SMM5 March 28: recently, the Development and Reform Commission of Fujian Province announced the energy saving review opinion on the supporting project of stainless steel cold rolling and deep processing of Fu'an Qingtuo Cold Rolling Technology Co., Ltd., the project is scheduled to be completed and put into production in October 2023.

According to SMM, the stainless steel cold rolling and deep processing supporting project of Fu'an Qingtuo Cold Rolling Technology Co., Ltd. is divided into two phases, each phase is 300000 tons, the first and second phases are equipped with a 850mm seven continuous rolling production line and a 20-high precision 850mm single reversing mill, as well as supporting continuous annealing line and other equipment, resulting in a production capacity of 600000 tons.

Report to "Fu'an Qingtuo Cold Rolling Technology Co., Ltd.'s request for energy saving examination of stainless steel cold rolling and deep processing supporting projects" (Qingtuofa word (2020) No. 4) and related attachments have been received. According to the relevant provisions such as the measures for the examination of Energy Saving of fixed assets Investment projects (National Development and Reform Commission No. 44) and the measures for the implementation of Energy Conservation examination of fixed assets Investment projects of Fujian Province (Fujian Energy Saving Office (2018) No. 1), the specific comments are as follows:

1. Agree with your energy saving report on applying for supporting project of stainless steel cold rolling and deep processing (project code: 2019mur350981Muo31Muo044893) in principle.

Second, after the project is completed and put into operation, the main types of energy consumption are electricity, natural gas, compressed air, new water and hydrogen-nitrogen mixture. The annual comprehensive energy consumption is 80010.94 tons of standard coal (equivalent value) and 112991.25 tons of standard coal (equivalent value).

Third, the project is scheduled to be completed and put into operation in October 2023, and the new energy consumption of the project will be included in the statistical scope of energy consumption in Ningde during the 14th five-year Plan period, which will have a certain impact on the "double control" of the total amount and intensity of energy consumption in Ningde during the 14th five-year Plan. Before the project is put into production, the energy consumption of the project shall not be added during the 13th five-year Plan period (2020), which shall not affect the achievement of the energy consumption "double control" target set by our province during the 13th five-year Plan. It is suggested that the energy conservation departments of Ningde City and Fu'an Municipal Government should strengthen the supervision and management of new projects within their jurisdiction, strictly control high energy consumption projects, and introduce more low energy consumption and high value-added projects.

4. Please strictly implement the measures mentioned in the energy-saving report of the project, carry out specific design and construction in strict accordance with the relevant energy-saving standards and norms of the state and our province, and actively adopt new energy-saving technologies, facilities and equipment, select the energy-saving products in the national recommended catalogue. At the same time, further optimize and refine energy-saving measures, increase the recovery and utilization of heat generated by related processes and equipment in the production process, and reduce energy consumption as much as possible. Strengthen energy conservation management, establish and improve the energy management system, build an online energy consumption monitoring system and make it operate effectively.

5. if there is a major change in the project construction content, energy use technology, energy efficiency level, etc., or if the annual comprehensive energy consumption exceeds 10% or more of the value determined by this review opinion, your company shall submit an application for change to our committee before starting the construction. Before the project is completed and put into production and use, your company shall check and accept the implementation of the energy conservation review opinions on its own, and form a report on the acceptance results. Our committee will entrust energy-saving professional and technical institutions to examine and verify the acceptance report and carry out on-site spot checks as appropriate. Projects that have not formed an acceptance report shall not be put into production or use.

6. The energy conservation departments and development and reform departments of Ningde City and Fu'an Municipal Government are requested to effectively supervise and inspect the construction, operation and management of the project according to the opinions of this examination. Our committee will follow up and inspect the implementation of the energy conservation review opinions of the project in due course.

7. This review opinion shall be valid for 2 years from the date of issuance.
