The "circular" requires that local ecological and environmental departments at all levels, public security organs, and procuratorial organs should cooperate closely, highlight key industries, key areas, and key environmental crimes, seriously touch and arrange, and find clues to environmental violations and crimes in a timely manner; focus on supervision, promptly investigate and deal with environmental illegal acts of enterprises involving hazardous wastes, and carry out precise crackdowns on major and important cases. It is necessary to review the outstanding problems found in complaints, reports, letters and visits, administrative punishment cases, and special treatment of hazardous waste, increase the use of remote law enforcement means, strengthen the monitoring of network information platforms, deeply dig and severely punish a number of major cases of environmental crimes involving hazardous waste, eradicate the chain of illegal collection, utilization, dumping, and disposal of hazardous waste, and severely crack down on the arrogance of criminals. The "12369" and other reporting hotlines in various places will unblock the reporting channels for the illegal discharge, dumping and disposal of hazardous waste, reward the reporting of ecological and environmental violations, and give heavy rewards to the internal informed personnel, in the hope that the broad masses of the people will participate together and actively provide clues to break the law and commit a crime.
