The transition period of the sixth national emission standard in Beijing will be extended to January 1, 2021.

SMM: on June 30th, it is understood that the Beijing Municipal Bureau of Ecological Environment and the Public Security and Traffic Administration of the Beijing Municipal Public Security Bureau recently issued a circular on adjusting and implementing the relevant requirements for the number of particulates in the national 6b emission standard for light gasoline vehicles.

The circular pointed out that with the approval of the Beijing Municipal Government, Beijing has implemented the national 6b emission standard for new light-duty gasoline vehicles since January 1, 2020. In accordance with the relevant provisions of the "notice on adjusting the relevant requirements for the implementation of National VI Emission Standards for Light vehicles" jointly issued by the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Commerce and the General Administration of Customs (announcement No. 28 of 2020), Beijing will continue to implement the national 6b emission standards for light gasoline vehicles. The implementation requirements of particulate matter quantity limit (hereinafter referred to as "PN limit") in the national 6b emission standard for light gasoline vehicles are adjusted. The specific adjustments are as follows:

1. The implementation date of the PN limit of the national 6b emission standard light gasoline vehicles produced and imported in Beijing will be adjusted from July 1, 2020 to January 1, 2021. Since January 1, 2021, the PN limit of light gasoline vehicles manufactured, imported and registered in Beijing shall meet the requirement of 6.0x1011 units / km.

2. Beijing Municipality shall set up a three-month transitional period for registration. For those vehicles that have been purchased before December 31, 2020 (subject to the date of the invoice of car purchase) and have been transferred from other provinces and cities to Beijing (based on the date of transfer registration of motor vehicle registration certificate, and without paper registration certificate, the time of transfer registration of the public security department system shall prevail) the national 6b emission standard vehicles with a PN limit of 6.0x 1012 / km can continue to go through the formalities of vehicle registration before March 31st, 2021. It will not be handled after the expiration of the time limit.

3. Other regulations except PN limits shall still be implemented in accordance with the requirements of the Circular on the early implementation of the sixth National Motor vehicle Emission Standard in Beijing (Jinghuanfa (2019) No. 15).
