Maximum reward 10 million Sichuan 18 measures to support the development of new energy vehicles

SMM: recently, the Sichuan Economic and Information Office issued a request for "Sichuan Province to support the development of new energy and smart car industry policies and measures (draft)", put forward 18 policies to support the development of new energy and smart car industry.

Sichuan Province gives 1 million yuan to each model after the annual sales of new energy models newly developed by enterprises in the province reach a certain level, as well as a one-time reward of 0.5% of sales. Hydrogen fuel cell products are rewarded to development units and user units in a certain proportion according to the unit price of complete sets of equipment and individual equipment and the actual total sales volume, with a maximum of 5 million. Projects that have made major technological breakthroughs will be rewarded with 30% of the actual investment, and a one-time special subsidy of 10 million yuan will be given to the newly identified provincial manufacturing innovation centers.

Sichuan Province will give a one-time reward of 0.5% of sales to those whose annual sales of new energy passenger cars, trucks and passenger cars reach 10000, 5000 and 3000, and the annual sales increase by more than 10% compared with the same period last year, and the maximum reward for individual enterprises will be no more than 10 million yuan.

Power battery enterprises whose annual supply volume reaches 5GWh for the first time shall be given a one-time reward of no more than 10 million yuan, while hydrogen fuel cell enterprises shall be given a one-time reward of no more than 5 million yuan if the annual supply volume reaches 10MW for the first time. In the next year after the enterprise receives the award, the annual supply volume of power cell and hydrogen fuel cell enterprises will be increased by 20% compared with the same period last year, with a one-time reward of no more than 2 million yuan and 1 million yuan respectively.

In the field of public transport and logistics and transport, Sichuan Province proposes to give priority to new energy vehicles for all new models, and at the same time make every effort to promote the electrification of public transportation. In principle, all new and updated buses in Chengdu in 2021 will be new energy vehicles. In 2022, all new and updated buses in cities where the city (state) government is located and counties (cities, districts) with conditions are all new energy vehicles.

Some policies and measures of Sichuan Province to support the Development of New Energy and Intelligent Automobile Industry (draft for soliciting opinions)

In order to comply with the general trend of structural adjustment and transformation and upgrading of the automobile industry at home and abroad, to deal with the impact of Xinguan pneumonia on the automobile industry, to support the development of new energy and intelligent automobile industry in our province, and to enhance the ability of R & D, innovation and industrialization, to improve the infrastructure system, strengthen the promotion and application, and effectively promote the high-quality development of the industry, the following policies and measures are formulated.

