization of aluminum ash residue as far as possible, all ash-producing units, re-extraction units and residual ash resource utilization units are requested to report your qualified process and technical plan to our association, and I will bring them into the aluminum slag pollution control technical specification research system together with relevant institutions after environmental risk assessment.

I. Technical conditions for reporting

(1) economical and feasible, which means that the products that use this technology to process aluminum ash residues are valuable and can achieve economic scale.

(2) there is market demand, which means that the products obtained by using this technology to process aluminum ash residues have market demand, have quality control standards, and meet national or internationally recognized norms / standards.

(3) environmentally sound, refers to the use of this process to process aluminum ash residues and the resulting products, will not lead to adverse environmental or human health effects.

For those units that meet the above conditions, please fill in the attached table and report.
