Based on a comprehensive study of the situation, we have made appropriate adjustments to the expected goals considered before the epidemic. This year, we will give priority to stable employment and ensure people's livelihood, resolutely win the battle against poverty, and strive to achieve the goal of building a well-off society in an all-round way. More than 9 million new urban jobs have been created, the surveyed unemployment rate in cities and towns is about 6%, and the registered unemployment rate in cities and towns is about 5.5%. Consumer prices rose by about 3.5 per cent; imports and exports promoted stability and quality, and the balance of payments was basically balanced; and the growth of residents' income basically kept pace with economic growth. Under the current standards, all poverty-stricken people in rural areas have been lifted out of poverty, all poverty-stricken counties have taken off their caps, major financial risks have been effectively prevented and controlled, energy consumption per unit of GDP and emissions of major pollutants have continued to decline, and efforts have been made to achieve the targets and tasks of the 13th

It should be noted that we did not put forward a specific target for economic growth for the whole year, mainly because of the great uncertainty of the global epidemic and economic and trade situation, and China's development is faced with some unpredictable factors. This will help guide all parties to concentrate on doing a good job of "six stability" and "six guarantees." The "six guarantees" is the focus of this year's "six stability" work. By keeping the bottom line of the "six guarantees", we can stabilize the basic economic market, promote stability and strive for progress in stability, and lay a solid foundation for building a well-off society in an all-round way. It should be noted that whether it is protecting employment and people's livelihood, achieving the goal of getting rid of poverty, or preventing and defusing risks, it is necessary to have the support of economic growth, and stable economic operation has a bearing on the overall situation. It is necessary to use the methods of reform and opening up to stabilize employment, protect people's livelihood, promote consumption, stimulate the market, stabilize growth, and find a new way to effectively deal with shocks and achieve a virtuous circle.

A proactive fiscal policy should be more active and promising. This year, the deficit ratio is planned to be more than 3.6%, the fiscal deficit will be increased by 1 trillion yuan over last year, and 1 trillion yuan of special treasury bonds will be issued to fight the epidemic. This is a special measure in a special period. All the above 2 trillion yuan will be transferred to local governments, and special transfer payment mechanisms will be established. The funds will directly go to the grass-roots level in cities and counties, directly benefit enterprises and benefit the people, and will mainly be used to protect jobs, basic people's livelihood and the main body of the market. including supporting tax and fee reduction, rent and interest reduction, expanding consumption and investment, strengthening the attribute of public finance, and never allowing interception and misappropriation. It is necessary to vigorously optimize the structure of fiscal expenditure, increase but not decrease basic expenditure on people's livelihood, earnestly guarantee expenditure in key areas, resolutely reduce general expenditure, strictly prohibit new buildings and halls, and strictly prohibit extravagance and waste. Governments at all levels must be really tight, and the central government should take the lead in arranging negative growth in central-level expenditure, of which non-rigid expenditure should be reduced by more than 50%. All kinds of balances and precipitated funds should be collected and rescheduled. It is necessary to vigorously improve quality and increase efficiency, every expenditure must be carefully calculated, every sum of money must be spent on the cutting edge and critical parts, and the main body of the market and the masses of the people must have real feelings.

A prudent monetary policy should be more flexible and moderate. Comprehensive use of cut reserve requirements, interest rates, re-lending and other means to guide the broad money supply and social financing scale growth is significantly higher than last year. Keep the RMB exchange rate basically stable at a reasonable and balanced level. Innovative monetary policy tools that go directly to the real economy must facilitate corporate access to loans and keep interest rates down.

The policy of giving priority to employment should be comprehensively strengthened. Fiscal, monetary and investment policies should work together to support stable employment. We will strive to stabilize existing employment, actively increase new employment, and promote the re-employment of the unemployed. All localities should clean up and abolish unreasonable restrictions on employment, take measures to promote employment, and make full use of measures to expand jobs. Poverty alleviation is a hard task that must be accomplished in building a moderately prosperous society in an all-round way. we must adhere to the current poverty alleviation standards, strengthen the implementation of poverty alleviation measures, ensure that all remaining poor people are lifted out of poverty, improve and implement the monitoring and assistance mechanism for those returning to poverty, and consolidate the achievements of poverty alleviation. Third, strengthen the implementation of macro policies and strive to stabilize enterprises and ensure employment

To ensure employment and people's livelihood, we must stabilize hundreds of millions of market players and try our best to help enterprises, especially small and medium-sized enterprises and individual industrial and commercial households, tide over the difficulties.

We will increase efforts to reduce taxes and fees. Strengthen phased policies, combined with institutional arrangements, release water for fish culture, and help the main body of the market to bail out and develop. This year, we will continue to reduce the rate of value-added tax and the rate of enterprise old-age insurance, and reduce taxes and fees by about 500 billion yuan. The policy of tax reduction and fee reduction due before June was introduced, including exemption from pension, unemployment and industrial injury insurance units of small and medium-sized enterprises, reduction of value-added tax for small-scale taxpayers, exemption of value-added tax for public transport, catering and accommodation, tourism and entertainment, culture and sports, and reduction of civil aviation development funds and port construction fees, all of which were extended until the end of this year. The payment of income tax for small and micro enterprises and individual industrial and commercial households will be postponed until next year. We will promote the reduction of production and operating costs of enterprises. The policy of reducing industrial and commercial electricity prices by 5% will be extended until the end of this year. The average tariff for broadband and dedicated lines will be reduced by 15%. Reduce or reduce the rent of state-owned property, encourage all kinds of landlords to reduce or postpone the collection of rent, and give policy support. We will resolutely crack down on illegal charges related to enterprises.

