SMM5 March 28: the car market fell into a "cold winter" in 2019, and a global epidemic made the car market "carry a heavy load". At present, the domestic epidemic has been brought under control, and more overseas countries are relaxing epidemic prevention and control measures and restarting their economies one after another, and according to data, automobile production and sales from January to April are 5.596 million and 5.761 million, down 33.4% and 31.1% from the same period last year. Compared with January-March, the decline narrowed by 11.8 percentage points and 11.3 percentage points.

In order to deal with the heavy blow caused by the epidemic, the state has vigorously introduced relevant stimulus policies to encourage car consumption, and the industry's expected postponement of the six standards has finally landed.

Eleven departments, including the National Development and Reform Commission, jointly issued the Circular on several measures to stabilize and expand Automobile consumption, announcing the postponement of the implementation of the sixth national standard. The main contents include the following three aspects: first, from July 1, 2020, the national sixth emission standard for light vehicles will be implemented nationwide, and the production country five emission standards for light vehicles will be banned, and imported light vehicles should meet the national sixth emission standards.

Second, the cut-off date of the transition period of the national six emission standard particulate matter quantity (PN limit) for light vehicles is adjusted from July 1, 2020 to January 1, 2021. The cut-off date of the transition period will be adjusted from July 1, 2020 to January 1, 2021. From January 1st, 2021, the PN limits of all light vehicles produced and imported according to the national sixth emission standard shall meet the requirements of 6.0x1011 / km.

Automobile manufacturing and import enterprises, as the main body of responsibility for the consistent management of environmental protection production, shall, in accordance with the Air pollution Prevention and Control Law of the people's Republic of China and relevant regulations, before the products leave the factory or the goods enter the country, the vehicle emission inspection information and pollution control technical information shall be made public to ensure that the actual production and imported vehicles meet the emission standards.

Various localities have also introduced measures to promote automobile consumption. For example, Shanghai pointed out that if automobile sales enterprises registered in this city buy new fuel vehicles that meet the requirements of the national six emission standards, and go through the procedures for vehicle pai registration with the city's public security department, the city gives a financial subsidy of 4000 yuan to each car. Jiangmen City buys more than 150000 yuan of "national sixth" standard passenger cars, and each car is given a financial subsidy of 2000 yuan. Guangzhou said that car sales enterprises registered in our city will be given a subsidy of 3000 yuan each for the purchase of "national sixth" standard new cars.

Ning Jizhe, vice minister of the National Development and Reform Commission, said that in the next step, more measures will be taken to promote the recovery of consumption, further promote the optimization and upgrading of automobile consumption and the circulation of used cars, and implement fiscal and tax support policies related to the purchase of new energy vehicles to make it convenient for residents. At the same time, it is necessary to comply with the trend of upgrading residents' consumption, strengthen the construction and supervision of brands, quality, standards and quality of commodities, and constantly improve the consumption environment and consumption level of residents.

The advantages brought about by the delay in the sixth national emission standard policy are mainly in the following aspects:

On the one hand, due to the impact of the epidemic on car consumption, most car companies have accumulated inventory of cars related to the national five standards. The delay in the policy of the sixth national emission standard can reduce the inventory pressure of car companies and stimulate the recovery of car sales.

On the other hand, according to the sixth national emission standards, second-hand cars and new cars transferred from other places are required to comply with the sixth national standards, while second-hand cars transferred locally will not be affected. The postponement of the implementation time of the sixth year has extended the transfer of second-hand cars to this city for half a year, which makes the trading conditions of the used car industry more relaxed in the past six months.
