Pesticide manufacturing: level A encourages independent emission reduction measures in the light of reality. Paint manufacturing: class A encourages us to take independent emission reduction measures in the light of reality. The production of VOCs discharge processes related to class B and C batching, premixing, dispersion, blending, melting, mixing, filtration, adjustment and filling shall be suspended, and the use of heavy goods vehicles (including gas) below No. 4 shall be prohibited for material transportation.

Ink manufacturing: class A encourages the combination of reality, independent emission reduction measures. The production of VOCs discharge processes related to grade B and C batching, melting, mixing, grinding, adjustment, filling and packaging shall be suspended, and the use of heavy goods vehicles (including gas) below No. 4 shall be prohibited for material transportation.

Furniture manufacturing: VOCs discharge processes related to sizing, painting, drying / drying are suspended, and the use of heavy-duty vehicles (including gas) below the fourth grade is prohibited for material transportation.

Packaging printing (except for digital printing and other production processes without VOCs emissions): ink enterprises stop production of VOCs emission processes such as ink supply, coating, printing, coating, laminating, polishing, cleaning, etc., and prohibit the use of heavy-duty vehicles under the fourth grade.

(including gas) for material transportation. Wood-based panels: sizing, prepressing, hot pressing, drying and other VOCs discharge processes stop production, forbid the use of heavy-duty vehicles (including gas) for material transportation.

Rubber products manufacturing: rubber refining, Calendering, bonding, molding, vulcanization and other VOCs discharge processes are suspended, and the use of heavy-duty vehicles (including gas) below No. 4 is prohibited for material transportation.

Industrial painting: VOCs emission processes related to painting, drying / drying are suspended, and the use of heavy-duty vehicles (including gas) below No. 4 is prohibited for material transportation.

Industrial boilers: including coal-fired boilers, oil-fired boilers, gas-fired boilers and biomass boilers, the performance levels of industrial boilers are linked to the performance grades of the enterprises they belong to or the enterprises they serve. According to the lower level of performance rating, industrial boilers in key industries in the guidance shall take corresponding emission reduction measures according to their respective industries; The industrial boilers of the industry are not covered in the guidance, and the total emission of pollutants during the emergency response period is reduced by more than 30%. Other chemical manufacturing industries: enterprises producing adhesives and other chemical products, production lines or production processes related to the emission of atmospheric pollutants shall be suspended. Other chemical enterprises limit production by more than 30% on the premise of ensuring production safety.

Metal processing industry: aluminum Calendering industry stops production, steel Calendering industry Calendering process stops production.

Printing of books, newspapers and periodicals and this volume (except teaching materials and other protective publications): production lines or production processes related to the discharge of atmospheric pollutants shall be suspended.

Food processing industry, feed industry, flour industry, wood processing, fiberglass industry, other plastic industry, non-woven fabric, geotextile (film) industry: production lines or production processes related to the emission of atmospheric pollutants shall be suspended. In addition to the above-mentioned industries, other industries and enterprises involved in the discharge of air pollutants are also included in the scope of emergency control.

(3) dust control measures. On the basis of normal road cleaning, the frequency of sprinkler and dust reduction on urban trunk roads will be increased 4 times a day (under non-freezing conditions).

In addition to emergency rescue, stop all construction operations involving the discharge of air pollutants at the construction site.

Heavy vehicles such as construction waste and dregs trucks, concrete tank trucks, sand and gravel trucks shall be suspended from transport operations.

All bulk materials piled in the open air of all enterprises are covered, and the frequency of sprinkling water and reducing dust is increased during the non-freezing period.

4Comprehensive measures. Ore crushing enterprises (facilities) stop production, concrete mixing station and mortar mixing station stop production and transportation of raw materials. Stop outdoor spraying, painting, cutting and shotcreting of slope protection.

(3) Information submission

During the emergency response period, the member units of the headquarters shall report the emergency work to the office of the municipal command for summary before 15:00 every day, and report to the leader of the headquarters before 17:00 on the same day.

(4) Summary and evaluation

After the completion of the heavy pollution weather emergency work, the member units and enterprises of the headquarters shall make records of the heavy pollution weather emergency process and establish files. Within 2 working days after the end of the emergency response, the member units of the headquarters shall report the summary of the emergency work to the headquarters office. The summary of the work includes the measures taken in the emergency response to heavy pollution weather, the results achieved, the problems found and suggestions for improvement.

Each county (city, district) people's government (management committee) evaluates the maneuverability and effectiveness of the emergency plan for heavy pollution weather within its jurisdiction before April 30 every year, and reports the evaluation report to the office of the municipal heavy pollution weather emergency headquarters. The Office of the Municipal heavy pollution Weather Emergency headquarters evaluates the maneuverability and effectiveness of the municipal emergency plan before May 31 every year, and reports the evaluation report to the Provincial Department of Ecological Environment and the Ministry of Ecological Environment.