Strengthen financial support for stable enterprises. The policy of delaying principal and interest payments on loans for small and medium-sized enterprises will be extended to the end of March next year. Encourage banks to substantially increase credit loans for small and micro enterprises, first loans, and loan renewal without principal repayment. Greatly expand the coverage of government financing guarantees and significantly reduce rates. The loan growth rate of inclusive small and micro enterprises of large commercial banks is higher than 40%. Support enterprises to expand bond financing. Strengthen supervision to prevent funds from "idling" arbitrage. Financial institutions and loan enterprises are symbiotic and prosperous, and banks are encouraged to make reasonable profits. In order to protect the main body of the market, the loan availability of small and medium-sized enterprises must be significantly improved, and the comprehensive financing cost must be significantly reduced.

Do everything possible to stabilize and expand employment. We will strengthen employment support for key industries and key groups. This year, the number of college graduates has reached 8.74 million. In order to promote market-oriented and socialized employment, universities and territorial governments should provide continuous employment services. We will do a good job in ensuring the employment of ex-servicemen. We will implement the policy of equal access to employment services for migrant workers in their places of employment. Help disabled people, families with zero employment and other difficult groups to obtain employment. There are hundreds of millions of flexible employees in China, including odd workers. This year, the policy of voluntary postponement of social security premiums has been implemented for low-income workers, and administrative fees related to employment have all been abolished. Subsidized to train and stabilize posts, more than 35 million people have been trained in vocational skills this year and next year, and higher vocational colleges have expanded their enrollment by 2 million people, so that more workers can acquire skills and obtain good employment.

We will promote the reform of market-oriented allocation of factors. Promote small and medium-sized banks to replenish capital and improve governance, and better serve small and medium-sized enterprises. Reform the gem and pilot the registration system. Strengthen the function of insurance protection. Give provincial governments greater autonomy in construction land. Promote talent flow, cultivate technology and data markets, and activate the potential of various elements.

We will enhance the effectiveness of the reform of state-owned enterprises. We will implement the reform of state-owned enterprises for three years. We will improve the regulatory system of state-owned assets and deepen the reform of mixed ownership. Basically complete the divestiture of the social functions of the office and solve the problems left over by history. State-owned enterprises should focus on the main business, improve the market-oriented management mechanism, and improve their core competitiveness.

Optimize the development environment of private economy. We will ensure that private enterprises have equal access to factors of production and policy support, and clean up and abolish unreasonable regulations linked to the nature of enterprises. Time limit to repay the arrears of government agencies to the private sector and small and medium-sized enterprises. Build pro-Qing political and business relations and promote the healthy development of the non-public sector of the economy.

Promote the upgrading of manufacturing industries and the development of emerging industries. A substantial increase in medium-and long-term loans to the manufacturing sector. Develop industrial Internet and promote intelligent manufacturing. E-commerce online shopping, online services and other new forms of business have played an important role in the fight against epidemic. We should continue to introduce support policies, comprehensively promote "Internet +" and create new advantages in the digital economy.

Improve the ability to support scientific and technological innovation. Steadily support basic research and applied basic research, and guide enterprises to increase R & D investment. We will speed up the construction of national laboratories, reorganize the system of state key laboratories, and develop social research and development institutions. Deepen international scientific and technological cooperation. We will strengthen the protection of intellectual property rights. We will further promote mass entrepreneurship and innovation. We will develop venture capital and increase guaranteed loans for start-ups. V. implement the strategy of expanding domestic demand and accelerate the transformation of the mode of economic development

China has great potential for domestic demand, so it is necessary to deepen the supply-side structural reform, highlight the orientation of people's livelihood, and effectively combine and promote each other between boosting consumption and expanding investment. Promote a rebound in consumption. We will increase income and protect people's livelihood through stable employment, and improve residents' willingness and ability to spend. Support the resumption and development of catering, shopping malls, culture, tourism, housekeeping and other life services, and promote online and offline integration. We will develop services for the elderly and childcare. Transform and upgrade the pedestrian street. Support e-commerce and express delivery into rural areas and expand rural consumption. It is necessary to take more measures and expand consumption to meet the diversified needs of the masses.

Expand effective investment. This year, it is planned to allocate 3.75 trillion yuan of local government special bonds, an increase of 1.6 trillion yuan over last year, increase the proportion of special bonds that can be used as project capital, and invest 600 billion yuan within the central budget. We will focus on supporting the "two new and one heavy" construction that not only promotes consumption to benefit the people's livelihood, but also adjusts the structure to increase stamina, mainly to strengthen the construction of new infrastructure, to develop a new generation of information networks, to expand 5G applications, to build charging piles, to promote new energy vehicles, to stimulate new consumer demand, and to boost industrial upgrading. We will further promote a new type of urbanization. Give full play to the comprehensive leading role of central cities and urban agglomerations, cultivate industries and increase employment. Improve convenient facilities to make the city more industrial and livable.

We will speed up the implementation of the regional development strategy.
