The epidemic of Xinguan pneumonia is a public health event with the fastest spread, the widest range of infection and the most difficult to prevent and control since the founding of the people's Republic of China. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, and through the painstaking efforts and sacrifices of the whole country and the broad masses of the people, major strategic achievements have been made in the prevention and control of the epidemic.

For us, a developing country with a population of 1.4 billion, it is very difficult and difficult to effectively control the epidemic in a relatively short period of time and ensure the basic livelihood of the people. We have also paid a huge price, with negative economic growth in the first quarter and an impact on the order of production and life, but life is paramount, and this is a price that must be borne and worth paying. We have made overall efforts to promote epidemic prevention and control and economic and social development, lost no time in promoting the resumption of work and production, introduced 90 policies and measures in eight areas, implemented assistance to enterprises to stabilize jobs, reduced some taxes and fees, exempted all toll roads, reduced energy costs, and issued discount loans. Local government special bonds will be issued in advance in accordance with the procedure. Do not miss the time to catch spring ploughing. We will unremittingly promote poverty alleviation. Subsidies will be given to people in the first line of anti-epidemic and people in difficulties, and the standard of temporary price subsidy will be doubled. These policies have benefited hundreds of millions of people, timely and effectively promoted the stability of supply and prices and the resumption of work and production, and China's economy has shown strong resilience and great potential.

While affirming our achievements, we are also soberly aware of the difficulties and problems we face. Under the impact of the global epidemic, the world economy is in serious recession, the supply chain cycle of the industrial chain is blocked, international trade and investment is shrinking, and commodity markets are volatile. Domestic consumption, investment and exports have declined, the pressure on employment has increased significantly, the difficulties of enterprises, especially small and medium-sized enterprises, have been highlighted, risks have accumulated in finance and other areas, and the contradiction between revenue and expenditure at the grass-roots level has intensified. There are deficiencies in the work of the government, formalism and bureaucracy are still quite prominent, and a small number of cadres do not act and will not act. Corruption is common in some areas. In the prevention and control of the epidemic, many weak links have been exposed in public health emergency management, and some opinions and suggestions of the masses should be paid attention to. We must strive to improve our work, earnestly perform our duties, and try our best to live up to the expectations of the people.

At present, the epidemic is not over yet, and the task of development is extremely arduous. Efforts should be made to minimize the losses caused by the epidemic and strive to achieve this year's economic and social development targets.

We will ensure the employment of residents, the basic livelihood of the people, the main body of the market, food and energy security, the stability of the supply chain of the industrial chain, the operation of the grass-roots level, firmly implement the strategy of expanding domestic demand, and safeguard the overall situation of economic development and social stability. we will ensure that we will achieve the goal of getting rid of poverty in a decisive battle and build a moderately prosperous society in an all-round way.

At present and for some time to come, China's development is facing unprecedented risks and challenges, but we have unique political and institutional advantages, strong economic foundation, huge market potential, and hundreds of millions of people are industrious and intelligent. As long as we face the challenges directly, strengthen our confidence in development, strengthen the driving force for development, and safeguard and make good use of the important strategic opportunities for China's development, we will certainly be able to overcome the current difficulties, and China's development will be full of hope.

Based on a comprehensive study of the situation, we have made appropriate adjustments to the expected objectives considered before the epidemic. This year, we will give priority to stable employment and ensure people's livelihood, resolutely win the battle against poverty, and strive to achieve the goal of building a well-off society in an all-round way. More than 9 million new urban jobs have been created, the surveyed unemployment rate in cities and towns is about 6%, and the registered unemployment rate in cities and towns is about 5.5%. Consumer prices rose by about 3.5 per cent; imports and exports promoted stability and quality, and the balance of payments was basically balanced; and the growth of residents' income basically kept pace with economic growth. Under the current standards, all poor people in rural areas have been lifted out of poverty, all poverty-stricken counties have taken off their caps; major financial risks have been effectively prevented and controlled; energy consumption per unit of GDP and emissions of major pollutants have continued to decline, and efforts have been made to achieve the targets and tasks of the 13th five-year

It should be noted that we did not put forward a specific target for economic growth for the whole year, mainly because of the great uncertainty of the global epidemic and economic and trade situation, and China's development is faced with some unpredictable factors. This will help guide all parties to concentrate their efforts on doing a good job of "six stability" and "six guarantees." The "six guarantees" is the focus of this year's "six stability" work. By keeping the bottom line of the "six guarantees", we can stabilize the basic economic market, and by ensuring stability and seeking progress in the midst of stability, we can lay a solid foundation for building a moderately prosperous society in an all-round way. It should be noted that whether it is protecting employment and people's livelihood, achieving the goal of getting rid of poverty, or preventing and defusing risks, it is necessary to have the support of economic growth, and stable economic operation has a bearing on the overall situation. It is necessary to use the methods of reform and opening up to stabilize employment, protect people's livelihood, promote consumption, stimulate the market, stabilize growth, and find a new way to effectively deal with shocks and achieve a virtuous circle.