VII. Information disclosure

(1) content. The content of information disclosure should include ambient air quality monitoring data, possible duration of heavy pollution weather, pollution degree, potential harm and prevention suggestions, emergency work progress, and so on.

(2) form. Through newspapers, radio, television, the Internet, mobile communications and other official media in the form of information release, popular science publicity, information bulletins, expert interviews and other forms.

(3) Organization. The headquarters office is responsible for the guidance and coordination of the disclosure of emergency information on heavily polluted weather, and the emergency headquarters of county (city and district) governments (management committees) are responsible for the disclosure of local emergency information on heavily polluted weather.

The news and publicity department is responsible for doing a good job in guiding and dealing with public opinion.

(4) time. During the emergency start-up period of heavy pollution, information such as the status of ambient air quality and the progress of emergency work shall be made public and released through various media platforms in a timely manner.

VIII. Emergency training

The member units of the municipal heavy pollution weather emergency headquarters shall, according to the division of responsibilities of the emergency plan, train the implementation of their respective duties and supervision methods to ensure that supervision and law enforcement are in place in case of emergency; relevant enterprises and institutions carry out technical training on the emergency measures they need to implement to ensure that all emergency measures are safely, effectively and comprehensively implemented.

IX. Emergency drills

The member units of the headquarters and relevant enterprises shall organize drills according to their respective plans, implementation plans and operation plans to improve their coping ability. The headquarters organizes comprehensive exercises according to the situation, which can be conducted in the form of desktop exercises plus partial pull drills. After the end of the exercise, timely analysis and summary, in view of the problems, improve and improve.

Emergency publicity

The news release agencies of the city and county shall organize the media to publicize the early warning information and emergency response measures of heavily polluted weather in a timely manner, carry out correct public opinion and publicity in a timely manner, and mobilize social participation to create a good atmosphere for the emergency response of heavily polluted weather.

11. Supervision and accountability

(1) to supervise and supervise the mechanism. After the early warning information is released, the member units of the headquarters shall supervise and inspect the implementation of various measures in accordance with their respective plans, implementation plans and respective responsibilities; the supervision and inspection team of the municipal heavy pollution weather emergency headquarters shall organize to supervise and inspect the implementation of various measures in the city as appropriate.

(2) reporting mechanism. Each county (city, district)

The government (CMC) and relevant departments make public reporting calls to encourage members of the public to report to units and individuals that have not implemented emergency response measures.

(3) investigation of responsibility. Various departments and enterprises have formulated strict management systems to ensure that various emission reduction measures are in place. Those who fail to effectively deal with the weather of heavy pollution due to poor work or absence in performing their duties shall be investigated for responsibility in accordance with the law. Units and enterprises that fail to implement emergency emission reduction measures during the emergency response period shall be ordered to stop production according to law and shall be investigated for legal responsibility in addition to economic penalties.

XII. Emergency guarantee

(1) personnel protection. The headquarters office, the early warning and forecasting group, the information disclosure and publicity group, and the supervision and inspection team should be fully equipped and put in place in a timely manner. All member units and enterprises have respectively set up emergency response working groups to arrange special personnel to be responsible for the emergency work of heavily polluted weather.

(2) guarantee of funds. The financial department should provide necessary funds for the emergency work of heavily polluted weather to ensure the needs of early warning, response, summary, supervision and inspection of heavily polluted weather, including instruments and equipment, traffic vehicles, expert consultation, emergency drills and personnel protection.

Equipment, etc. All member units and enterprises should provide necessary financial support to ensure the smooth development of their emergency work in heavily polluted weather.

XIII. Supplementary provisions

(1) the office of Dezhou heavy pollution Weather Emergency headquarters is responsible for explaining this plan.

(2) this plan shall be implemented as of the date of issuance. The original "Dezhou heavy pollution Weather Emergency Plan" (Dezheng Office No. 2018) shall be abolished at the same time.

(3) the member units of the people's governments (administrative committees) of the counties (cities and districts) and the municipal heavy pollution weather emergency headquarters shall revise their respective emergency plans and implementation plans respectively according to this plan, and within 10 working days after the issuance of this plan, report to the office of the municipal heavy pollution weather emergency headquarters for the record; Enterprises listed in the emission reduction list shall formulate specific operation plans for emergency response to heavy pollution weather in accordance with the requirements of this plan, and report to the office of county (city or district) heavy pollution weather emergency headquarters for examination and record within 10 working days after the plan is issued.