Article 1 encourage the research and development of advanced new products, and for the new energy passenger cars, trucks and hydrogen fuel cell vehicles newly developed by enterprises in the province, enter the newly released models in the catalogue of recommended models for the Promotion and Application of New Energy vehicles issued by the Ministry of Industry and Information Technology, and the sales volume reaches 1000, 200,500,50 respectively within one year after entering the catalogue, each model shall be given a one-time reward of 1 million yuan to the development and production enterprises. Article 2 hydrogen fuel cell products shall be included in the support scope of the first (set) of major technical equipment in Sichuan Province, and the research and development units and user units shall be rewarded according to a certain proportion according to the unit price and the actual total sales of complete sets of equipment and individual equipment, the maximum shall not exceed 5 million yuan. Article 3 R & D projects in the new energy and intelligent automobile industry that have made major technological breakthroughs shall be rewarded no more than 30% according to the actual investment of the undertaking unit to the project, and the maximum award for a single project shall not exceed 5 million yuan. Article 4 to support the construction of innovation platforms in the field of new energy and intelligent vehicles, special awards and subsidies shall be given to newly approved national manufacturing innovation centers according to a certain proportion of the funds supported by the state for construction, a one-time special subsidy of 10 million yuan shall be given to the newly recognized provincial manufacturing innovation centers. Article 5 support the city (state) to speed up the construction of road motor vehicle product access inspection and inspection institutions, and give a one-time reward of 5 million yuan to the city (state) where the institution has successfully obtained the qualification of the national product quality supervision and inspection center. Article 6 the provincial science and technology plan shall coordinate the implementation of major science and technology projects on hydrogen energy and intelligent vehicles, and encourage hydrogen fuel cell R & D and production enterprises, vehicle manufacturing enterprises and scientific research institutes in the province to tackle key technical problems, support technological breakthroughs in hydrogen fuel cell systems, hydrogen production from electrolytic water, key components of hydrogen energy equipment and self-driving systems, human-computer interaction systems, vehicle networking, and vehicle-road coordination. Article 7 support the construction of a leading intelligent network automobile test field in China, and give certain financial support to projects with large investment and strong industry drive according to the investment of corresponding testing equipment. Support the infrastructure construction and technical transformation of vehicle-road coordination. Article 8 to support complete vehicle enterprises in the province to improve product quality and expand sales, and for those whose annual sales of new energy passenger vehicles, trucks and buses reach 10000, 5000 and 3000, and the annual sales increase by more than 10% over the same period last year, a one-time reward of 0.5% of sales shall be given, and the maximum reward of a single enterprise shall not exceed 10 million yuan. Article 10 with regard to the international well-known enterprises related to the new energy and intelligent automobile industry newly established in our province, the top 10 domestic enterprises of complete vehicles, and the top 10 enterprises of key parts (batteries, motors, electric controls, vehicle sensors, vehicle chips, etc.), major projects in the field of new energy and intelligent vehicles invested and built in Sichuan will be brought into the management of key projects in the province, and key support will be given in terms of land use indicators. Article 11 to encourage the application of new energy vehicles in the fields of highway passenger transport, rental, sanitation, postal express delivery, urban logistics and distribution, airports and ports, the party and government organs shall give priority to the use of new energy vehicles except in special circumstances. Make every effort to promote the electrification of public transportation (hydrogen-containing fuel cell vehicles), encourage the renewal or addition of urban buses to adopt new energy vehicles, and do not set unfair restrictions when inviting tenders for procurement. Encourage and guide all states to use fuel retrograde funds for the operation and development of new energy buses, and actively support new energy vehicles produced by enterprises in the province to enter the announcement of up-to-standard models of road transport vehicles of the Ministry of Transport. In 2021, the new and updated buses in Chengdu are all new energy vehicles in principle. In 2022, all cities (states) where the government is located and qualified counties (cities, districts) new and updated buses are all new energy vehicles. Article 12 cities (states) and counties (cities and districts) with conditions shall be supported to carry out hydrogen fuel cell vehicle demonstration in public transport, logistics and other fields, and certain financial support shall be given according to the scale and effect of the demonstration. Article 13 A subsidy of no more than 2 million yuan shall be given to the holding of influential exhibitions, product competitions, industrial conferences and other activities related to the new energy and intelligent automobile industry approved by the competent industrial departments at the provincial level. Article 14 in the light of market conditions, timely introduce specific measures to carry out activities such as trade-in of clunkers, going to the countryside and purchasing concessions, so as to strengthen the promotion and application of new energy vehicles. Article 15 within the scope of the province, public parking lots (sites) invested by the government or government platform companies shall be free of charge for parking new energy vehicles within 2 hours, and the parking fee for more than 2 hours shall be halved. For trucks with new energy vehicle license plates (except heavy trucks and dangerous goods transport vehicles), there are no or less traffic restrictions on urban roads. Article 16 the charging infrastructure and the construction land for hydrogen filling stations shall be incorporated into the land and spatial planning as a whole, and support shall be given in terms of land use indicators. If charging facilities are installed in existing parking spaces, there is no need to apply for construction land planning permission or construction project planning permission. The expressway service areas that have been completed and put into operation shall be built in accordance with the planning requirements, and if the new construction land and construction scale are not involved, there is no need to apply for construction land planning permission or construction project planning permission. The proportion of new and existing parking lots planned and constructed by state organs, other public institutions and state-owned enterprises with charging facilities (or reserved conditions for construction and installation) shall not be less than 10%. Article 17 the power consumption of operational centralized recharging facilities that directly report installation and connection to power grid operating enterprises shall be carried out uniformly in accordance with the electricity consumption price of large industry and shall be exempted from basic electricity charges. Fully liberalize the charging service charge and form the charging service price through market competition. Article 18 on the premise of being in line with the overall layout of the municipal (state) government, after the completion and acceptance of new energy vehicle charging stations and public purpose charging piles with a total installed power of more than 600KW, each city (state) may give a one-time reward according to a certain proportion of the purchase amount of the main charging facilities installed (excluding land fees). This policy shall enter into force from the date of issuance and shall be valid until June 30, 2023. The responsible unit shall be responsible for explaining and promoting the implementation of each specific policy. Each year, a single enterprise may declare no more than 2 of the above-mentioned capital policies. During the implementation of the policy, such as national policy and other factors change, our province will timely adjust the relevant provisions of the policy. As otherwise provided for in national policy, it shall be followed by its provisions.
