Promote the construction of electrochemical energy storage and boost the new infrastructure
The vigorous development of new infrastructure puts forward higher requirements for the construction of new infrastructure for electrochemical energy storage. Committee member Zeng Yuqun said that the "new infrastructure" is digital and intelligent, and energy storage is the energy basis for these changes. The electrochemical energy storage site dominated by lithium battery has small restrictions and flexible location layout, and has made great breakthroughs in safety, energy conversion efficiency, economy and other aspects in recent years. Perfectly adapt to the requirements of 5G base station construction power backup, renewable energy generation consumption and new energy vehicle charging to improve line transmission and distribution capacity.
The development of electrochemical energy storage can improve the flexibility and tunability of multiple energy systems, improve the degree of freedom of energy transactions, build a global leading energy Internet with Chinese characteristics, and improve energy efficiency. Electricity prices can be effectively reduced in the long run.
In the past decade, the performance of lithium batteries has been improved by three times, and the cost has been reduced by 90%. The conditions for commercial application in the field of energy storage are basically mature. However, there are still some problems in policies and standards for its large-scale promotion, such as lack of clear and stable price mechanism for energy storage to participate in electricity market transactions, lack of unified rules for examination and approval and management, imperfect standards and norms for energy storage industry, and so on.
Member Zeng Yuqun suggested that we should strengthen the top-level design, incorporate energy storage into the national energy development plan, clarify the legal status of energy storage, establish a price mechanism to allow grid-side energy storage to be included in power grid planning and enter into transmission and distribution cost accounting, improve standards and management systems, ensure the safe and sustainable development of the energy storage industry, build gigawatt-level large-scale energy storage demonstration stations, lead the global energy transformation, and shape new business cards made in China.
Speed up the electrification of construction machinery and heavy trucks to win the battle for the defense of the blue sky
The 19th CPC National Congress clearly proposed to win the blue sky defense war and coordinate to promote the adjustment of the transport structure, and the electrification of construction machinery and heavy trucks is an important measure to win the blue sky defense war. By the end of 2019, the number of construction machinery and heavy trucks in China is nearly 15 million. These two types of vehicles have high fuel consumption and heavy pollution, and the annual oil consumption is equivalent to 200 million cars.
At the same time, construction machinery and heavy trucks are indispensable means of production for the new infrastructure. The rapid promotion of the electrification of construction machinery and heavy trucks is of great significance for winning the blue sky defense war, ensuring national energy security, effectively hedging the downward pressure on the economy, and creating a world-class equipment industry highland.
Committee member Zeng Yuqun believes that technically, China has completely replaced the engine and part of the hydraulic transmission system in the field of construction machinery, and in the business model, users' worries about purchase cost and mileage can be solved through car-electricity separation and battery leasing mode. Take the 5-ton loader as an example, the annual energy cost can be saved by 200000 yuan after electrification.
Generally speaking, although domestic enterprises have advantages in the industrial chain of construction machinery and heavy truck electrification, they lack confidence in their initial development. Committee member Zeng Yuqun suggested that, first, we should carry out demonstration projects to speed up the promotion and application; second, we should establish relevant standards and regulations to guide technological development; third, we should consolidate the leading position of China's core components; fourth, we should formulate policies to encourage business model innovation, so as to guide the rapid development of the industry.
