The third session of the 13th National Committee of the Chinese people's political Consultative Conference (CPPCC) officially began yesterday, and the two sessions in 2020 kicked off, with delegates attending the meeting discussing national affairs. In recent years, China's metal industry has developed rapidly, and the manufacturing technology has been continuously improved, but at the same time, structural contradictions have become increasingly prominent, and some new problems have gradually emerged. In this regard, the industry bigwigs who participated in the two sessions have put forward relevant suggestions one after another:
Member Yu Dehui: strictly control the blind expansion of copper smelting capacity
Yu Dehui, member of the CPPCC National Committee and general manager of Chinalco, said that copper is not only an important non-ferrous metal resource, but also an important strategic resource related to the country's social and economic security. At present, China has become the world's largest producer of refined copper, accounting for half of the world's output. However, the domestic copper smelting capacity is still expanding blindly, the overcapacity is increasing continuously, and the self-sufficiency rate of copper concentrate is declining rapidly, which has a serious impact on the ecological environment.
With the overall deepening of the supply-side structural reform, the non-ferrous industry has made great achievements in the reform of the five major tasks of "three go, one drop and one supplement", and deepening the reform has become an important booster to promote the steady and healthy development of the industry. Yu Dehui believes that we should continue to promote supply-side structural reform, speed up the reform in the field of copper industry, strictly control the blind expansion of copper smelting capacity, and promote the development of copper industry to high quality.
Representative Ding Shiqi: changing the labeling of "high energy consumption" in the non-ferrous industry to promote the high-quality development of the industry
The three suggestions put forward by Ding Shiqi, deputy to the National people's Congress and deputy general manager of Tongling Nonferrous Metals Group Holdings Co., Ltd., are "on abolishing the division of high energy consumption in the industry." Suggestions on the division of high energy-consuming enterprises according to the standards "suggestions on timely revision of the discharge standards of pollutants in non-ferrous metals industry such as Copper, Nickel and Cobalt Industry Pollutant Emission Standards" and "suggestions on the implementation of the national collection and storage of rare and scattered metal rhenium to control important strategic resources".
According to Ding Shiqi, in some previous policies and regulations, it is inaccurate and unreasonable to simply divide the non-ferrous metal smelting and Calendering industry into high energy-consuming industries. "the whole industry is classified as a high energy-consuming industry." it will hit the development of the industry, restrain the progress of the industry, and it is also unfair to enterprises with good energy-saving effects. In various industries, there are generally a variety of process options, and the energy consumption indicators of each process are also different. in addition, the differences in enterprise development level, technology and equipment level and management level also promote the inconsistency of enterprise energy consumption level. " Therefore, Ding Shiqi proposed that the division method of high energy consumption in the industry should be abolished, accurate to individual enterprises, and based on relevant standards, the division method of high energy consumption should be refined, and precise control should be carried out after screening high energy consumption enterprises.