A proactive fiscal policy should be more active and promising. This year, the deficit ratio is planned to be more than 3.6%, the fiscal deficit will be increased by 1 trillion yuan over last year, and 1 trillion yuan of special treasury bonds will be issued to fight the epidemic. This is a special measure in a special period. All the above 2 trillion yuan will be transferred to local governments, and special transfer payment mechanisms will be established. The funds will directly go to the grass-roots level in cities and counties, directly benefit enterprises and benefit the people, and will mainly be used to protect jobs, basic people's livelihood, and the main body of the market. including support for tax and fee reduction, rent and interest reduction, expansion of consumption and investment, etc., strengthen the attribute of public finance, and will never be allowed to intercept and misappropriate it. It is necessary to vigorously optimize the structure of fiscal expenditure, increase but not decrease basic expenditure on people's livelihood, earnestly guarantee expenditure in key areas, resolutely reduce general expenditure, strictly prohibit new buildings and halls, and strictly prohibit extravagance and waste. Governments at all levels must be really tight, and the central government should take the lead in arranging negative growth in expenditure at the central level, of which there is no urgent need to reduce non-rigid expenditure by more than 50%. All kinds of balances and precipitated funds should be collected and rescheduled. It is necessary to vigorously improve quality and increase efficiency, every expenditure must be carefully calculated, every sum of money must be spent on the cutting edge and critical places, and the main body of the market and the masses of the people must have real feelings.

A prudent monetary policy should be more flexible and moderate. With the comprehensive use of reserve requirement reduction, interest rate reduction, re-lending and other means, the growth rate of broad money supply and the scale of social financing was significantly higher than that of last year. Keep the RMB exchange rate basically stable at a reasonable and balanced level. Innovative monetary policy tools with direct access to the real economy must make it easier for enterprises to obtain loans and keep interest rates down.

We will promote the reduction of production and operating costs of enterprises. The policy of reducing industrial and commercial electricity prices by 5% will be extended until the end of this year. The average charges for broadband and dedicated lines have been reduced by 15%. Reduce or reduce the rent of state-owned property, encourage all kinds of landlords to reduce or postpone the collection of rent, and give policy support. We will resolutely crack down on illegal charges related to enterprises.

Strengthen financial support for stable enterprises. The policy of delaying principal and interest repayment of loans for small and medium-sized enterprises will be further extended to the end of March next year. Loans for inclusive small and micro enterprises should be extended as much as possible, and loans for other enterprises in difficulty should be extended through negotiation. Banks are encouraged to substantially increase credit loans for small and micro enterprises, first loans, and loan renewal without principal repayment. We will greatly expand the coverage of government financing guarantees and significantly reduce fees. The loan growth rate of inclusive small and micro enterprises in large commercial banks is higher than 40%. Support enterprises to expand bond financing. Strengthen supervision to prevent funds from "idling" arbitrage. Financial institutions and loan enterprises are symbiotic and co-prosperous, and banks are encouraged to reasonably yield profits. In order to protect the main body of the market, the availability of loans for small and medium-sized enterprises must be significantly improved, and comprehensive financing costs must be significantly reduced.

Do everything possible to stabilize and expand employment. We will strengthen employment support for key industries and key groups. This year, the number of college graduates has reached 8.74 million. In order to promote market-oriented and socialized employment, universities and territorial governments should provide continuous employment services. We will do a good job in ensuring the employment of ex-servicemen. We will implement the policy of equal access to employment services for migrant workers in their places of employment. Help disabled people, families with zero employment and other difficult groups to obtain employment. There are hundreds of millions of flexible employees in China, including odd workers. This year, the policy of voluntary postponement of social security premiums has been implemented for low-income workers, and administrative fees related to employment have all been abolished. Subsidized to train and stabilize posts, more than 35 million people have been trained in vocational skills this year and next year, and higher vocational colleges have expanded their enrollment by 2 million people, so that more workers can acquire skills and obtain good employment.
