SMM7 March 1: a few days ago, the National Development and Reform Commission issued a notice to extend the phased policy to reduce the cost of electricity consumption of enterprises until the end of this year, promoting the reduction of production and operating costs of enterprises. From July 1 to December 31, 2020, we will continue to reduce the electricity cost of general industrial and commercial and other electricity prices and large industrial electricity prices, except for users in high energy-consuming industries. When calculating and charging the electricity charges of the above-mentioned power users (including those who have participated in market transactions), power grid enterprises shall uniformly continue to settle at 95% of the original to-home electricity price level.

Among them, the development and reform departments of various localities are fully aware of the importance of promoting the reduction of production and operating costs of enterprises to protect employment and people's livelihood under the current situation, and guide power grid enterprises to seriously implement the policy of prolonging the stage and reducing the cost of enterprise electricity consumption, ensure the smooth implementation of the policy, and do a good job in policy interpretation; Actively cooperate with local market regulatory departments, innovate ways and methods, and earnestly strengthen the supervision of charging behavior in commercial complexes, industrial parks, office buildings and other power transfer links, so as to ensure that electricity price dividends are transmitted to end users in time and in full, so as to increase the sense of achievement of enterprises.

According to SMM, the overall operating rate of electrolytic manganese manufacturers in the manganese triangle (Hunan, Chongqing and Guizhou) and Guangxi remained stable in the first half of 2020, and electricity prices changed little in some areas. in addition, some manganese triangle areas received information about preferential adjustment of electricity prices, which was more beneficial to the start of later production, but in summer, due to the influence of high temperature and the off-season of the terminal market in the middle of the year, the demand area gradually decreased, and the manganese price fell more. Therefore, the serious cost upside down does not rule out the possibility that some manufacturers will cut back and stop production in July and August.
