Shandong puts forward guidance on unorganized emission control one by one for 18 key industries, including non-ferrous industries.

SMM News: recently, the Department of Ecological Environment of Shandong Province issued the "guidance on sub-industry management and control of unorganized emissions of industrial enterprises in Shandong Province" to strengthen the in-depth management of unorganized emissions of industrial enterprises. The guidance puts forward guidance on the management and control of unorganized emissions one by one for 18 key industries, such as iron and steel, building materials, non-ferrous power, thermal power and foundry, so as to improve the level of fine management of unorganized emissions and help win the blue sky defense war.

The guidance is clear: pulverized coal and other powdery materials are transported in closed ways such as tubular belt conveyors; sand and gravel, such as bulk, granular or sticky wet materials are transported in closed ways such as belt corridors or tightly covered; volatile organic liquids are loaded with top immersion or bottom loading, and splashing is strictly prohibited, and vehicles transporting related products are equipped with oil and gas recovery interface. In the process of material storage and transportation, pulverized coal and other powdered materials are sealed by silo and transported by tubular belt conveyor; bulk, granular or viscous wet materials such as sand and gravel are stored in closed silos and closed sheds, and spraying devices are arranged in the closed shed and open yard, and the spraying area covers the whole pile. The feeding port of bulk, granular or viscous wet materials is set in a closed shed and transported by means of tubular belt conveyor; (VOCs) materials containing volatile organic compounds are stored in closed containers, packaging bags, high-efficiency sealed tanks, closed warehouses, silos, etc., conveyed by closed pipes or closed containers, tankers, etc.

The production link, production equipment and waste gas collection and treatment facilities operate synchronously. When the waste gas collection and treatment facilities break down or are overhauled, stop running the corresponding production equipment and put it into use after the maintenance is completed. In the plant sewage collection, transportation, treatment, sludge generation, temporary storage, disposal, hazardous waste temporary storage and other areas that produce VOCs or malodorous gases are covered or closed and collected and treated.

The guidance is applicable to iron and steel, building materials, non-ferrous, thermal power, casting, carbon, petrochemical, chemical, coal chemical (including coking), pharmaceutical, mining, furniture manufacturing (including wood manufacturing), chemical fertilizer, oil storage, transportation and marketing, machinery manufacturing, surface painting, packaging printing and hazardous waste treatment and other industries. In view of each unorganized emission link, formulate an in-depth treatment plan of "one plant, one policy". Record the operation, maintenance, overhaul and recovery of materials containing VOCs, etc., with a record retention period of not less than 3 years.
