The total amount control index of rare earth tungsten mining in 2020 has been issued! In order to protect and rationally develop superior mineral resources, in accordance with the relevant regulations on the management of specific types of protective mining, the total amount of rare earth and tungsten mines will continue to be controlled in 2020. The Ministry of Natural Resources and the Ministry of Industry and Information Technology issued a notice on the 15th on the total amount control index of rare earth tungsten mining in 2020.

SMM: in order to protect and reasonably develop superior mineral resources, in accordance with the relevant regulations on the management of specific types of protective mining, the Ministry of Natural Resources and the Ministry of Industry and Information Technology issued a circular on the total amount control index of rare earth and tungsten mining in 2020. The details are as follows:

Departments in charge of natural resources, industry and informatization in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu, Xinjiang and other provinces (autonomous regions):

In order to protect and rationally develop superior mineral resources, in accordance with the relevant regulations on the management of specific types of protective mining, the total amount of rare earth and tungsten mines will continue to be controlled in 2020. After study, the total amount control index of mining in 2020 has been determined, and the relevant matters are now notified as follows.

1. The total mining index of rare earth mines (the same as REO,) is 140000 tons, including 120850 tons of rock-type rare earth deposits (mainly light rare earths) and 19150 tons of ionic rare earth deposits (mainly medium and heavy rare earths). The total mining volume control index of the national tungsten concentrate (65% tungsten trioxide content, the same below) is 105000 tons, of which the main mining index is 78150 tons and the comprehensive utilization index is 26850 tons. All the above indicators include the first batch of indicators issued by the Ministry of Industry and Information Technology of the Ministry of Natural Resources on the first batch of rare earth tungsten mining total control indicators (Natural Resources Development (2020) No. 33). The specific distribution of the total amount control index of rare earth ore and tungsten mining in different provinces (autonomous regions) is shown in the attachment.

2. The relevant provincial departments in charge of natural resources, industry and information technology should, in strict accordance with the regulations, conscientiously do a good job in decomposing and issuing indicators, and decompose and issue indicators to cities, counties or enterprises within 20 working days after the notice is issued. The total amount control index of rare earth mining should be centrally issued to 6 mining enterprises under the rare earth group. After decomposing and issuing the total quantity control index of rare earth ore and tungsten mining, the competent department of natural resources at the provincial level shall organize the department in charge of natural resources at the city and county level where the mine is located to sign a letter of responsibility with the mining enterprise to clarify the rights, obligations and liability for breach of contract.

III. Local natural resources departments at all levels shall organize mining rights holders to conscientiously implement the monthly report of rare earth mines and the quarterly report system of tungsten mines, and carry out online direct reports in a timely, accurate and standardized manner. Measures should be taken to earnestly strengthen the verification and inspection of the implementation of indicators of rare earth and tungsten mines, and problems encountered in the work should be reported in a timely manner.

Fourth, the local departments in charge of natural resources at all levels and the departments in charge of industry and information should strengthen communication and coordination, cooperate closely, share information, and jointly do a good job in the supervision and management of the indicators for the total amount control of rare earth and tungsten mining.
