Deputy Zhang Xiaorong believes that at present, domestic battery production enterprises and new energy vehicle enterprises lack a unified plan for the recycling of power batteries that exceed the warranty period, and there is a gap in funds for the development of the lithium battery industry. technology and infrastructure construction are relatively weak.

SMM5: with the rapid development of new energy industry, the use of new energy batteries is more and more widely used in various fields. Due to the slow development of the consumer market of new energy vehicles, the market for energy storage applications of new energy batteries has been gradually opened.

Deputy Zhang Xiaorong suggested that support be further increased at the national level. First, the state has issued relevant policies to further support the lithium battery energy storage market, encouraging existing power stations to build energy storage power stations of not less than 5% of the total installed capacity every year, and configuring energy storage power station systems for new wind and photovoltaic power stations according to a certain proportion of the total installed capacity, increase the proportion of new energy power access to the power grid, and speed up the demonstration and application of energy storage promotion. The second is to open up the energy storage markets of countries related to the Belt and Road Initiative and further promote international energy cooperation. The third is to speed up the construction of the overall recycling system of the industrial chain, the state issued relevant standards, the specification requires power batteries to adopt standard versatility and easy to disassemble structure, and in accordance with the national unified coding standards for cascade use of battery coding and labeling. Fourth, taking the construction of a clean energy demonstration province in Qinghai and the establishment of a 100 billion yuan lithium battery industry base in Xining as an opportunity, it is proposed to set up an industrial development fund to support the research and development of key technologies, supporting infrastructure in the park, and supporting the development of enterprises.

Zhang Xiaorong, deputy to the National people's Congress and mayor of Xining, Qinghai, suggested: increase investment in the western region and further speed up the construction of major infrastructure projects and livelihood projects in the western region, so that people in the western region can enjoy balanced public services; speed up the preliminary work of the railway from Xining to Yushu to Changdu to support the construction of the Belt and Road Initiative. We will further support national logistics hubs such as Xining and Lanzhou, and strengthen the infrastructure construction of major passenger and freight hubs.

First Atlantic Raises C$6.16 Million to Accelerate Exploration and Development at Pipestone XL Nickel-Cobalt Project

According to First Atlantic Nickel & Cobalt on September 18, the company has completed a non-brokered private placement without warrants, raising approximately C$6.16 million. The proceeds will mainly be used to advance drilling, metallurgical testing, road construction and exploration access at the Pipestone XL nickel-cobalt project in Newfoundland, Canada. The company also plans to accelerate systematic exploration along an approximately 30-kilometre mineralized trend, including priority targets such as RPM and Alloy Max. Pipestone XL is characterized by naturally occurring nickel-iron-cobalt alloy mineralization known as awaruite. Previous testing by the company showed high-grade alloy concentrates averaging around 67.4% nickel, with cobalt grades in some samples reaching up to approximately 1.76%. First Atlantic said this style of mineralization may allow for a relatively simplified processing route with less dependence on conventional smelting, roasting or HPAL. The financing will support further resource validation and technical development, although the project remains at the exploration and process-testing stage.

Cosmo Chemical Signs Battery Recycling Tolling Agreement with FINO to Produce Recycled Cobalt Sulfate

According to overseas media reports on September 18, South Korea’s Cosmo Chemical has signed a battery recycling tolling agreement with precursor manufacturer FINO. Under the agreement, Cosmo Chemical will receive pre-treated battery black mass from Europe and process it using its hydrometallurgical technology to produce cobalt sulfate, nickel sulfate and lithium carbonate. The recovered materials will then be supplied to FINO. Cobalt sulfate and nickel sulfate will be reused as precursor feedstock, while lithium carbonate will be used in cathode material production. The cooperation is expected to establish a closed-loop supply chain linking European battery recycling and pre-treatment with hydrometallurgical refining in South Korea and the reuse of recovered materials in battery production. FINO’s shareholders include CNGR and Samsung SDI. The partnership is expected to strengthen the flow of recycled battery materials between Europe and Asia and increase the use of recycled cobalt and nickel in the battery supply chain.
